Barbara J. Holahan was appointed vice president for financial affairs, chief financial officer, and treasurer in June 2019. Previously, she served as interim CFO and treasurer since late 2018, and as controller since 2014. Holahan currently oversees institutional financial planning and risk management functions including budget, bursar, catering and dining services, controller's office, environmental health and safety, insurance, and treasury operations. Holahan's career has been concentrated in higher education and non-profit finance, and she has restructured and streamlined accounting and financial operations at several high-profile New York institutions with the goal of providing high-quality service and promoting practical yet compliant solutions to solve operational needs. During her first four years at New York Institute of Technology, Holahan's achievements include the redesign of New York Tech's long-term debt, yielding a 40% reduction in interest costs and re-alignment of the student health insurance plan, with a 30% drop in fees and expanded health coverage for students. Before joining the institution, Holahan was controller at the Metropolitan Opera, and associate treasurer and associate controller at Columbia University. She began her career as an auditor at KPMG and has worked as an independent consultant for the Wildlife Conservation Society (Bronx Zoo and NY Aquarium) and controller at other New York City area non-profits, providing services in audit, accounting, compliance, process re-engineering, policy writing, and FEMA disaster recovery management. Holahan is a trustee of Sacred Heart Academy, an all-girls Catholic high school on Long Island, where she chaired the Finance, Investments, and Audit Committees from 2010 until 2018. She has an M.B.A. from Molloy College and a B.S. in Accounting from the University of Richmond. She is a member of the AICPA and NYSSCPA.

Brian Harper

Brian Harper, M.D., M.P.H., is New York Institute of Technology's Vice President for Equity and Inclusion and Chief Medical Officer, overseeing the Academic Health Care Centers in Old Westbury and Central Islip. Harper also serves as an Associate Professor at New York Institute of Technology College of Osteopathic Medicine (NYITCOM), where he educates future physicians on the tenets of clinical medicine. Building on Harper's role as Co-Chair of New York Tech's Diversity, Equity, and Inclusion (DEI) Task Force, in 2020 he was appointed to the newly created position of Vice President for Equity and Inclusion. Under his leadership, a team of faculty, students, and staff are charged with pursuing projects, activities, and programming that promote diversity, equity and inclusion, and creating a roadmap and strategies for continued success in these areas. Prior to becoming a physician, Harper attended Brown University for his undergraduate education where he received a B.A. in Biology and in Afro-American Studies. He went on to receive his medical degree from the State University of New York, Health Science Center at Syracuse, and a master's degree in Public Health from Columbia University. He then trained at Harlem Hospital Center and the State University of New York, Health Science Center at Stony Brook. Harper is board certified in Preventive Medicine and Public Health. Harper has worked as a physician at the Rikers Island Medical Unit, served as the first Director of the Bureau of HIV Services at the Nassau County Department of Health, and as the Senior Vice President of Community Affairs at the Nassau University Medical Center. In this role, Harper also served as the medical director for a network of seven community health centers, where he remodeled medical services to conform to hospital standards and successfully passed two JCAHO (Joint Commission on the Accreditation of Healthcare Organizations) surveys. Harper was then appointed as the first African American Commissioner of Health for Suffolk County, N.Y. During his tenure, he successfully managed a department of 1,500 employees with a budget of approximately $450 million. Harper also created innovative programs including a HIV Commission and an Office of Minority Health to address health inequities. Harper then served as the Chief Operating Officer and Medical Director of the Ralph Lauren Center for Cancer Care and Prevention. This center was a partnership between Memorial Sloan Kettering Cancer Center and North General Hospital that was initially designed to provide quality cancer care to the residents of Harlem and surrounding areas, irrespective of a patient's ability to pay.

Catherine Flickinger, J.D., heads the legal department, handling contracts, litigation, and regulatory compliance; the implementation and administration of policies, practices, and procedures throughout the university; legal matters related to labor and employment as well as student affairs; and the development and protection of intellectual property from research. Flickinger also oversees the operations of the human resources department, including employee relations, benefits plans, and recruitment. Her career path has included a clerkship for a Federal appellate judge, the New York law firm Cravath, Swaine & Moore, CBS Inc., and more than 20 years as executive vice president and general counsel at media publisher Hachette Filipacchi Media, where she led the legal and human resources departments. Flickinger earned her J.D. from Columbia University School of Law and her bachelor's degree from the University of Pennsylvania. In 2004, the New York County Lawyers' Association named Flickinger one of its 40 Outstanding Women of the Bar.

Pennie Turgeon, Vice President for Information Technology and Chief Information Officer/Chief Information Security Officer, assumed her role at the New York Institute of Technology in October 2019. She is responsible for ensuring that the university's information technology (IT) resources are aligned with the strategic priorities of the institution, and that IT services are secure, reliable, easy to use, and cost efficient. To accomplish this task, she works with students, faculty, staff, and trustees to provide leadership, direction, and overall coordination of all aspects of IT. This includes administrative and academic information systems, academic technology support, high-performance computing, media services, technology-enhanced classrooms, videoconferencing and web streaming, web applications development, computing labs, help desk services, networks, systems, telecommunications, data management/analytics, and security/privacy policies. She also coordinates requests for the procurement of enterprise IT services and resources and is responsible for the management of vendor and partner relationships. From 2006-2019, Pennie was the Vice President for IT and CIO at Clark University as well as the University's Chief Information Security/Privacy Officer. Prior to that, she was at Worcester Polytechnic Institute for 15 years where she built and cultivated technology-mediated learning environments as the Director of Academic Technology and Distance Learning. She also held positions at Texas Instruments as a systems developer and at IBM as a marketing sales assistant. Pennie served on the NERCOMP Board of Trustees from 2005-2013, serving as the Treasurer from 2007-2009. She continues to be involved with NERCOMP by serving on the Board's finance committee. Pennie holds a B.S. from Worcester State University and an M.B.A. with a concentration in Management Information Systems from Worcester Polytechnic Institute.
