Bruce has over 30 years experience as an urban development specialist. He was recently Team Leader of the Cities and Infrastructure for Growth (CIG) Myanmar programme. An environmental engineer by profession, Bruce's skills include all aspects of infrastructure provision, governance, capacity building and public financial management allowing him to contribute to all aspects of urban development. Specifically, he has advised governments on developing policies and supported them to implement reforms to strengthen decentralisation, enable inclusive local development, improve governance and leverage external assistance. Bruce has spent over 30 years working with all levels of government in over 25 countries worldwide. Clients include the Asian Development Bank, European Union, the UK's Foreign, Commonwealth and Development Department (FCDO), UNDP, USAID and the World Bank. Recently he has led teams in a range of governance, public financial management and infrastructure programmes in Myanmar, Nepal, India, Philippines, Cambodia, Sri Lanka and Laos. A member of the Institution of Water and Environmental Management, Bruce is a chartered engineer. Clarissa has many years of experience in managing teams and projects to deliver high quality work which provides clients with the technical support they need. Her technical experience lies in designing and delivering monitoring, evaluation and learning assignments for international development, particularly for complex and multi-country programmes. Clarissa also has extensive experience in managing grant funding programmes, from fund design and grantee selection to performance and risk management across the portfolio. Her clients include bilateral donors (DFID, USAID), foundations (Standard Chartered, GSMA), NGOs (Global Witness, elhra) and research bodies (World Resource Institute). She received ‘Best Paper' award at the 2019 UK Evaluation Society Conference for her work on evaluating innovation funds. Previously, Clarissa had a successful career in the UK civil service across senior posts in policy, strategy, public service delivery and reform, HR and Ministerial offices. She has an MSc in Development Studies from the School of Oriental and Africa Studies at the University of London, and a geography degree from the University of Cambridge.

David Smith

David has over 30 years' experience in economic development and the design, management and evaluation of development assistance programmes. He is the is founding director of Triple Line. With over 30-years' experience in the management of teams and projects, David brings considerable expertise to Triple Line. He is a specialist in grant programme management, monitoring and evaluation, private sector development, agricultural development, governance, policy and research. David has designed, managed, implemented and evaluated a number of DFID challenge funds including the Governance & Transparency Fund and the Development Awareness Fund. He also works with the multi-donor Africa Enterprise Challenge Fund and the MasterCard Foundation Fund for Rural Prosperity and has been the independent monitor for the AusAid Enterprise Challenge Fund. He has advised and designed a number of other grant funds including: economic empowerment of the extreme poof in Bangladesh and the Common Fund for Commodities. Prior to forming Triple Line in 1999, David worked as an economist and general manager of the Coffee Industry Cooperation in Papua New Guinea (1990-93) and as an economist with the National Farmers' Union in London (1981-90). David has an MBA from City University Business School, London, and was awarded an MSc in Agricultural Economics from Oxford University. He holds a BA in Economics & Agricultural Economics from Nottingham University. David speaks fluent French, basic Melanesian Pidgin and basic Russian.

Key research to highlight would be the series of papers published assessing the social protection infrastructure for Ukrainian refugees in bordering countries at the onset of the conflict, cited by the FAO and used as justification for a £4 million Ukraine Facility. Over the past 12 years he has worked for a range of clients including the World Bank, FCDO, EU, USAID, Cities Alliance, Global Green Growth Institute (GGGI), Norwegian Refugee Council (NRC), and local authorities. Nikos's work has incorporated the full spectrum of the project cycle, from analytics and programme scoping and design, through implementation, and evaluation and learning. He has a high level of familiarity with HMG business cases and ODA eligibility criteria having led and supported the development of FCDO's urbanisation strategy and options for future investments in Somalia's cities, Prosperity Fund Global Future Cities Programme (GFCP) scoping in Nigeria, and the development of the business case for an urban resilience programme in Tanzania. In the urban resilience space, Pepe supported Nepal in establishing a reconstruction and infrastructure investment framework following the 2015 earthquake. He worked with rapidly growing small and middle-sized cities in Latin America so they better adapt to climate change, and acted as Project Manager for the World Bank Building Urban Resilience to Disasters in the Kyrgyz Republic (2015-2016) proposing recommendations to improve the country's disaster risk management framework, as well as suggestions for reform of the Kyrgyz spatial planning system which were taken on by the country's Green Growth Strategy. Pepe was also Project Manager for the FCDO Scoping Study for a Global Future Cities Programme (2016-2017), which produced evidence used to structure a global £80 million urban development program funded by the UK government. Yvonne Achieng

Yvonne is a project management, data analyst and M&E professional with experience in data management, quantitative and qualitative research, and end to end project management. Yvonne is a private sector development consultant with 10 years of work experience within Sub-Saharan Africa with a multifaceted background in business Advisory, entrepreneurship, and Innovation. She is an applied project management specialist with technical skills ranging from conducting quantitative and qualitative research, developing and facilitating the implementation of Measurement and Results Management (MRM) frameworks, and providing technical assistance. She has a strong working knowledge of systems change thinking, stakeholder mapping, and impact monitoring, and has experience in designing and conducting evaluations, designing pedagogical materials, and facilitating training including learning and reflection sessions that lead to adaptive programming. Prior to joining Triple Line Yvonne worked at the BoP Innovation Centre where she was a Project Manager working with SMEs and last-mile distributors in creating commercially and socially viable products and services that include people at the Base of the Pyramid (BoP) as consumers, producers, and entrepreneurs. Prior to that, she worked as a service Delivery Model Specialist at IDH Trade where she supported the business growth of 2 pineapple companies in Guinea through field research and analysis, and business modelling of their respective supply chain structures leading to a solid proof of concept for blended financing. Yvonne has a bachelor's degree in business information technology and an MSC in Management Information Systems from the University of Liverpool.
