Jie Zhang - EVP

Currently based in the Netherlands from 2019, Ms. Zhang is responsible for the coordination and management of RCITC's global operations with a primary focus on the Asian and European operations. Based in Shanghai, China, from 2002 to 2009, Ms. Zhang was a member of the Canada Border Services Agency's (CBSA) verification team conducting numerous verification visits to companies all over China. As well, she has participated in many official meetings as part of the CBSA verification team, with the respective Government Agencies including the China's Ministry of Commerce [MOFCOM]. As such, she has a comprehensive knowledge and understanding of the verification policies, proceedings and methodologies employed by the CBSA verification teams. She was also the President of A & J International Consulting, a Shanghai-based company whose major business was providing interpretation and translation services. Her company was registered with the Canadian Embassy in Beijing and with the Canadian Consular offices in Shanghai and Guangdong. She currently is the President of JZ & Associates, a Shanghai based international trade consulting enterprise. Ms. Zhang has since 2010 discontinued her association with the CBSA in order to concentrate on her responsibilities with RCITC. From that time to 2019, Ms. Zhang operated out of Shanghai and continued her activities on behalf of RCITC when she relocated to the Netherlands in 2019. Since then, she has continued her responsibilities as Executive Vice President of RCITC from her current location in the Netherlands. Ms. Zhang continues to maintain contact with law firms and Government Agencies in China who are involved in international trade. She participated in the contract negotiations processes on behalf of RCITC, and has provided guidance and support to RCITC working teams in the preparation of the responses to the various questionnaires prepared on behalf of the Chinese and foreign exporters. Also, she actively participates in all proceedings in the cases that RCITC is involved with, including conducting market research and input into case arguments and rebuttal arguments.

Mr. Ken McPhail

Mr. Ken McPhail joined RC International Trade Consultants (RCITC) in 2015. He is a seasoned professional with a diverse background in international trade with significant experience in the administration of the Canadian trade remedy laws. Ken has over 35 years' experience with the Canada Border Services Agency (CBSA). His varied positions within the CBSA enabled him to gain extensive knowledge of Customs regulations and operations and considerable expertise with the Special Import Measures Act (SIMA) and Regulations, the WTO Agreements including the Agreement on Subsidies and Countervailing Measures (SCM) and the Canada Customs Act and Customs Tariff. During his career with the CBSA, Ken was a Senior Investigator with the Anti-dumping and Countervailing Program (ADCVP) for more than 20 years, including a four-year posting to Tokyo, Japan as a Customs Attaché. Ken was lead investigator on numerous anti-dumping and countervailing investigations in Asia, Europe and North and South America. In his last assignment in CBSA, Ken managed the development and revision of all policy related to the CBSA's administration of the Canadian anti-dumping and countervailing legislation in effect today. He was also responsible for liaison with the Department of Finance and the Department of Foreign Affairs and Trade on issues relating to the WTO Agreements on Anti-dumping and on the Subsidies and Countervailing Duties and dispute settlement. Ken has considerable experience in dealing with Canadian and foreign industries and foreign governments. His expertise in trade matters is well recognized and respected by many Canadian public and private sector practitioners in the international trade community today.

Mr. Richard Chung - CEO, President

Mr. Richard Chung is a Canadian Chartered Professional Accountant (CPA & CGA) and the founder of RC International Trade Consultants (RCITC). He is a seasoned professional with an accredited and diverse background in international trade and in financial accounting, cost accounting and auditing, both in the public and private sector. Richard has over 23 years' experience as a Senior Investigator with the Canada Border Services Agency (CBSA) in conducting numerous anti-dumping and countervailing investigations in Europe, North and South America, Mexico and in Asia. He is acknowledged as an expert in the interpretation of provisions of the Special Import Measures Act (SIMA) and Regulations, the General Agreement on Tariffs and Trade (GATT), the Agreement on Subsidies and Countervailing Measures (SCM) and the North American Free Trade Agreement (NAFTA). During his career with the CBSA, Richard was recognized as one of the most experienced and knowledgeable senior officers with exceptional investigative skills. He was responsible for the design and development of the templates of the questionnaires currently being used by the CBSA in anti-dumping and countervailing investigations initiated by Canada. He was also regularly called upon to coach and mentor the new investigators, particularly on the on-site verification techniques. Shortly after his retirement from the CBSA in 2008, Richard established RC International Trade Consultants (RCITC). As President & CEO of RCITC, Richard has been actively involved as lead consultant in many anti-dumping and countervailing proceedings and overseeing the entire operations of the company. Richard has become one of the most active and successful counsel for foreign exporters, foreign governments and importers in Canada's dumping and subsidy investigations, particularly those involving products from Asia. Richard is acknowledged by his peers and the international trade consulting community as an expert in providing strategic and practical advice to his clients on all matters relating to the application of Canada's trade remedy legislation.

Mr. Roger Lyons

Mr. Roger Lyons joined RC International Trade Consultants (RCITC) in 2010. He is a seasoned professional with a diverse background in international trade and significant experience in the administration of the Canadian trade remedy law, in financial accounting, cost accounting and auditing (Registered Industrial Accounting Program). Roger has over 34 years' experience in the Canada Border Services Agency (CBSA). His varied positions within the CBSA enabled him to gain extensive knowledge of Customs regulations and operations and considerable expertise with the Special Import Measures Act (SIMA) and Regulations, the WTO Agreements including the Agreement on Subsidies and Countervailing Measures (SCM) and the Canada Customs Act and Customs Tariff. During his career with the CBSA, Roger was a Senior Investigator with the Anti-dumping and Countervailing Program (ADCVP) for more than 20 years, including a three-year posting to Brussels Belgium as a Customs Attaché. Roger was lead investigator on numerous anti-dumping and countervailing investigations in Asia, Europe and North and South America. Since joining RCITC, Roger has been actively involved as lead consultant in many anti-dumping and countervailing proceedings representing foreign exporters, foreign governments and importers in the CBSA dumping and subsidy investigations, particularly those involving products from Asia. His expertise in trade matters is recognized and respected by many of the international trade consultants in practice today. Roger has a working knowledge of French.

ROBERT SÉGUIN

Robert Séguin joined RC International Trade Consultants (RCITC) in 2011. He is a seasoned professional with a diverse background in international trade with significant experience in the administration of the Canadian trade remedy law. Robert has over 33 years' experience with the Canada Border Services Agency (CBSA). His experience in CBSA covered a broad range of Customs programs, including 15 years as Director of Policy and Legislation for the Anti-dumping and Countervailing Program (ADCVP). During his time in ADCVP, Robert was responsible for the development of the administrative policy framework currently in place for the delivery of the Special Import Measures Act (SIMA). He is acknowledged as an expert in the interpretation of provisions of SIMA and SIMA Regulations, the General Agreement on Tariffs and Trade (GATT), the Agreement on Subsidies and Countervailing Measures (SCM) and the North American Free Trade Agreement (NAFTA).
