RICHARD H. "RICK" NORRIS describes himself as an average golfer, good tennis player, devoted father and husband. He is also a former Palmdale City Councilman, with recognized expertise in business, international trade, transportation, and housing development issues. Norris was elected in a special election on November 7, 2000 , to complete three years of an unexpired Councilmember term... For more than five years Norris served on the Antelope Valley Building Industry Association, which during his first two years, he increased the AVBIA's annual operations budget from $25,000 to over $750,000, and increased its membership from 40 member companies to over 440. He has used his civic leadership positions to work for the improvement of the Antelope Valley by initiating, researching, and spearheading efforts to establish a successful Foreign Trade Zone in 1991.
