And we show our gratitude by creating a healthy work environment where each of our teammates can grow and prosper... 3QC began in 2003 as Western Construction Services of California (or WCS CA), a 3rd party labor compliance organization designed to meet the then recent changes to the labor law in California. In 2005, we added the commissioning (Cx) business that would prove to be our future.
