Delarey Viljoen is founder and principal of DELplan Urban & Regional Planning consultants in George, Southern Cape since January 1999. In December 1992, Delarey concluded a Master's degree in Urban & Regional Planning at the University of the Free State, with a thesis on an Urban Renewal project in Alexandra, Johannesburg. C. Myburgh & Associates, Bloemfontein, employed Delarey as an Assistant Planner on various projects in the Free State. These included proposals for the redevelopment of drive-in theatres in Welkom and Bloemfontein and the rezoning of properties for development in Bloemfontein. From January 1993 to June 1994, in the employment of Smuts & De Kock Architects, George, as an Urban Planner, Delarey worked closely with a team of Architects on several developments, which included group housing, shopping centres and office buildings. Valuable experience was obtained working with a multi-disciplinary team of consultants during this time. In June 1994 Delarey accepted a post at the then South Cape District Council, George and concluded his public sector experience at the end of January 1999. As Senior Town and Regional Planner, ample experience of the Southern Cape area in a wide range of planning experience, was obtained in all aspects of Urban and Regional Planning, as prescribed by the relevant national and provincial legislation. Daily projects involved land use management, the compilation of structure and development plans, land reform projects, integrated development plans and environmental impact assessments. Larger projects included regional spatial development framework plans for the subregions of the Council area. These plans spanned across Local Authority boundaries and involved close co-operation between the various Local Authorities to be arranged by him. Delarey was during 1999 chairperson of the South Cape Development Management Forum and was nominated by them to represent the Southern Cape on the task group, commissioned by the Provincial Administration: Western Cape, compiling new regulations, guide lines and a policy document for the new Western Cape Planning and Development Act. He has attended a short course in Urban Design during 1998. He is backed up by three qualified Planners and administrative staff and the latest in CAD and computer design software are used. He has gained an excellent working knowledge of the private sector and local government and the interaction thereof on a local and regional level. DELplan is currently involved in a number of development projects in the Southern Cape area, which include resort applications, commercial and township development proposals. Delarey has a strong sense for the natural, historical and cultural heritage of the Southern Cape & Karoo and believes in the harmonious design between and the sustainable development of, the built and natural environment. Delarey Viljoen founded DELplan Urban & Regional Planning consultants in George, Southern Cape during January of 1999. Since then the company which is still solely owned by Delarey Viljoen has grown from strength to strength and will in January 2008 celebrate one decade in the field of development planning in the Southern Cape.
