Anoushka Kumar is an Economic Analyst at LE working across a variety of sectors, with a particular interest in behavioural economics and public policy.
Anoushka holds a BSc (Hons) in Economics from the University of Birmingham, and an MSc in Behavioural Economics from the University of Warwick.
Anoushka previously worked as a Senior Assurance Associate at PwC, where she qualified as an ICAEW Chartered Accountant and served a wide range of clients in the private and public sector. She also has experience working as a Research Assistant to Professor Thijs van Rens, Professor Oyinlola Oyebode and Dr Helena Bentil on a trial aiming to nudge online grocery shoppers into choosing more sustainable produce.
Ashley Sofocleous is an Economic Consultant at LE and a full-time member of the Space Team.
At LE, Ashley combines his technical and strategic expertise to advise satellite operators, investors, and space agencies on the value of current and future investments in the space sector. He is a fully accredited Chartered Accountant, having earned his ACA qualification from the Institute of Chartered Accountants in England and Wales (ICAEW) in 2021. Following this, Ashley worked in the corporate finance team at Crowe UK in London, where he provided capital market and M&A transaction support to a wide range of domestic and international clients, across multiple sectors, including life sciences, technology, mining and energy.
Earlier in his career, Ashley gained experience at the Satellite Applications Catapult through the Space Placements in Industry (SPIN) scheme, creating a crowdsourcing application designed to help classify Earth Observation data from European Space Agency satellites. Since joining LE, he has collaborated extensively with leading satellite communications providers to assess the value proposition of integrating additional service offerings into next-generation advanced satellites. Additionally, he has further strengthened his expertise in Positioning, Navigation, and Timing (PNT) solutions. He holds master's degrees in Physics from the University of Nottingham and Space Science and Engineering from University College London (UCL), where he was awarded Best Overall Performance on the Space Science Pathway.

Birce Akay is an Economic Analyst at London Economics with interests in public policy, labour markets, international trade, and the economics of climate change.

Charlotte's background is in academic research on outer space governance, policy, and law. She spent three years working at the Outer Space Institute, a research group conducting transdisciplinary research into outer space. There, Charlotte contributed her expertise in addressing issues like space debris, uncontrolled reentries of space objects, space mining, domestic commercial licensing, and planetary defence, among others.
Charlotte holds an MA in Political Science and a BA in Honours Political Science (with a History Minor) from the University of British Columbia, where she specialised in outer space politics in both degrees. In her MA thesis, Charlotte examined how the US Federal Communications Commission investigated the environmental impacts of satellite mega-constellation applications. In her BA Honours thesis, she explored how international space and maritime treaties regulated resources beyond national jurisdictions.

Daniel Herr is an Associate Director in LE Europe's data & technology practice area working on topics related to emerging and innovative technologies, and analytics and data science. Daniel is an experienced manager of analytical and data science teams, with more than a decade of experience across the technology, research, and analysis fields. Through this he has gained extensive experience in undertaking and leading complex analysis projects and managing teams of highly skilled analysts and data-scientists, as well as generating practical insights from large and complex data sets. In addition, Daniel has extensive experience in providing economic, analytical and public-policy advice to a wide range of UK (e.g. BEIS, CO, DfE, DIT, ONS, UKSA, and UKRI) and international (e.g. the European Commission, the Australian National University) clients.
Daniel has a substantial technical knowledge founded in rigorous academic training in software engineering, econometrics and traditional statistical approaches, as well as advanced statistical modelling including machine learning and artificial intelligence. Daniel graduated in Informatics and Software Engineering from the Secondary Technical College Leonding and holds advanced degrees from York (BA in Philosophy, Politics and Economics), Cambridge (MPhil Economics) and Emeritus in collaboration with Columbia Engineering Executive Education (PGDip Artificial Intelligence and Machine Learning). In addition to the experience gained at LE Europe, Daniel's professional experience includes several years of work as a software developer and quality assurance tester, and as a lead data scientist.

Dano Meiske is a Principal Consultant with extensive experience analysing markets, evaluating government programmes, and undertaking regulatory and competition analyses. As a skilled project manager and ONS accredited researcher, Dano excels in applying both quantitative and qualitative methodologies for data collection and analysis.
Dano has designed and managed large-scale evaluations for government clients including HMRC, DBT, DESNZ, and the European Commission. In addition to conducting Theories-of-Change, process evaluations, impact evaluations, and Cost-Benefit-Analyses, he has also designed policy recommendations for charities and advocacy groups and conducted market and sector analyses for private sector clients.
Dano is an experienced regulatory and competition economist with a proven track record of leading intricate analyses on antitrust cases, due diligence reports, price control submissions, and regulatory reviews. He has advised a wide range of clients, including private companies, regulators, and the European Commission, across the UK, Europe, and the Middle East.
Dano holds an M.Phil. in Economic Research from the University of Cambridge and degrees in Economics and Business Administration from the University of St. Gallen. In 2019, he was a joint-recipient of First Prize for the IPPR's inaugural Economics Prize, the third largest economics prize after the Nobel and Wolfson.
David Carver is an Economic Analyst at LE. He holds a BSc (Hons) in Economics and Finance from the University of Surrey, and an MSc in Economics from Durham University. During his studies, David completed modules covering a broad range of economic topics, including public economics, international trade, and behavioural economics. His undergraduate dissertation applied the gravity model of international trade to coffee trade, while his MSc thesis explored the nexus between international trade and innovation in UK SMEs around the time of Brexit.
Prior to joining LE, David completed a placement year in audit, and held a role as an Economist at the Office for National Statistics. At the Office for National Statistics, he worked to develop and improve methods used in the production of economic statistics. Notable projects included enhancements to the methods used in estimating the provisioning value of natural resources within the Natural Capital team.
Our Behavioural Economics team is led by Dr Charlotte Duke, who is a Partner at LE Europe. Charlotte also leads a number of our bespoke evaluation projects in climate change, meteorology and technology.
Charlotte has extensive experience advising both private and public sector clients on the application of behavioural economics. During her time at LE she has directed, managed or delivered projects for the European Commission, the European Parliament, UK regulators including Ofcom, Ofgem, and Ofwat, the Competition Commission and the Office for Fair Trading. Charlotte has pioneered in bringing behavioural economics onto the agenda for mainstream policy making and helps also private sector clients in using these tools for improving consumer outcomes. She regularly presents as a behavioural specialist at conferences and policy events.
In her evaluation work she has directed studies for the Met Office, Department for Energy Security and Net Zero, UK Research and Innovation, the Australian Bureau of Meteorology, UK Nuclear Energy Authority and the Engineering and Physical Sciences Research Council.
Prior to joining LE Europe, Charlotte was a Senior Economic Advisor to the Victorian and National Governments in Australia. During this time she used experimental economics in the design of Australian water trading markets and worked with leading academics in the experimental economics field including Professor Charles Plott of Caltech and Professor Timothy Cason of Purdue University in the USA. Her work on experimental economics has been published in international academic journals including Ecological Economics and the Journal for Environmental Economics and Management.
Dr Charlotte Duke has a Masters in Economics from Monash University in Australia, and a doctorate in Economics undertaken at the University of Melbourne in Australia and University College London in the United Kingdom.
Dr Gavan Conlon is a Partner at LE and co-head of the Education and Labour Markets practice and an expert in education and labour market economics. In the education arena, this research work has been successfully delivered to (the majority of) central government departments (e.g. Department for Education, Department for Business, Enterprise and Industrial Strategy), non-departmental public bodies (e.g. Social Mobility Commission and Health Education England), university mission groups (e.g. Universities UK, the Russell Group, Guild HE, million+, Group of Eight (Australia)), higher education institutions (e.g. University of Birmingham, University of York, University of Leeds, Cardiff University, University of Warwick, Anglia Ruskin University, London South Bank University, Queen's University Belfast, The Open University, University of Queensland), unions and representative bodies (e.g. UCU, UNISON, NUS, Royal College of Nursing), charities (e.g. Gatsby Foundation, British Council, Sutton Trust), think-tanks (e.g. Higher Education Policy Institute, IPPR), regulators (e.g. Office for Students, Ofqual) and private sector organisations (e.g. Pearson).
Our Energy Economics team is led by Dr Greg Swinand, who is a Partner at LE Europe. Greg has over 15 years experience as an energy economist and has been leading LE's energy team for a number of years. He has wide experience in a range of sectors, including electricity, gas, oil, wind and renewables. Dr Swinand's experience includes regulatory and competition analysis, advising government agencies, legal support and contract analysis, and valuation for merger and acquisitions.
Prior to joining LE Europe, Greg was a Lecturer in Economics at Babson College in Wellesley, Massachusetts in 1997, and prior to that a Lecturer in Statistics at Boston College. Greg has a PhD in Economics from Boston College, and a BA and MSc in Economics from the University of Massachusetts, Amherst.
Our Competition Economics team is led by Dr Paula Ramada, who is a Partner at LE Europe. Paula has in-depth experience in the delivery of competition analysis work to public and private sector clients across multiple areas of competition economics. She has worked extensively on competition, pricing and regulation issues applied to practical economic problems in a number of different sectors. She also has considerable expertise in advising on the commercial and economic impacts of policy developments.
At LE, Paula has nine years of experience of managing and directing projects for both private and public clients. Prior to joining LE, she was a faculty member at Northwestern University and at the London Business School.
Dr Paula Ramada has a doctorate in Economics from the Massachusetts Institute of Technology and an undergraduate degree in economics from Nova University of Lisbon.
Ed Sellers is an Economic Consultant within the London Economics Space Team. Since joining the Space Team, Ed has worked across a variety of projects delivering economic analysis to clients within the public and private sectors. These projects have ranged from econometric impact evaluations and cost-benefit analyses of ESA funding programmes, presenting the economic case for earth observation data to manage coastal erosion in lower-income countries, to assessments of the market opportunity for new commercial services in the satellite communications and positioning, navigation, and timing (PNT) sectors.
Prior to moving to London Economics, Ed worked as a Senior Research Officer at the Centre for Economic Policy Research where he co-managed research grant-funding programmes funded by FCDO and focused on structural transformation and private enterprise in lower-income countries. Ed holds an MSc in Economics for Development from the University of Oxford and an MA in Economics from the University of Edinburgh.
Ella Lingard is an Economic Consultant at LE Europe, with expertise in education and labour market economics. Since joining LE Europe, she has worked on projects for the Department for Education, the Department for Culture, Media and Sport, the NHS Confederation and the University of Glasgow.
Ella's work has involved analysing the childcare market, contributing to the analysis for the Department for Education's annual Survey of Childcare and Early Years Providers, and the
departments evaluation of the National Wraparound Childcare Programme. Her work also involves a range of econometric techniques, including a project for the NHS Confederation, which aims to estimate the Return on Investment associated with funding in women's health.
Ella holds an MA in Economics and an MSc in Quantitative Economics from the University of Glasgow, with valuable experience gained in quantitative and qualitative research, including econometric analysis and literature reviews.

Ellesha Dunn is an Economic Consultant for LE's Space Team, where she plays a key role in delivering strategic insights and economic analysis across the space value chain. She supports public and private sector clients in navigating complex challenges within the fast-evolving space economy - from market sizing and policy evaluation to sustainability and satellite communications.
Since joining the Space team, Ellesha has contributed to high-impact projects including the socio-economic impact assessment of the European Space Agency's ARTES programme and advisory work on sustainable satellite operations. Her work informs decision-making at both the national and international level, offering clients the analytical foundations needed to shape policy, direct investment, and drive innovation.
With a background in Economics, Ellesha holds an MSc in Applied Economics with Financial Markets and Banking from the University of Bath. Prior to joining LE, she gained industry experience at Airbus Defence and Space, supporting secure communications and intelligence projects across Defence, Finance, and Insurance sectors. Her combined experience in academia, industry, and consultancy enables her to bridge the gap between technical innovation and economic value.
Beyond project delivery, Ellesha is an active contributor to the wider space community - co-authoring a paper presented at the 2024 International Astronautical Congress in Milan.

Farooq Sabri is a Divisional Director at London Economics and leads the Space Team's work for private sector clients and UK Government. Farooq in an experienced satellite and space applications consultant with over ten years' experience in managing market sizing, business case, economic modelling, and asset valuation studies for a range of government and private sector clients in the UK, Europe, US, and Asia.
Farooq has delivered projects across all satellite assets and across the value-chain, with particular expertise in satellite communications; Position, Navigation, and Timing (PNT), and Earth Observation.
Farooq is a trained economist and has previously delivered economic analysis projects for government, academia, consultancy and the third sector in his roles at the UK Space Agency (secondment and contract), New Philanthropy Capital, the Behavioural Insights Team (Cabinet Office, UK Government) and Long-Run Economics.
In July 2019, Farooq was a joint-recipient of First Prize for the IPPR's inaugural Economics Prize, the third biggest economics prize after Nobel and Wolfson, for his team's work on ‘Decentralising Britain' to end the UK's stagnation and deliver more inclusive prosperity.
Greta Dohler is an Economic Consultant at LE Europe. She has extensive experience in data analysis, visualisation, and econometric modelling in R, Stata, and Excel, as well as qualitative analysis, data collection, and literature reviews.
During her time at LE Europe she has worked across multiple sectors, including education and labour markets, space, and behavioural economics. Prior projects encompassed a behavioural experiment for the Bank of England on consumer attitudes to Central Bank Digital Currency (CBDC), a study on the impact of education on UK labour market productivity for the Department for Education, and modelling the future energy requirements for Europe in a Cost Benefit analysis of space-based solar power for the European Space Agency.

Jack Booth is a Senior Economic Consultant at LE Europe, working across a number of sectors with a particular interest in education and labour markets. His role includes quantitative work involving data collection and cleaning alongside qualitative research such as conducting literature reviews. Jack has worked on projects for clients such as the European Commission.
Jack holds a BSc (Hons) in Economics (International) from the University of Leeds, which included a Year Abroad at Lund University in Sweden. At both institutions he developed skills in econometric modelling using both Excel and Stata. Before joining LE, Jack worked for the Department for International Trade, assisting with research looking at the economic impact of potential trade deals on the UK economy.

James Cannings is a Senior Economic Consultant at LE Europe, working in our Education and Labour Markets practice.
Within higher education, James has led economic and social impact analyses of several higher education institutions and has worked on analysis of UK higher education fees and funding systems. He has also analysed the economic impact of different aspects of the wider higher education sector, including the benefits and costs of international students to the UK economy and the Exchequer impact of the Graduate Route.
Within labour markets, James has strong knowledge of the labour market for healthcare professionals, with a particular focus on the nursing labour market, having undertaken work for the Royal College of Nursing and the Department for Work and Pensions. In other projects for government clients, he has examined the impact of automation on the labour market and the economic and social impact of volunteering.
He holds an MSc (cum laude) in Economic and Social Sciences from Bocconi University and a BA in Philosophy, Politics and Economics from the University of Oxford.
James is an Economic Analyst at LE Europe working across various sectors.
James holds a BA (Hons) in Economics and a MPhil in Economic Research from the University of Cambridge. During his studies, he developed a range of qualitative and quantitative research skills including literature reviews and econometric analysis using Stata and Excel. Furthermore, he completed research-focused dissertation projects where he utilised Python to implement machine learning models to extract information from non-traditional data sources for economic analysis.
Prior to joining LE Europe, James developed experience in the policy sector, particularly focused on behavioural science, in his internship role at Ofcom.
Our Consumer Behaviour and Protection team is led by James Suter, who is a Divisional Director at LE Europe. James is also a senior member of the Behavioural Economics team.
James leads studies with a focus on consumer behaviour and consumer protection. He specialises in the understanding of consumer behaviour, behavioural science, cognitive biases and nudge theory. He furthermore has in depth knowledge and extensive practical experience of techniques such as willingness-to-pay analysis, contingent valuation, choice modelling as well as behavioural experiments. He has more than 10 years of consulting experience and has managed and delivered projects for a wide range of high-profile private and public sector clients including numerous UK regulators and the European Commission. He holds both a postgraduate degree in economics and development economics and a joint honours undergraduate degree in mathematics and economics from the University of Nottingham.

Jannik Neu is an Economic Analyst at LE and a member of the Space team. Since joining the company in September 2024, he has worked with high-level clients, including the UK Space Agency (UKSA) and the European Space Agency (ESA), developing a broad set of quantitative and qualitative skills.
At LE, Jannik delivered the Size & Health of the UK Space Industry study for UKSA as part of the project team, with responsibilities including survey management, stakeholder engagement, and the analysis of survey and investment data using Stata and Excel. For ESA, he and his colleagues conducted an impact assessment of the Navigation Innovation Support Programme, a PNT initiative with over 200m in funding. His work involved stakeholder interviews with domain experts, ESA cost data analysis, and a comprehensive landscape analysis of comparable space funding programmes.
Prior to joining LE, Jannik interned in the Industrial Policy and Space Economy Division at ESA, as well as in PwC Germany's management consulting branch. He holds an M.Sc. in Space Studies from KU Leuven, an M.Sc. in Economics from the University of St Andrews, and a B.Sc. in Economics and Business Economics from Maastricht University.
Lauren graduated from Lincoln University in 2021 with a BSc(Hons) in Mathematics with specialties in calculus, statistics, and complex analysis. Lauren graduated from Liverpool John Moore's University in 2025 with an MSc in Astrophysics, focusing on stellar evolution and mathematical and computational astrophysical concepts.
She has experience using programming languages such as Python and MATLAB to analyse large datasets, simulate astronomical phenomena, and develop numerical models to gain a deeper understanding of complex astrophysical processes. During her masters degree, she also co-authored a PhD thesis that focuses on the application of machine learning techniques to analyse the risk factors associated with latent autoimmune diabetes in adults.
Since joining the Space team, Lauren has contributed to a variety of projects, including working with the Resilient Navigation and Timing Foundation to deliver the high level assessment of the impact of GNSS disruption at Dallas Fort Worth and Denver airports report. Lauren has also worked with the European Space Agency on both socio-economic and data analysis projects, and with Horizon Europe to build and deliver a market monitoring and forecasting tool for digital and PNT-based technologies in the agriculture sector.
Prior to joining LE, Lauren worked in Centre Management Finance for a large shopping centre. This allowed her to develop corporate skills alongside academic ones and provided an insight into accountancy and cost and revenue analysis.
Maike is a Partner at LE Europe and co-head of our Education and Labour Markets team. She has extensive experience delivering analyses in the higher and further education arena.
Maike has unparalleled experience delivering economic analyses in the higher education arena. These have included analyses of higher education fees and funding arrangements and systems; international student demand for UK higher education; the impact of Brexit on UK higher education enrolment; and economic impact analyses on behalf of a wide range of higher education institutions - in the UK and internationally. Maike has worked across the entire sector, with research delivered for several government departments and agencies, trade unions, higher education membership organisations, think tanks, and individual higher education institutions. Given her experience, Maike has been appointed a peer reviewer for the Economics of Education Review.
Maike has a Bachelor of Science in Economics from Maastricht University, the Netherlands, and the University of California at Berkeley, United States. She also holds a Master of Science in Economics from Maastricht University.

Marina Symington is an Economic Analyst at LE. Her role involves both qualitative and quantitative analysis, including statistical and econometric modelling. She has a particular interest in behavioural economics, education, and labour markets, and is currently working on a project for the NHS Confederation to estimate the Return on Investment (RoI) associated with funding women's health. Since joining LE, Marina has also worked on designing and analysing quantitative surveys to estimate the value of the public weather service for the Met Office, as well as projects for the Government of Jersey and the Department for Science, Innovation, and Technology (DSIT).
Marina holds an MSc in Economics and Data Science and a BSc (Hons) in Economics from the University of Nottingham. During her studies, she gained valuable experience in conducting independent research, including econometric analysis and modelling. Marina was awarded Best MSc Dissertation for her thesis, which analysed consumer reviews to investigate the effects of gentrification and neighbourhood change in Philadelphia.

- Satellite Applications Catapult As a Business Analyst
Matthew is an Economic Consultant and a full-time member of the Space team at LE. He has contributed to consultancy projects spanning the entire space value chain for both public and private sector clients. His work covers a broad range of areas, from satellite communications and Position, Navigation and Timing (PNT), to beyond-Earth markets and in-orbit services, delivering insights through market analysis, policy evaluation, and strategic assessments.
He holds an MEng in Aerospace Engineering from Queen's University Belfast. After graduating, Matthew joined the Satellite Applications Catapult as a Business Analyst, where he worked with organisations across the UK space ecosystem, from early-stage start-ups to large primes, providing research on their target markets. He later worked as a Business Development Engineer at Surrey Satellite Technology, gaining experience in the process of developing business cases for new spacecraft products and services.
Max Molaro is an Economic Consultant at LE. He has extensive experience in data analysis and econometric modelling using R and Stata, as well as in data collection and literature reviews.
Before joining LE, Max worked across the public and international sectors, including at the OECD, CEPR, the World Bank, and the French Council of Economics Analysis (CAE). He specialised in public policy evaluation and applied microeconomics, with a focus on both households and firms.
He holds an MRes/MSc in Economics from the Paris School of Economics and a BA in Philosophy, Politics and Economics from King's College London.

Mayumi Louguet is a Senior Economic Consultant at LE Europe working across a variety of sectors, with a focus on digital markets, new and emerging technologies and consumer protection.
She has worked for a wide range of clients in the private and public sector, including the European Commission, the UK and the Australian Government and leading tech companies.
She has experience conducting both qualitative and quantitative research, including statistical analysis in R and Stata, survey design and analysis, literature reviews and expert consultations. She was previously involved in assessing the impact of international regulatory initiatives and competition-related arguments on the Indian market for cloud computing services. She has worked on digital economy topics more broadly, including a study for the UK government assessing the role of consumer trust in personal data sharing in a post-GDPR environment, policy analysis on the Australian telecoms market and an economic valuation of investments in Australia's national high-performance computing infrastructure.
Prior to joining LE Europe, Mayumi worked as a management consultant for the banking industry across London and Zürich. She also has experience working as a research assistant to Dr. Matthieu Chemin in a development economics research centre based in Kenya, working on randomised control trials (RCTs). She holds an MPhil in Economics from the University of Cambridge with Distinction in Econometrics and a Bachelor of Arts with Honours in Economics and Minor in Mathematical Statistics from McGill University.
Our Productivity, innovation and new economy team is led by Moritz Godel, who is a Partner at LE Europe. Moritz's experience is focused on issues of industrial economics and public policy and spans sectors including automotive, retail, financial services, electricity, new technologies, transport and software and online services.
Moritz has been in charge of designing complex bespoke methodologies using cutting-edge analytical tools and has conducted data-intensive analysis for clients that include some of Europe's largest companies as well as governments in the UK, Europe and the Middle East. He has substantial experience in the area of Intellectual Property Rights and information technology and has led large-scale studies on the European Internet services industry and privacy technologies for the European Commission.
Moritz Godel has spent time on secondment to the UK Competition Commission and has Master's degrees in Economics (University College London) and European Competition Law (King's College London).
Moritz Profanter is an Economic Consultant at LE, working in the Education and Labour Market Team. He has gained extensive experience in impact assessments and public policy evaluations, working with various government departments and higher education institutions. In doing that, he has used a variety of research approaches such as econometric analysis, financial modelling, literature review, desk research and stakeholder interviews.
At LE, Moritz has worked on an economic and social impact assessment of volunteering in the UK for the Department for Culture, Media and Sport. This involved designing and conducting econometric analysis to identify the impact of volunteering on wellbeing and labour market outcomes. Moreover, he has worked on several projects related to the childcare market with the Department for Education. This includes the evaluation of the Survey of Childcare and Early Years Provider and of the impact of the Early Years Financial Incentive Programme on the supply of childcare workers in the UK.
Moritz holds an MSc and Diploma in Economics with distinction from the University of Warwick (with a specialisation in applied microeconomics), an MSc in Philosophy of the Social Sciences from the London School of Economics and a BA in International Business Administration from the Munich Business School.

Patrice Muller has extensive experience in providing public policy, competition and regulatory advice to private and public sector clients in the UK and overseas and has directed many large-scale, pan-European projects. He leads our Financial Services and Capital Markets team and is also joint lead of our Public Policy Economics team.
Patrice sits on the Directors' Remuneration Committee for the European Bank for Reconstruction and Development (EBRD), on the UK Trade and Investment PIMS Advisory Group and he is a Business Associate of the Centre for International Business & Management (CIBAM) at the Cambridge Judge Business School.
Prior to joining LE Europe, Patrice was a member of the board of the EBRD. Previously, he held a senior position at the Privy Council Office in Canada advising Canadian Prime Ministers on micro and macroeconomic policy issues and various positions at the Department of Finance, the Bank of Canada and the OECD.
Patrice Muller has a MA in economics from the University of Michigan and a licence en sciences économiques from the Université Catholique de Louvain in Belgium.
Pietro Patrignani is a Principal Consultant at LE Europe with a focus on applied economics and quantitative methods. He holds undergraduate and postgraduate degrees in economics from the University of Rome and University College London.
Pietro has extensive experience with both individual and firm level datasets in the UK and has worked on a variety of projects in the education, labour market and social care arenas. He was lead researcher in various projects using the Longitudinal Education Outcomes, which combines education data sources (NPD, ILR and HESA) and information from the HMRC and DWP on earnings, employment and benefits.
Pietro also has a deep knowledge of UK firm level datasets, having worked with the IDBR, the Annual Respondents Database (ARDx), other ONS' surveys and DfE surveys of employers (Employer Skills Survey and Employer Perspective Survey) and is currently leading the evaluation of the Apprenticeship Levy on businesses.
He is an Approved Researcher with the ONS.
Rasmus is a Partner and head of the LE Space Team, with direct involvement across a hundred projects for public and private sector clients in the UK, Europe, and internationally, including space agencies, supranational organisations, government departments and agencies, third-sector organisations, SMEs, and international conglomerates. Over more than thirteen years, Rasmus has studied the full extent of the space value chain and all types of satellites. His work has centred on market analysis, cost-benefit and impact assessments, user requirements analysis, and strategic advice.
Rasmus was awarded a fellowship of the Royal Institute of Navigation in 2023 for the impact his work has had on UK and EU policy in the field of Global Navigation Satellite Systems and other sources of position, navigation, and timing. He has also provided evidence to the House of Lords Select Committee on UK Engagement with Space (2025), spoken at numerous conferences in the UK and Europe, and shared his expertise on TV and radio, and through print media.
Rasmus holds MSc and BSc degrees in Mathematics-Economics from the University of Aarhus, which in combination with a four-year student job in academia, have given him an analytical mindset and made him comfortable with a broad suite of software.

Rohan Jain is an Economic Analyst at LE with a focus on empirical microeconomics. He is particularly interested in using survey and administrative datasets to robustly evaluate government policies. At LE, Rohan has worked on a counterfactual evaluation of the British Business Bank's Covid-time BBLS, CBILS, and CLBILS business loan guarantee schemes, applying a combined difference-in-differences and propensity score matching methodology to data from millions of UK firms. He is also a team member on LE's Nuffield Foundation grant to study the impact of the cost of childcare on parental mobility and the labour market. Other clients Rohan has worked with include the Department for Business and Trade, the Department for Education, and the European Commission.
Rohan holds a BA in History and Economics and an MPhil in Economics from the University of Oxford. Prior to joining LE, he worked for a research consultancy studying humanitarian and development interventions in conflict-affected countries.
Rohit Ladher is a Divisional Director at LE Europe with over 11 years of experience in consulting. He specialises in the finance arena leading many projects for the UK and EU governments. Rohit graduated with a Distinction in MSc Econometrics and Mathematical Economics from London School of Economics and First Class Honours in BSc Economics from University College London.
Ronnie O'Toole is a Partner with London Economics. In his earlier career, Dr. O'Toole worked as Chief Economist of Danske Bank and in Forfás/Department of Business, Enterprise and Innovation in Ireland. While at Forfás, Ronnie had responsibility for input to policy to develop indigenous and FDI firms and he advised on Ireland's trade and labour productivity policy. Ronnie also ran the National Payments Plan in the Central Bank of Ireland, and has strong experience in payments and the broader consumer finance area.
Since joining London Economics, Ronnie has managed or played a senior role on a number of evaluations and other projects for Government departments and agencies, as well as for the private sector. These have included the design and implementation of a number of large-scale stakeholder consultation and survey research programmes.
Ronnie holds a Ph.D. in Economics and a B.A. in Maths and Economics from the University of Dublin, Trinity College, and has lectured on economics and policy evaluation techniques in the Smurfit Business School and the Public Affairs Institute.
Sam is a Principal Consultant at LE Europe, with substantial experience applying rigorous economic analysis to complex challenges faced by law firms, governments, regulators and businesses.
In the field of disputes, he has provided regulatory analysis as part of investor-state international arbitration and estimated damages for multiple cartel and interchange litigations. Additionally, he has provided economic analysis in support of multi-billion pound mergers being investigated by the CMA and the European Commission as well as for a company facing an Article 102 investigation.
His public sector experience includes directing a large team conducting an evaluation of the £80 billion Covid-19 Loan Guarantee Schemes for the British Business Bank, managing a market study of the online prize draws and competitions market for DCMS (as part of which he appraised different potential regulatory interventions) and leading a study for DBT estimating the economic costs of late payments.
His other work includes an assessment of the pros and cons of a potential Public Private Partnership for a water company, an analysis of the value of banking hubs for Post Office Limited and a behavioural study for the FCA in support of their ongoing work on access to cash.
Across his consulting engagements, Sam has deployed advanced econometric techniques including discrete choice modelling, propensity score matching, difference-in-difference, multilevel modelling and survival analysis.
Prior to joining LE in 2021, he worked at another economic consultancy and obtained an MPhil in Economic Research from the University of Cambridge (with distinction) and a BSc degree (first class honours) from the London School of Economics (LSE).
Sam Hartshorn is an Economic Analyst at LE Europe. Sam holds an MSc in Economics and a BSc (Hons) in Economics from the University of Exeter. Across both of his degrees, Sam completed modules covering a wide range of economics, including public policy, labour economics, financial economics and industrial organisation. During his studies, he also established beneficial experience in econometric analysis and modelling.
Before joining LE Europe, Sam contributed to a variety of different projects in different sectors at another economic consultancy. Sam researched a number of topics, including voluntary carbon markets, emerging trends in financial technology and data and the FCA's proposals for a consolidated tape. Amid the financial troubles of Thames Water, Sam also worked on a project that analysed the impact of privatisation on the water industry in the UK.
Prior to joining LE Europe, Sam worked for over a year and a half in another economic consultancy exclusively in competition economics. His work included economic analysis on vertical mergers presented before the CMA and European Commission and market investigations before the CMA, FCA and others. He holds an MSc in Economics from the University of Warwick with a distinction.
