Alistair Townsend

Alistair recently joined Wilks Head & Eve as Director - Public Sector Revenues. Alistair has almost 30 years Revenues and Benefits experience within the public sector, initially working for a couple of Nottinghamshire Councils and latterly as Head of Revenues & Benefits for Milton Keynes Council. During the latter years of his public sector employment, Alistair became a leading authority on rates retention and anti-avoidance, including taking and winning high profile cases through the Court of Appeal. Alistair has extensive experience representing local authorities in Magistrates Courts and Valuation Tribunals and has significant experience managing Revenues and Benefits in both Districts and Unitary authorities. In addition to managing local authority client services for our Revenues Assurance service, Alistair provides specialist local taxation advice to both the partnership and to our public sector clients, particularly in relation to Rates Retention and rating liability generally. Alistair is a Fellow and National Council member of the IRRV. He is currently Chair of the Local Taxation and Revenues Faculty Board, Vice Chair of the Law and Research Committee and Policy & Resources Committee member. He is also immediate Past President of the East Midlands Association and a former IRRV examiner. Alistair has represented local authorities on a number of Working Groups with Central Government and regularly speaks at a variety of professional conferences. Alistair liaises with, and assists, our local authority clients ensuring that our wide range of revenues assurance services are provided to the highest possible standard of quality and value.

Andrew Williams

Andrew is a partner with Wilks Head and Eve and has been with the Partnership for over Twenty years. Andrew qualified in 1992 and has considerable experience in both Public Sector, having worked for the Valuation Office, and Private Sector. Not only does his experience encompass many different classes of properties appealed for rating purposes, ie Civic Offices, Crematoria, Libraries, public conveniences, car parks and leisure properties but he also has considerable experience of market valuations for asset valuation purposes in both the public and private sector. Andrew is also a member of The Royal Institution of Chartered Surveyors, a member of the IRRV and is a recognised European Valuer TEGoVA. Andrew has appealed before the Valuation Tribunal and also appeared before the Upper Chamber (Lands Tribunal).

Ann Hodgkinson

Ann joined Wilks Head & Eve in August 2018 and works within the Valuation Team assisting Jackie Oakes and the Valuation Surveyors. Ann is responsible for assisting the team with arrange valuation inspection appointments and assisting with organising the valuation data throughout the valuation process.

Aurora Denyer

Aurora joined Wilks Head & Eve in 2021 as a Graduate Surveyor. She has completed a RICS accredited degree at the University of the West of England. Aurora works in the rating team completing inspections valuations and appeals under the supervision of the senior team members.

Beatrix Chandler

Beatrix joined Wilks Head and Eve in November 2016. Beatrix is responsible for ensuring Wilks Head and Eve manages the Wilks Head and Eve offices and our Quality Management System. Beatrix ensures that we comply with KPI's which are driven towards providing our clients with a high level of client care and ensures the processes in place are adequate to ensure we both comply and have continual improvement with our QMS system.

Ben Kirby

Ben joined Wilks Head & Eve in December 2021 as a Graduate Surveyor, graduating from the University of Portsmouth in 2016 with a 2:1 BSc in the RICS accredited Property Development degree. Ben joins from Bruton Knowles, where he was in the Development team assisting partners with development and viability appraisals. Ben works in the Asset Valuation team to assist where he has a very much hands on experience assisting partners undertaking inspections and portfolio valuations for local Authorities. Ben provides support to the Public Sector Valuation team including completing inspections and valuations under the supervision of senior team members.

Bill Morle

Having been involved in town planning, building design and project management for over 40 years, Bill has a substantial breadth of experience across a wide spectrum of development projects and a clear appreciation of every aspect of the development process. After several years working for a major, national house-builder Bill moved to private consultancy practices where he has brought to fruition a very diverse range of, frequently difficult, projects for numerous clients in both the public and private, commercial sectors.

Graham Birch

Graham is a consultant. Graham began his career in the District Valuers Office in Liverpool in 1966 where he specialised in compulsory purchase work, specifically dealing with compensation claims arising out of land being acquired for the new Mersey Tunnel. Graham qualified as a Chartered Surveyor in 1969 and became a Fellow in 1976. Having joined Conrad Ritblat (now Colliers International) in 1973 to head up their Rating Department, Graham was made a Partner at Conrad Ritblat in 1977. During this period he acted for major clients and developed a speciality in dealing with leisure properties such as hotels, restaurants, cinemas, theatres, as well as normal commercial properties such as offices, shops and factories. He has appeared successfully at the Lands Tribunal on behalf of Sotheby's and P&O Ferries.

Guy Harbord

Guy is the lead partner for the valuation team, one of the equity partners at WH&E and has the overall responsibility for the team which he has developed over the ten years he has been at WH&E. He has an expansive knowledge in a wide variety of public & private sector valuation needs and issues and works to ensure each contract goes above and beyond the requirements of the client which is evidenced by the team's exceptional retention rate and growth. Guy is also a RICS Registered Valuer and is responsible for a wide variety of individual valuation instructions in addition to portfolio valuations for the Private and Public sector including various development work, S.123 Best Value reports for acquisitions & disposals and specialised property valuations for various ‘out of the box' types of commercial property He has been heavily involved with valuations for accounting purposes for both the private and public sectors Guy has worked hard to ensure that the valuation methodologies we adopt for these valuations keep ahead of the ever changing valuation legislation whilst also pioneering and developing the use of digital and IT based appraisal tools to improve our valuation reporting standards for both Asset and Housing Stock portfolios. Guy is also involved in a number of conferences and training days and has recently been presenting on the changes to the asset valuation process since the adoption of IFRS 13.

Iain Dewar

Iain is a consultant with Wilks Head and Eve. He is a chartered surveyor with some 45 years' experience, qualifying in 1978, and is a member of both the Institute of Arbitrators and the Institute of Revenues Rating and Valuation. He has been a member of the executive committee of the Rating Surveyors Association and is also an RICS Registered Valuer. Iain has extensive experience and knowledge of valuation and rating valuation and has, appeared before the Valuation Tribunal many times and in recent years has also appeared before the Upper Tribunal (lands Chamber). Iain also conducts valuations for accounts purposes, rating, compensation, acquisitions and disposals covering a wide spectrum of property types.

Jackie Oakes

Jackie is our Valuation team manager and often a useful office-based contact point for our clients requiring a personal and efficient service. Jackie coordinates the Valuation team and is involved in the collation of data, arranging inspection visits, liaison with clients, preparation of valuation reports and follow-up meetings with clients particularly through the audit processes which follow our valuation phases.

James Lewin

James joined Wilks Head & Eve in 2022 as a graduate surveyor. He graduated from Oxford Brookes University in the summer of 2022 with a degree in Real Estate (RICS accredited). James is a member of the rating team and as such provides support carrying out inspections and valuations as well as reviewing client's properties lists.

Joshua Ramsay

Joshua joined Wilks Head & Eve in 2021 as a Graduate Trainee Surveyor. He has completed an RICS accredited degree at the University of West of England. Joshua provides support to the public sector valuation team including completing inspections and valuations under the supervision of the senior team members. Joshua will be providing support to the senior members of the team for this instruction.

Micky joined Wilks Head & Eve in 2020 as a member of the Rating Team. Micky joined the team having already built up experience inspecting and measuring properties as well as specifically dealing with the new Government business rates appeals process. Micky has experience dealing with both public and private sector properties with regards to business rates and with a wide range of property types and methods of valuation.

Niamh Ferris

Niamh joined Wilks Head & Eve in August 2022 and works within the Rating Team assisting the Surveyors in their day to day work including assisting with compiling and completing check and challenge submissions. Niamh is also responsible for assisting with inspection arrangement and has direct contact with clients.

Phillip Smith

Phillip joined Wilks Head & Eve in 2012 and works for the Valuation Department as well as undertaking Rating and Landlord and Tenant work and is an Associate Partner at the practice. He has experience valuing a wide range of property types and interests for clients in both the private and public sectors including specialised assets such as leisure centres, schools, public conveniences and football stadiums. He has excellent knowledge and understanding of the financial accounting valuation process for both private and public sector including extensive general fund and housing stock portfolio experience.

Stephanie O'Neill

Stephanie joined the rating team in 2005 and is a Partner of Wilks Head and Eve. She is a key part of the rating team and is responsible for managing the rating team. She has a broad range of rating experience including negotiation on rating appeals on a range of property types, review of liability calculations and exemption reliefs. She has also helped to successfully implement our rates retention services which we offer and has direct liaison with auditors and clients as well experience in relation to income maximisation both through rating and rates retention. Stephanie is a member of the IRRV.

Tina Zuluaga

Tina joined Wilks Head & Eve in 2007 and is responsible for the management and administration of our Business Rates Payment Management Service. Tina distribute funds to Billing Authorities on behalf of our clients, recovers refunds arising from Rateable Value reductions and pursue savings by using our expertise of legislation in relation to reliefs, exemptions, and Business Rates mitigation strategies. Tina also keeps up-to-date all records relating to the payment management service and reports progress to our clients.

Zoe Pape

Zoe has worked for Wilks Head and Eve for approximately 20 years. Zoe is responsible for inputting clients properties onto our Riverlake software. Zoe checks this data by transmitting it through various data sets which gives the complete history of the property data back to 1990. Zoe also inputs the Target Dates and Valuation Tribunal Dates and produces the surveyors worksheets. Zoe is also responsible for reporting rating progress to our clients and deals with the day to day management of our Riverlake database.
