David Lucas

Job Titles:

David Carter is one of the two co-founders of acl consulting. His career includes time spent teaching in schools and lecturing in FE and HE. He has also been a civil servant (with the Department for Education). Since 1992, David has worked as a consultant for clients in the post-16 education and training sector. He is currently Chair of the Board of Governors at Carlisle College, is Vice Chair of the Association of Colleges North West and a member of the Association's Governance Portfolio Group. David Lucas has been an education consultant for over 20 years, working primarily in the post-statutory end of the sector, initially (after completing an MBA) as a sub-contractor of PwC and, following his co-founding of acl in 1999, primarily on projects commissioned under the acl logo. David has been responsible for securing and managing our Framework Contracts with the Learning and Skills Council, and more recently with the Department for Business, Innovation and Skills.

Louise Hale

Job Titles:

Louise Hale is qualified in post-16 education (PGCE), holds an MBA, and has over 20 years experience of working in education, training and employment. She has a proven track record of developing successful projects for public and third sector clients and of working with European, national and regional funding programmes and initiatives. She has also carried out a number of project evaluation studies. Prior to becoming a consultant Louise was a Training and Enterprise Council Director and also held management roles in local government, higher education and a national charity.

Paul Holme

Job Titles:
  • Non Executive Chair of the North West Provider Network Board
Paul Holme is non executive Chair of the North West Provider Network Board ensuring strategic links between government policy and delivery of education and training. In addition, he also provides support to Greater Manchester Chamber of Commerce on skills related issues and to the British Chamber of Commerce. Prior to becoming a consultant Paul was acting National Director of Skills for the Learning and Skills Council. During his career he worked for the Agency and its predecessors and also for the Department for Education and Skills as a Divisional Manager with responsibility for Training and Enterprise Councils and Careers Service operations policy. Earlier in his career Paul worked in Government Offices and Job Centres.
