Since joining Gloucestershire College as Chief Financial Officer and Vice Principal in 2014, Andy Bates has driven a number of high profile projects. These include introducing a business partner model to improve financial visibility throughout the organisation and Gloucestershire College's Institute of Technology bid consequently securing £3 million of funding for outstanding new cyber and engineering facilities. Andy is responsible for leading the financial strategy, employer training and all commercial activities across Gloucestershire College's three campuses in Cheltenham, Gloucester and The Forest of Dean.

David Evans

David is a development professional within a local authority setting. Having qualified back in the last century with an MA in Town and Country Planning he briefly practiced planning but moved swiftly into regeneration and economic development. He has spent his career within 6 local authorities across South Wales and the South West of England and is now City Growth and Delivery Manager at Gloucester City Council where he manages the Planning, Heritage, Strategic Housing, and Economic Development services. He works closely with the other local authorities in Gloucestershire on strategic planning and economic growth matters. David believes strongly in working collaboratively with the development industry to deliver investment. By respecting each other's strengths, weaknesses and drivers we can deliver successful schemes that achieve profitability for the industry alongside improving the places and communities that we all live in.

Dr Polly Pick

Jenny McLoughlin

Jenny is the Finance Director and co-owner of McLoughlin Planning Ltd, an independent planning consultancy with its head office in Cheltenham. Jenny trained as a chartered accountant with KPMG, working in audit, before moving into commerce and various voluntary roles including finance governor at a local school. Construction has always been part of Jenny's life, many of her family members work in construction and her husband is a town planner. She enjoys being part of the constructing excellence committee, meeting the interesting members and using her accountancy knowledge to help.

She has experience in both contentious and non-contentious matters. Katie enjoys being part of the CEGlos Committee, the club's connection with the local construction industry and their events, helps provide invaluable hands on experience of the sector that cannot be obtained in her usual desk-based role of a Solicitor. She is also a Committee Member for the G4C South West which aims to be the voice of the young professional in the UK built environment industry.

Kevin Harris

Nathan McLoughlin

Nathan McLoughlin is the Managing Director and founder of McLoughlin Planning. He is a member of the Royal Town Planning Institute. He has worked in both public and private sectors, amassing over 20 years of experience of managing complex development projects and delivering planning permission and allocations in Local Plans. He has also acted as expert witness, representing clients at planning appeals at Informal Hearings and Public Inquiries. Since founding McLoughlin Planning in 2009, he has successfully delivered many residential development projects throughout Gloucestershire and beyond. He has also actively participated on Local Plan examinations on behalf of developer clients and public sector bodies. In terms of other forms of development, he is working a number of commercial developments as well as education projects with the new secondary school in Cheltenham and Gloucester. Away from residential projects, he has also been involved in the complex area of airport development working with Gloucestershire Airport (amongst others).

Will works closely with design teams identifying opportunities for cost savings and value engineering; together with our supply chain partners procuring materials and services for projects, negotiating prices and ensuring that contracts are managed effectively.
