Adam Thorp

Adam leads EELGA's collaborative policy and advocacy support offer, raising the profile of the region and its local authorities with the Government and other national bodies. He brings a wealth of experience in Adult Social Care Commissioning and Transformation roles across three local authorities in the East of England. He is passionate about supporting the region to be the best it can be and to make best use of tax payer funds. Adam has specific expertise in political engagement and public affairs, partnership working, service transformation and outcomes focussed delivery.

Alison Thompson

Alison joined EELGA in October 2021 having worked for the BCH Alliance (Beds, Cambs and Herts Police) for the last 3½ years as Assistant HR Director with a wide remit including all police and staff training, recruitment and retention, EDI, talent management and succession planning and pay and reward for three forces. Prior to this Alison had worked in county, borough and district councils and LGSS (shared services). Alison has a wealth of HR generalist experience in both the public and private sectors. Alison is the Head of Regional Employers and ready to assist councils with complex ER issues, joint secretarial visits, advice and information sharing and strategic HR issues from around our region.

Cairistine Foster-Cannan - CEO

Job Titles:

Cairistine joined EELGA in February 2024 having worked in the Executive Team at Orwell Housing as Director of Customers and Communities for the previous three years, leading a wide range of customer-facing services including customer insight, experience and engagement, housing management and all aspects of property and asset management. She also led for the organisation on wider issues such as Social Value and Environmental Social and Governance reporting. Prior to this, Cairistine spent 18 years delivering and leading local government housing services at a variety of Councils across the country, including in London and, most recently, at East Suffolk Council in the East of England. As a senior manager, she held integral roles in departmental and corporate leadership teams, leading on delivering organisation-wide corporate priorities alongside her own service areas. Cairistine brings with her a wealth of housing and local government knowledge and experience, and passionately believes that local authorities are uniquely placed to deliver the best possible outcomes for the residents and communities they serve.

Carly Barker

Carly joined EELGA from Babergh and Mid Suffolk District Councils, with a strong belief that the HR profession can develop, support and transform organisations and the people who work for them. Carly has experience working as an HR generalist in the private sector and is passionate about wanting to make a positive impact on the public sector's HR community within our region.

Emma Grant

Emma joined the East of England LGA in 2013, bringing a wealth of experience and knowledge to the work of the Employer Services team. Prior to moving to the East of England LGA, Emma started her HR career in the retail sector, before working for Norfolk County Council in a variety of HR roles, specialising in employment law and employment policy work. Her focus and passion is on enhancing customers experiences of the HR profession.

Helen Hancock

Helen joined the Strategic Migration Partnership in 2019 after completing a Master's Degree in International Development. With a background in both the Private and NGO sectors, Helen brings her experience of partnership and collaborative working, identifying and sharing best practices to the role of UASC Regional Coordinator.

Jayne Cole

Jayne is a highly motivated and enthusiastic individual who joined the East of England LGA in 2002 after leaving school. She worked across the teams in a variety of administrative roles before becoming the Event Coordinator. Now with over 14 years' experience in event management, Jayne works with both the Public and Private sectors in managing and coordinating first-class events.

Julie Cooke

Julie joined the East of England LGA in 2019 and has worked in Local Government in the East of England since 2000 in senior management HR and OD roles. Having worked at District level, she has led on work across a significant number of HR and OD related activities and has a wealth of both generalist and specialised experience in the sector. Julie also undertakes Talent Bank assignment work including job evaluations, senior restructuring, recruitment and selection, psychometrics and research projects.

Katie Chiu

Katie joined the SMP team in March 2022 after working as an account assistant in Hong Kong. With a degree in Accounting and Finance, her previous experience and educational background have honed her attention to detail.

Louise Gooch

Louise has worked in SMP for over 13 years. During that time, she has worked on standalone projects for third-country nationals, worked in the area of asylum and refugee resettlement and led a regional project on refugee employability for 3 years. She is now part of the SMP mainstream, with oversight for the EON project as well as deputising on asylum. Louise has worked in local government, the charitable and private sector but feels this is the niche where she belongs.

Lucy Ashwell

Lucy has been with the East of England LGA and predecessor bodies since 1996, having worked in various HR roles in the Public and Private sectors before that. Since joining the organisation, most of Lucy's experience has been in the employers services team, with a brief foray into capacity and improvement project management and she has now moved into Corporate Services. Lucy believes strongly that supporting authorities to work together helps to deliver the best outcomes for everyone and is working hard to ensure that the East of England LGA is the most efficient body to do that.

Peter Broomfield

Peter joined the Strategic Migration Partnership in February 2023 as the Training & Compliance Manager for the Wellbeing and Work for Refugee Integration Project. Previously working with the Scottish Strategic Migration Partnership at COSLA (Convention of Scottish Local Authorities), Peter on supported policy development, resettlement, refugee integration and asylum. He has also previously worked with the International Organization for Migration (IOM) - the United Nations Migration Agency - working in the IOM's regional office in Vienna as well as Iraq. Peter has a Bachelor's degree in Arabic, and is working towards a Master's degree in International Humanitarian Affairs.
