Annabel Turpie

Annabel Turpie was appointed as Director of Marine Scotland in August 2020. Responsibilities The Director of Marine is responsible for Marine Directorate. Biography Annabel was born in Glasgow and studied History and Politics at Edinburgh University. Her career has spanned both public and private sectors and she has worked in the UK and Brussels. She held Deputy Director roles in the Prime Minister's Strategy Unit, the Office of Civil Society, Constitution Group and the Department for Communities and Local Government before returning to Scotland in 2015 to head up the Resilience Division. She then moved to Agriculture and Rural Economy, first as Chief Operating Officer of agricultural delivery and then as the Director of Agriculture and Rural Delivery, and joined Marine Scotland as Director in August 2020.

David Martin - CEO

David Martin became a non-executive director of the Scottish Government in 2022. Recently retired, David Martin has served as a chief executive for two local authorities in Scotland. He has a wide experience of working at the most senior levels in government, corporate and voluntary sectors in Scotland, the UK and Europe. In his most recent role as Chief Executive at Dundee City Council, David drove transformational change for a post-industrial city, working with private, public and third-sector partners to deliver change at a system-wide level. In addition to his executive roles, David has been a board director and trustee with organisations including SOLACE Scotland and the V&A Dundee, applying and building on his skills in corporate governance, regeneration and socio-economic renewal, public protection, adult and children's services, environmental services and infrastructure development. David has extensive experience of delivering major projects in city, rural and island environments, as well as a strong personal commitment to equality, rights and values-based leadership.

Fiona Ross became a non-executive director of the Scottish Government in 2019. Fiona Ross is an experienced public and private sector chair and non-executive director. Fiona was appointed by the Irish Government to chair Córas Iompair Éireann (CIÉ), Ireland's public transport provider. She also served on the board of the Irish Health Service Executive (HSE) for two years and left when appointed by the Minister for Health in August 2021 to chair the National Pediatric Hospital Development Board. She was appointed by the UK Government to serve on the board of Network Rail in May 2020. Fiona also works as an advisor to the Mayor at Bristol City Council. She has Central Bank of Ireland authorisation (UCIT and MIFID) and serves as a non-executive director at JK Funds, Tilney Smith and Williamson Europe (where she chairs the Audit and Risk Committee) and SphereInvest. She began her career as a stockbroker in the City of London and spent 25 years working in all areas within capital markets in Dublin, London, Eastern Europe and the United States. In 2010, Fiona was appointed by the Minister for Arts to run Ireland's National Library, where she successfully served two terms as Director/CEO. Following this, she continued her interest in the arts and joined Heaney as a non-executive director of the Heaney literary estate. Fiona is a graduate of Trinity College Dublin, University College Dublin, Queen's University Belfast and the Institute of Art and Design (IADT), where she completed a MSc in Cyber Psychology in 2017. In 2012, she was awarded a fellowship in Governance at George Washington University in the United States.

Jenny Stewart

Jenny Stewart became a non-executive director of the Scottish Government in 2022. Jenny Stewart, FRSA, is an experienced non-executive director in the corporate, charity and higher education sectors. Her career has included over 25 years in professional services, including management consulting and corporate finance. She is a former partner of KPMG and has worked on advisory assignments in strategy, funding and finance, and organisational and operational change, including in health, local government, economic development, transport and higher education. She previously ran KPMG's public sector and infrastructure businesses in Scotland and was a member of the firm's UK leadership team for infrastructure, government and healthcare. The early part of Jenny's career was spent in policy in Whitehall, including a secondment to the European Union in Brussels, followed by two years in the Scottish Office. Jenny is currently a Non-Executive Member of Court at the University of St Andrews and Chair of the Dunedin Consort classical music ensemble. She was previously a non-executive member of the UK Remuneration and Nominations Committee of KPMG LLP and non-executive director at the David Hume Institute, the Royal Lyceum Theatre in Edinburgh and Volunteer Scotland. Jenny is a past member of the CBI Scotland Council. She has also recently been part of Business in the Community in Scotland's Inclusion and Diversity working group and was a member of the Business Leaders Advisory Group on the Scottish Business Pledge, promoting a range of responsible business practices.

Jim Robertson

Jim Robertson B.Acc CA CTA FCMA is a Senior Fellow of the International Tax and Investment Center, an education foundation based in Washington DC. In that role, he delivers capacity-building programmes to tax officials in developing countries, together with the International Monetary Fund, World Bank, Organisation for Economic Co-operation and Development (OECD) and United Nations (UN). He is a member of the UN Subcommittee on Extractive Industries Taxation Issues for Developing Countries, the UN Subcommittee on Environmental Taxation, the OECD Policy Dialogue on Natural Resource-Based Development and the advisory board of Crystol Energy. He is a ‘he for she' partner of the G100 Group of 100 Global Women Leaders. Jim chairs the academic board of the Advanced Diploma in International Tax of the UK Chartered Institute of Taxation (CIOT) and is a member of its Climate Change and Diversity and Inclusion groups. He sits on the governing Council of the Institute of Chartered Accountants of Scotland (ICAS) and is a member of its Qualifications Board and Devolved Taxes Committee. He was the inaugural chair of the ICAS Equality Diversity and Inclusion Committee and of the Scottish Tax Policy Forum, a joint venture between ICAS and CIOT. He is also a member of the GlobalScot network of Scottish Enterprise. Jim qualified with PwC in 1981 and joined Shell the same year. He had nine different tax and finance roles in Shell and lived in London, The Hague, Kuala Lumpur, Aberdeen and Houston. He was a founder member of Shell's Finance Social Investment Network which connected staff to voluntary organizations in need of finance skills and experience, personally acting as mentor/coach to the owner of a cooking stoves business in Ethiopia. In Shell Finance, he had global responsibility for promoting professional qualifications and for communications on diversity and inclusion. He was also global head of oil and gas tax in Shell for 11 years. Jim Robertson became a non-executive director of the Scottish Government in 2019.

Neil Wooding

Dr Neil Rhys Wooding CCIPD CBE has spent his career working within public service. His last role was as the Executive Director of Workforce Reform for the Cabinet Office. Prior to this, he was the Chief People Officer at the Ministry of Justice, responsible for prison, probation and court services across England and Wales. During his career, he has worked across the spectrum of public services and also in voluntary roles since the age of 17. He is currently Chair of the Wales Council for Voluntary Action. Neil is a Companion of the Chartered Institute of Personnel Development and was awarded a CBE in the 2022 New Year's Honours list for his outstanding work in the field of Equality and Social Justice. Neil Wooding became a non-executive director of the Scottish Government in 2023.
