Adam Regele

Adam Regele joined the California Chamber of Commerce in April 2018 as a policy advocate specializing in environmental policy, housing and land use, and product regulation issues. He was named a senior policy advocate in April 2021 in recognition of his efforts on behalf of members. In March 2023, he was promoted to the newly created position of vice president of advocacy and strategic partnerships. In that role, he works to expand CalChamber relationships to other businesses and associations in California and nationally as California state government continues its repeated attempts to expand oversight and regulation of the business community. Regele was the lead negotiator for the business community in 2022 on SB 54, the circular economy law creating the nation's most complex extended producer responsibility program. He is the foremost expert on the ongoing implementation of the law. He came to the CalChamber policy team after practicing law at an Oakland-based law firm-Meyers, Nave, Riback, Silver & Wilson, PLC-where he advised private and public clients on complex projects involving land use and environmental laws and regulations at the local, state and federal levels. His extensive environmental and waste regulatory compliance experience includes defending in litigation matters related to the California Environmental Quality Act (CEQA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA). Before joining Meyers Nave, Regele handled state and federal environmental litigation and administrative proceedings as an associate at a Bay Area law firm that focused on environmental, natural resources, land use, labor and local government law. He served as a federal judicial law clerk to the Honorable Edward J. Davila of the U.S. District Court, Northern District of California, and as a legal fellow with the Oakland City Attorney's Office prior to entering private law practice. Regele earned a B.S. in environmental science at the University of California, Berkeley, and a J.D. from UC Hastings College of Law, where he was symposium editor and research and development editor for the Hastings West-Northwest Journal.

Ann Amioka has been a communications specialist at the CalChamber since 1980. Since 1982, she has been editor of CalChamber's legislative newsletter, Alert. Before joining the CalChamber staff as editor of the CalChamber's agricultural labor relations newsletter, Amioka was a reporter for a daily newspaper in Yolo County. She has a B.A. in history from Stanford University and an M.A. in history from California State University, Sacramento.

Ashley Hoffman joined the California Chamber of Commerce in August 2020 as a policy advocate specializing in labor and employment and workers' compensation issues. She was named a senior policy advocate starting January 1, 2024 in recognition of her efforts on behalf of members. Before joining the CalChamber policy team, she was an associate attorney in the Sacramento office of Jackson Lewis P.C., representing employers in civil litigation and administrative matters as well as advising employers on best practices, including compliance with laws such as the California Labor Code, California Wage Orders, and the Fair Employment and Housing Act. She previously worked as a litigation associate and a summer associate at Gibson, Dunn & Crutcher, LLP, Los Angeles, representing clients in a variety of matters including employment discrimination, consumer protection class actions, trademark disputes, immigration matters, and other issues. She also was a law clerk at the U.S. District Court for the Western District of Tennessee in Memphis and a judicial extern for the Ninth Circuit U.S. Court of Appeals in Pasadena. Hoffman holds a B.A. with high honors in political science from the University of California, Santa Barbara, and earned her J.D. from the UCLA School of Law where she was a Michael T. Ben Golombek joined the California Chamber of Commerce on January 17, 2022 as executive vice president and chief of staff for policy. In this role, Golombek heads the CalChamber policy staff, providing strategic oversight and management of CalChamber's legislative and regulatory priorities. Most recently, Golombek served as the West Region vice president for public affairs for AT&T, where he managed a team of 20 to create and implement legislative campaigns and media strategies to educate and influence lawmakers, regulators and consumers for eight states including California. Golombek has previous experience serving as chief of staff to three members of the California State Assembly, including the chairs of the Assembly Revenue and Taxation, and Assembly Appropriations committees. Prior to his State Capitol experience, Golombek worked at Los Angeles City Hall, where he served as deputy city controller, communications director for a city councilmember and deputy press secretary for Mayor Antonio Villaraigosa. Golombek graduated from Northwestern University, has an M.B.A. from the University of California, Davis, and completed the prestigious Coro Fellows Program in Public Affairs.

Bianca N. Saad

Bianca Saad, a member of the CalChamber legal affairs team since April 2018, was named general counsel, labor and employment in October 2023. Brenda Bass

Brenda Bass joined the California Chamber of Commerce on January 24, 2022 as a policy advocate specializing in water supply and storage issues. She came to the CalChamber policy team from the Sacramento office of Downey Brand, where she was a senior associate. She advised public agency and private clients on environmental review requirements, as well as applying for and complying with water quality permits. She has experience with California Environmental Quality Act (CEQA) litigation and groundwater quality issues for agricultural and water clients throughout California. She also advised clients on Clean Water Act matters, compliance with state and federal laws governing stormwater and wastewater quality, as well as assisted agricultural enterprises with rapidly changing irrigation discharge regulations. Before joining Downey Brand, Bass practiced at a California boutique environmental firm. She also externed for a federal bankruptcy judge in Sacramento. Bass earned a B.A. in linguistics at the University of California, Davis, and a J.D. with distinction from the McGeorge School of Law, University of the Pacific, where she was primary editor of the McGeorge Law Review.

She was Governor Arnold Schwarzenegger's chief deputy communications director and has 14 years of experience serving three California attorneys general as a spokesperson and victim advocate. Over the course of her career, Davis has worked closely with statewide officeholders, Cabinet members, major corporations and a variety of trade associations. Gretel Tortolani joined the CalChamber in April 2022 as executive vice president and chief financial officer. She leads CalChamber's membership and employment compliance business, which includes employment compliance products, such as required state, federal and local employment posters and pamphlets; sexual harassment prevention training; reference guides; compliance seminars and webinars; and an online employee handbook creator. Immediately before joining the CalChamber team, Tortolani was chief financial officer at Otis McAllister, Inc., an Oakland-based international food distribution company. She previously served as chief financial officer and vice president of human resources at Operation Dignity, Inc., an Emeryville nonprofit providing housing and supportive services to veterans and the homeless. As chief financial officer and controller for the consultancy agency she started, GTCFO2Go LLC, she provided chief financial officer services, financial analyses and advice to early-stage startups and later- stage companies. Tortolani also served as corporate controller at Mi Pueblo Food Center, a San Jose-based Hispanic grocery chain with 19 stores across California; as chief financial officer and vice president of human resources at Best Express Foods, Inc., a Hayward food manufacturing plant selling a variety of snack foods; and as chief financial officer for the Mt. Diablo Region YMCA, a San Francisco Bay Area service organization operating seven branches and 27 child care centers. She serves on the board of directors for Operation Dignity, Inc., Summer Search Bay Area, and B8 Theatre Company. Tortolani earned a B.A. in management at St. Mary's College of California and is fluent in English and Spanish.

Hilda Watson joined the CalChamber team in November 2014 as a senior human resources generalist, moving up to positions of increasing responsibility in the HR Department. As vice president of human resources, Watson oversees all aspects of CalChamber staff management, including recruitment strategy, policy administration, employee relations, benefits, compensation, organizational development, training and office services. She acts as the CalChamber safety officer, establishing emergency response and training procedures, as well as handling workers' compensation investigations and reporting. She also provides input on CalChamber HR compliance products and training. Watson came to the CalChamber from Pacific Coast Companies, Inc., a Rancho Cordova company that provides a range of business services to the Pacific Coast Building Products family of companies and their customers. At Pacific Coast, Watson managed the payroll team and administered benefits, including managing leaves of absence, for eight years. Before her time at Pacific Coast, she was an HR administrative assistant at e-VentExe, a Roseville-based human resources consulting firm. She holds a B.S. in business administration from California State University, Sacramento; the certified professional credential (SHRM-CP) from the Society for Human Resource Management (SHRM); and her PHR from the Human Resource Certification Institute (HRCI).

James W. Ward joined the CalChamber in June 2019 as an employment law subject matter expert/legal writer and editor. In that position, he enhances the ongoing efforts of the CalChamber legal affairs team to explain for nonlawyers how statutes, regulations and court cases affect California businesses and employers. Ward came to the CalChamber following his time as an associate attorney at Kronick Moskovitz Tiedemann & Girard of Sacramento. At Kronick, he provided advice and counsel to public and private employers on labor and employment matters, including discrimination, harassment, retaliation, wage-and-hour issues, employee leave, reasonable accommodations, employee discipline, and employer policies and handbooks. Ward also represented public and private employers in litigation at the trial and appellate court levels. During law school, Ward served as a judicial extern to Associate Justice Ronald B. Robie of the California 3rd District Court of Appeal. During his time at the court, Ward analyzed trial court records, appellate briefs, recommended dispositions and drafted judicial opinions for Justice Robie. Barrera is well-known for her success rate with the CalChamber's annual list of job killer legislation, efforts to reform the Private Attorneys General Act (PAGA) and leadership working with employers on critical issues, including most recently those arising from the COVID-19 pandemic. In addition, she advises the business compliance activities of the CalChamber on interpreting changes in employment law. She led CalChamber advocacy on labor and employment and taxation from September 2010 through the end of 2017. As senior policy advocate in 2017, Barrera worked with the executive vice president in developing policy strategy. She was named senior vice president, policy, for 2018 and promoted to executive vice president on January 1, 2019. From May 2003 until joining the CalChamber staff, she worked at a statewide law firm that specializes in labor/employment defense, now Carothers, DiSane & Freudenberger, LLP. Van Engelen

Brady Van Engelen joined the California Chamber of Commerce in November 2022 as a policy advocate specializing in energy issues. He also leads CalChamber advocacy on climate change, environmental regulation and transportation matters. Before joining the CalChamber policy team, Van Engelen served as a senior policy manager at Bloom Energy, representing the company before the California Legislature and California Public Utilities Commission. He previously was a gubernatorial appointee to the California Geologic Energy Management Division (CalGEM) and served as special assistant to the state oil and gas supervisor.
