Bill Bailey, Cenikor Foundation President and CEO has successfully led the organization through significant growth and intentional transformation since 2004. During his tenure, Cenikor expanded from 3 to 10 locations providing vital addiction recovery treatment to thousands of Texans suffering from Substance Abuse Disorder. Bill's dedication to Cenikor and the behavioral health community is centered on raising public awareness in the areas of treatment, prevention, education, and continuing a progressive movement on a national level. Bill's leadership, derived from 30-years of executive experience with Hillcrest Health System and InterFirst Bank, has contributed to his expertise in strategic planning, board development, community development, and corporate partnerships. A proud supporter of the United Way, Habitat for Humanity, Houston Food Bank, and Boy Scouts of America, Bill provides direction and advocacy for two universities, and several church committees. A strong proponent of philanthropy in the communities served by Cenikor recovery centers, Bill is a catalyst for innovation and advancement at the State Association of Substance Use Providers in Texas, and the Houston Network for Behavioral Health Providers, where he is a member as well as the Chair of the Policy Committee. He was also nominated by the Secretary of Texas Health and Human Services Commission (HHSC) to serve as one of 15 members of the Insurance Parity Work Group for the State of Texas. Additionally, Bill is a member of the Addiction Committee for the National Council for Behavioral Health and served on other national work groups. Bill is a graduate of Texas Tech University with a Bachelor of Arts in Real Estate Finance.

Dan Reynolds

Dan Reynolds is the Assistant Vice President of Operations for Cenikor. Dan joined Cenikor in 2022 as a member of the executive leadership committee. Prior to Cenikor, he spent the previous 25 years in various leadership roles in financial services, omni channel call center support, sales, customer service, project and facilities management, digital marketing and consulting. Dan obtained his Bachelors of Science in Business Administration with emphasis in Psychology as well as his Masters of Science in Organizational Leadership from Columbia Southern University. Dan provides leadership and strategic oversight of the operations of several recovery facilities across the State of Texas. He ensures each program optimally serves the needs of the communities in which Cenikor is located. Dan has a passion for the Cenikor mission, and for serving and supporting others through leadership development, life skills and mentoring.

David McDonald

Dr. McDonald is currently the Medical Director of the Detox Unit at Cenikor Deer Park. He was originally born in Canada before moving to the US to establish a long career and family practice. He has a passion for helping others that struggle with substance use disorder and is working with Cenikor as we expand our medication-assisted treatment (MAT) program. His educational background includes an MD degree from Queen's University in Kingston, Ontario as well as a Master's in Medical Management from Tulane University. After graduation, he proceeded to practice family medicine for six years in Trenton, Ontario. From 1977 until the present day, Dr. McDonald has established a family practice in Pasadena, Texas, where he continues to excel in his field while assisting Cenikor in delivering the best treatment programs for our clients.

Dr. Jamal Rafique

Dr. Jamal Rafique, MD is a Psychiatry Specialist in Houston, TX, and has over 33 years of experience in the medical field. He has extensive experience in Psychotic Disorders, Addiction, and Substance Abuse. He graduated from the University of the Punjab/Fatima Jinnah Medical College in 1989. Dr. Rafique is board certified in Psychiatry and has lent his expertise to Cenikor and our programs since 2017.

Eric Ketcham

Eric Ketcham MD, MBA, FACEP, FASAM, FAAEM, FACHE, is board certified in emergency medicine and addiction medicine. Dr. Ketcham has been a leader in emergency medicine for many years. Since 2012, he has been at the forefront of developing effective administrative methods for reducing opioid administration and prescribing in the emergency departments (ED), as well as successfully initiating opioid addiction treatment in the ED. He has worked to pass the "Mainstreaming Addiction Treatment" (MAT) Act (still in the US Congress), and provide expertise, including the financial impact analysis for the US Congressional Budget Office (US CBO) to facilitate passage of the Easy MAT Act in 2020. He has been interviewed for multiple media outlets, including NBC Universal (for CNBC), the Wall Street Journal, National Public Radio (NPR), and multiple times for local and state-wide radio, television, and newspapers in New Mexico. Dr. Ketcham joined Cenikor in the fall of 2021, and is excited to be providing medical direction to the Farmington program.

Francisco Acebo

Dr. Acebo has been the Medical Director of Cenikor Corpus Christi (formerly Charlie's Place) since 2007. He is a Texas native from Hebbronville, before moving to Austin, Texas to obtain his B.S. in Pharmacy at the University of Texas at Austin. He continued his education at the UTMB Medical School at Galveston while working as an outpatient clinic pharmacist. After graduation, he proceeded to practice family medicine residency training at Memorial Medical Center in Corpus Christi Texas. For over 30 years, Dr. Acebo has established a solo practice and he continues to excel in his field while assisting Cenikor in delivering the best treatment programs for our clients.

George Asous

George Asous serves as a Sr. Regional Director for Cenikor Foundation. George is originally from the Houston area, where he practiced as a licensed physical therapist for nearly a decade. He transitioned into operational leadership during this time. In his most recent role, he led a team in outpatient physical therapy to record growth. They expanded from 9 locations to 18 under his leadership and achieved record financial growth. He oversaw all operations, quality interventions, local mergers and acquisitions, and implementation of new initiatives. He brings a passion for team engagement, culture building, a strategic growth mindset, and a focus on operational efficiencies. He realizes that winning in healthcare requires a team to be focused and work together. George is excited to join the Cenikor team to support our continued growth and service to our clients.

Matt Kuhlman is the Vice President and Chief Financial Officer for Cenikor Foundation. Matt joined Cenikor in 2002 as Business Manager and has been promoted several times after years of dedication and involvement. Matt has more than 15 years of financial and not-for-profit management experience. Matt graduated from Sam Houston State University with a Bachelors in Business Administration, with an emphasis in Accounting. As a member of the executive leadership committee, Matt is responsible for timely and accurate financial statements, ongoing cash flow projections, oversight over accounting and finance operations, as well as design and maintenance of the financial reporting structures.

Mazin Saadaldin

Mazin Saadaldin MD, MBChB is a board-certified internal medicine specialist. Having graduated from the University of Baghdad College of Medicine in 1999, Dr. Saadaldin has over 23 years of highly respected experience in the medical field. He received American Board of Internal Medicine certification in 2015. He was also honored to receive a Diploma from the Royal College of Physicians & Surgeons (FRCS) Ophth, Glasgow, UK in 2009. Dr. Saadaldin's education and career brought him from Iraq to Jordan, to the United Kingdom, and to the USA - Michigan, and then Texas. Since coming to Texas, he has served as Medical Director of Kindred Hospice, Medical Director of Thomas E. Creek VA Medical Center, and now a Medical Director of Cenikor. His zeal for furthering his medical expertise, and sharing his knowledge with medical colleagues has also led him to chair the Pharmacy and Therapeutics Committee, at Northwest Hospital in Amarillo. He has received numerous medical awards, honoring his leadership in the field. Most notably, Dr. Saadaldin was Physician of the Year - NW Texas Healthcare System in 2017, and he was honored to receive Michigan State University's award for Outstanding Resident Educator. In addition to the medical expertise he brings to Cenikor, he Cenikor is thrilled to have Dr. Saadaldin on staff since 2021 and looks forward to benefitting from his medical direction for many years to come.

Quinella Minix

Quinella has worked passionately in the behavioral health field for over 25 years. She obtained her doctorate in Counselor Education in 2003. She is a licensed professional counselor-approved supervisor (LPC-S), a certified employee assistance professional, and a Board-Certified Coach with designations in Career, Executive, and Life coaching. Her previous experience includes Substance Use Executive, Global Corporate Wellness, Employee Assistance, and United States Air Force working in Europe, South America, the Middle East, Canada, Asia, the UK, and several countries in the Continent of Africa. Dr. Minix has a passion for helping others learn. For 10 years, she has taught at two Universities in the Houston area and has spoken at numerous conferences, events, and symposiums, including commencement and global keynote addresses. Dr. Minix also finds time to give back to the community as the Founder of PsyFit Organization and past Board of Directors for Houston Hospice. Her past appointment was the Vice President of the Houston Employee Assistance Professional Association.

Stan Nelson

Stan Nelson is the Senior Director of Advancement for Cenikor. Stan Nelson, originally from Jefferson County, grew up in southeast Texas and south Alabama. He earned his Bachelor of Business Administration from North Texas State University and a Juris Doctor from Pepperdine University School of Law. Stan spent 16 years in litigation before being called to ministry in 2006. Serving at Salem Lutheran Church in Tomball, Stan began as Technical Arts Director and became Director of Worship in 2012. Stan spearheaded the fundraising efforts which enabled the modernization of Salem's worship, technical, and communications staff and systems.
