Augustine "Gus" Chung

Augustine Chung is responsible for working with Cordoba Corporation's clients and partners in California to deliver projects. He focuses his efforts on managing resources and operations throughout the state as well as leading business development efforts with several key clients in Northern California. Prior to his promotion as Vice President, Augustine was the Northern California Regional Manager at Cordoba Corporation. He worked with all of Cordoba ™s sectors including key clients in Water, Energy and Education sectors. Augustine has also worked on several programs during his tenure at Cordoba with a focus on program management. During his time on the California High-Speed Rail Program, he was promoted four times and was most recently the Deputy Director of Real Property for the State Agency. His work includes Third Party, Right of Way, Stakeholder and Utility expertise. Prior to joining Cordoba Corporation, Augustine was a practicing attorney with significant contract and client management experience. His practice areas included professional liability, construction and contract disputes, and securities law.

Aundria Paris-Armstrong

Aundria Armstrong is a Construction Manager specializing in move/relocation project management for public facilities. She has developed her expertise with over 20 years of experience in the field. Aundria is currently representing Cordoba Corporation on the Los Angeles Community College District bond construction program (Build-LACCD), which involves new construction and modernization, renovation and improvement projects at nine LACCD campuses. As a Relocation Project Manager at Build-LACCD, Aundria has successfully provided support to the Construction Management team, Architect/Design firms, Purchasing/Procurement teams, and Campus and Facilities teams. She has managed multi-million dollar projects requiring relocation and purchasing of complex facilities such as laboratories, libraries, science and math complexes, student services buildings, and general classrooms buildings across the community college district. Aundria is skilled in orchestrating large-scale relocation moves. She provides design expertise, project scheduling, account management, and value engineering for furniture fixtures and equipment (FF&E) and information technology (IT) systems through all project phases from design through occupancy. For the past several years, Aundria has spearheaded a donation drive through her church, Soldiers for Christ Community Church in Long Beach, to support children with incarcerated parents. Aundria ™s church invites children who have one or both parents incarcerated to a special program designed just for them. At the end of the program, each child is provided a present donated in their incarcerated parent ™s name. Each year, several of Cordoba ™s Southern California offices fill donation boxes with toys to support this worthwhile cause.

Brandon Loredo

Currently, the SDG&E programs that Cody supports are effective wildfire mitigation programs that fire-harden and improve reliability across the SDG&E service territory.

Dan Rydberg

Dan Rydberg is a Registered Engineer with over 32 years of experience in public works project engineering, construction management, operations and leadership in complex organizations. Dan served in the California Army National Guard for 30 years and was an officer in the United States Army Corps of Engineers where he held positions of Engineer Officer, Information Operations Officer, Civil Affairs Officer and Inspector General. Dan has held several key management positions at the City of Oxnard Public Works Department, including Senior Civil Engineer, Streets and Waterways Superintendent, Acting Solid Waste Division Manager, Capital Projects Manager, Utilities Director and Public Works Director. As Public Works Director, Dan managed water, wastewater, solid waste, fleets, facilities, parks, streets and engineering divisions, and oversaw a department of 375 full time employees and 75 seasonal employees with an operating budget of $150 million per year. At Cordoba Corporation, Dan is currently serving as Director of Water Operations. He oversees water engineering projects including stormwater quality and reuse concept reports and feasibility studies for agencies such as City of Los Angeles Sanitation & Environment. Dan is also serving as the interim Design Center Engineering Supervisor and is assisting in the Design Center Development Review to strategize a plan for sustainability and growth. In addition, he leads the Water Infrastructure Sector ™s internal controls working group and develops engineering, design and project management standards and processes through all project phases.

Debby Kim

Debby Kim most recently served as the Chief of Staff for a member of the Los Angeles City Council. During her tenure, she successfully structured and managed an organization that centered its focus on service to communities while increasing productivity and impact. Much of Debby ™s time spent in this capacity also involved monitoring and executing all public infrastructure and capital improvement projects in the district and advising the Councilmember on citywide budget and policy matters. Debby has led and implemented various strategic planning processes across the organization and under her leadership, the council district had built the most housing stock in the City, opened up over 140 acres of new green space, upgraded every park facility in the district, implemented the most comprehensive immigrant protection policies in the City, and was the first District to open up a testing and thereafter, a vaccination site in the City during the first year of the COVID-19 pandemic. She possesses over a decade of experience working at the highest levels of municipal government. She started her career in Los Angeles City Hall at the age of 16. Prior to her most recent assignment at City Hall, she served as Director of Legislation to former Councilmember Tom LaBonge of the 4th District where she worked for five years as a senior advisor on complex citywide, region-wide and statewide policy issues. She also served as the Member ™s liaison to the greater Los Angeles Asian-American community. Diane Ricard has been working on transportation projects for more than 30 years, with a primary focus on conceptualizing, planning, developing, and monitoring transportation and other large capital projects. Spending time in both the public and private sectors, her work experience encompasses project management, airport ground access planning, business and strategic planning, economic analysis, market research, airport concessions and leasing, and public-private partnerships. She has conducted feasibility and competitive analyses and developed strategic plans and processes that take into consideration target demographics, utilization patterns, financial implications, environmental impacts, and customer service. She has led professional teams and collaborated with various stakeholders including, government agencies, public-private partnerships, subcontractors, property owners, and tenants. At Cordoba Corporation, Diane is currently serving as a Project Manager on the California High Speed Rail Project (CHSRP) and manages a team of professionals and a large consulting team to achieve California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) clearance of the Burbank to Los Angeles to Anaheim project sections. The two complex urban sections span 45 miles of the 520 miles of CHSRP Phase 1, which will provide service between San Francisco and Anaheim. Diane is responsible for delivery of all project components including design, environmental analysis, and identification of impacts and mitigation measures. She is actively involved in stakeholder coordination and outreach. Diane ™s role includes monitoring performance to ensure the completion of critical milestones and the successful delivery of the project within scope, schedule, and budget.

Mr. Pla was raised in East Los Angeles, after arriving in the United States undocumented from Zacatecas, Mexico. He was the first in his family to graduate from college, earning a Bachelor of Arts in Sociology from California State University, Los Angeles in 1972 and a Master of Public Administration from USC in 1974. Mr. Pla is the governor ™s appointee to the Los Angeles Memorial Coliseum Commission, which is helping prepare for the 2028 Summer Olympics, and serves as the commission ™s president. He served on the California Science Center Foundation Board of Trustees and led the planning of Cordoba Corporation ™s historic transport of the Space Shuttle Endeavour through the streets of Los Angeles in 2012.
