CSIL - Key Persons
Alessandra Cavada joined CSIL in 1992. She provides a comprehensive scope of competencies and organisational skills to ensure smooth office operation. She is responsible for invoicing and administration. Among the various activities carried out, she also oversees professionals in the management of IT technical problems and provides support in preparing tenders for EU and international assignments.
Alessandra Caputo joined CSIL in 2017 after an internship at the OECD and became a partner in 2022. She specialises in statistic and econometric analysis and is an expert in big data management. She combines machine learning and automated data mining techniques with methodological rigour and solid expertise in EU policies.
She is experienced in many types of data processing, such as cost-benefit analysis, counterfactual analysis, network and cluster analysis, and patent and company data analysis.
Alessandra holds a PhD in Quantitative Methods for Policy Evaluation from the University of Macerata (Italy). She holds a BSc and an MSc in Economics from Bocconi University.
Anna Giunta is a Full Professor of Applied Economics at the University of Roma Tre and a member of the Rossi Doria Association board.
Her research interests include firms in global value chains, firms' organisation and internationalisation, firms' boundaries and ICT, firms' growth, and industrial and regional innovation policy evaluation.
She graduated in Economics from the University of Southern California, Los Angeles (USA) and has a PhD in Development Economics from the Centro di Ricerche e Specializzazione Economico-Agrarie per il Mezzogiorno, Portici, Naples.
He is a highly experienced market research expert with wide expertise in competitiveness assessment, market performance analysis, scenario analysis, and industry benchmarking. He is an expert in different sectors, including furniture, lighting fixtures, major appliances, and related supply and distribution chains.
Aurelio Volpe holds a degree in Economics from the University of Palermo and a Master of Science in Business Administration from Bocconi University in Milan.
Carlo Fiorio coordinates the Italian component of the EUROMOD tax-benefit microsimulation model. He is the Head of the Department of Economics, Management and Quantitative Methods at the University of Milan, where he is a Professor of Public Economics. His main research fields are public economics, inequality and poverty analysis, and econometrics mainly applied to taxation, welfare, and labour supply issues.
He holds a PhD in Economics and an MSc in Econometrics and Mathematical Economics from the London School of Economics, and a doctorate in Public Finance from the University of Pavia.
Caterina Iacoboni joined CSIL in 2021.
She performs market research on the furniture industry and its various sub-segments, focusing on the analysis of business data and sector competitiveness in global markets. She has expertise with desk research, the structuring and management of online surveys, as well as phone and in-field interviews.
She holds a BA in International Economics and Finance and an MSc in Politics and Policy Analysis from Bocconi University in Milan.

Chiara Stella Pugliese has been Managing Director at CSIL since 2006 and is responsible for the company's overall business activities. She has longstanding experience at CSIL. She joined in 1988 as a researcher, then as Director of Multiclient Research Reports. She became a partner of the company in 1992 and a member of the Board of Directors in 1997.
She has sound knowledge and experience in business management. After graduating from the Bari University in Political Sciences, she earned a master's degree in Economics and Business Management at ISTAO of Ancona and attended several courses at the London School of Economics in Business Management and Marketing Research. She has also been a lecturer in the MBA programmes at Enrico Mattei Institute, Milan and ISTAO of Ancona.
Claudia Santoro joined CSIL in 2017. She organises the preparation of tenders for EC and international assignments. She takes care of communication and organisation activities which ensure the smooth performance of each assignment.
She is experienced in editing and disseminating information according to project guidelines and protocols. She manages content for the website and social media platforms. She contracts and liaise with external experts and is responsible for CSIL's quality management system and ISO 9001 certification.

Domenico Scalera is a Professor of Economics at the Department of Law, Economics and Quantitative Methods at the University of Sannio. He has teaching appointments in (European) Political Economy, Macroeconomics, Applied Economics, Innovation, growth, and international production. He is an expert in global value chain analysis and has regularly collaborated with CSIL on this topic since 2017.
He holds a PhD in Economics and Development Policy from the University of Naples "Federico II".
Donatella Cheri joined CSIL in 2006. She is in charge of statistical database management, quantitative research, and macroeconomic indicators for industrial sectors.
She has previous experience at the University of Bergamo, the Università Cattolica of Milan, and the regional office of ISTAT in Milan.
Donatella holds a degree in Sociology from Urbino University and a Master's in Urban Management from Domus Academy in Milan.
Duccio Milani joined CSIL in 2022, and he works as a researcher on policy and evaluation studies.
He has previous research experience in the social housing sector.
Duccio holds an MSc in Economics from Heidelberg University (Germany) and BSc in Economics from Padua University (Italy) and had study abroad experiences in France and Australia.

Francesca Monaco joined CSIL in 2020 as a policy evaluator and researcher. She works on EU innovation policies (including in the space sector), support programmes for SMEs, and monitoring systems.
She has solid expertise with desk research, structuring and managing online surveys (+1000 responses), structured and semi-structured interviews (by phone and in-field), and analysing the data collected with qualitative and quantitative data analysis.
She has over three years of previous experience in a large consultancy firm (Deloitte), where she was involved in evaluation studies for European institutions.
Francesca holds a Master's Degree in European and International Studies from the University of Trento and a Graduate Diploma in Transnational Governance from the Sant'Anna School of Advanced Studies, based in Pisa.
Francesca Picarella joined CSIL in 2022 and is involved in evaluation projects on SME support measures.
Francesca has previous value chain and microcredit consultant experiences and completed a traineeship at the European Parliament (DG IPOL), researching the impact of Covid-19 on youth's economic and social situation and EU institutions' policy work.
She holds an MSc in Economics and Finance and BSc in Economics from Padua University (Italy) and had study abroad experiences in France and the UK.
Francesco Giffoni joined CSIL in 2015. He has expertise in macro and microeconomic analysis, regional development, industrial, and innovation policies. He has conducted several evaluation studies of investment projects in different sectors (transport, urban development, environment, RDI, and space) and European regions. He specialises in the financial and socio-economic impact assessment of investment projects, macroeconomic modelling and forecasting, and the evaluation of policies targeted to small and medium enterprises. He is an experienced econometrician able to use and combine several evaluation techniques for policy evaluation (macroecononometrics, counterfactual methods, time-series forecasting models, scenario analysis, Bayesian network analysis, cost-benefit analysis, theory-based impact evaluation, and others).
He boasts teaching experience in public economics and cost-benefit analysis at the University of Milan and is author of several publications in his fields of expertise.
Francesco holds a PhD in Economics and a MSc in Public Economics and Public Administration from La Sapienza University in Rome.

Franco Peracchi is a Professor of Econometrics at the University of Rome Tor Vergata and a Fellow of the Einaudi Institute for Economics and Finance (EIEF) in Rome, Italy. He taught at UCLA, NYU, University of Udine, University of Chieti-Pescara, University Carlos III, Princeton University, and Georgetown University. His research interests include econometric theory, labor and health economics, and the economics of social security and pensions. His currently research areas include cognitive decline among the elderly, distribution regression, and approaches to model uncertainty.
Gelsomina (Jessica) Catalano joined CSIL in 2008.
She specialises in socio-economic impact assessments of investment projects (ex-ante, mid-term and ex-post), evaluation of projects, policies, and programmes.
Her main fields of expertise include regional development, Cohesion Policy and its delivery system, research and innovation policies, and industrial policies. She has extensive expertise in cost-benefits analysis (financial, economic, and risk analysis) and stakeholder analysis, including multilingual surveys and workshop organisation. She is in charge of organising the CSIL Milan Summer School on cost-benefit analysis of investment projects.
Gianni Carbonaro is a senior advisor with wide-ranging expertise in methods for the financial and economic evaluation and impact assessment of investment projects and policies.
His expertise covers urban and regional economics, energy policy, transportation analysis, infrastructure strategies, cost-benefit analysis, and European networks. As an independent consultant, his work has covered cost-benefit analysis (including energy efficiency and sustainability), smart city investments, the design of financial instruments, the evaluation of PPPs, and impact investing. During his years at the EIB, he focused on the economic and financial assessment of large-scale infrastructure projects (including urban transport systems, motorways, railways, and toll infrastructure schemes) and urban development within both the European Union and partner countries.
He holds a Degree in Sociology from the University of Trento (Italy) and a Master's Degree in Economics from the University of California at Berkeley (USA).
Giulia Canzian joined CSIL as a Senior Researcher in the summer of 2023. She is an applied economist with over 15 years of experience, an expert in quantitative and econometric analyses, and specialises in policy evaluations using counterfactual methods. Her primary research focus lies in industrial economics.
Giulio Consiglio carried out a data science internship at CSIL in 2022, conducting text mining, text clustering and data management activities and is currently supporting the research teams as a data scientist.
Previously, he completed a traineeship at the European Commission (DG ECFIN), supporting the risk assessment team with analytical tasks.
Giulio holds a BSc in Economics and Management from Bocconi University (Italy), where he is completing his MSc in Economics and Social Science.

Giuseppe Riga joined CSIL in 1990 as a policy analyst. He is a managing director with extensive experience in the electrical and electronic manufacturing industry. He is the President of the Board of Directors.
Julie Pellegrin joined CSIL in 2006. She specialises in public policy analysis in regional development and research and innovation policy and has in-depth knowledge of the EU legislative and policy framework and its delivery system. She manages complex cross-country evaluation and research studies dealing with Cohesion Policy, SME competitiveness, economic, social and territorial cohesion, and smart development (urban development and smart specialisation strategies). On several occasions, she presented the results of research and evaluation studies at the European Parliament (to committees on Budgets, Industry Research and Energy, and Regional Development).
She has research and teaching experience in European universities, including the Université Reims Champagne-Ardenne (France), Maastricht University (the Netherlands), and The University of Birmingham (UK).
Julie holds a PhD in International Political Economy from the European University Institute in Florence (Italy). She also has a Master's in Applied Economics from the Institut d'Etudes Politiques (Sciences Po) in Paris (France).
Laura De Carli has been working at CSIL since 2005.
She has sound knowledge of the lighting industry and kitchen and bathroom furniture markets, encompassing the national and international context. Over her professional career, she has specialised in company database management, carrying out data collection and data entry activities, quality control, and deep-dive analyses of economic and statistical data.
Laura holds a degree in Political Science from the University of Milan.
