Dr Eduardo R. Ali

Dr Eduardo Ali is Pro-Registrar and Deputy CEO of CXC®. He leads and strategically manages the Western Zone Office in Jamaica and the Research and Educational Development Division which focuses on educational transformation, qualifications management, innovative professional learning awards, summits and conferences and regional and international alliances and partnerships. Dr Ali's 30-year career has positioned him in influential roles in the Caribbean, North America, and the Middle East within the field of human capital development and education. He held C-suite positions in government and private sector organizations in the Caribbean and universities in the United Arab Emirates. As Programme Manager, Human Resource Development at the CARICOM Secretariat, Dr Ali led the development of several regional education policies and the CARICOM HRD 2030 Strategy project. He held senior roles within The University of the West Indies, the Council of Legal Education and private educational institutions. Dr Ali has strategically engaged regional research and education networks and CARICOM, United Nations and Commonwealth development projects for 2 decades. A Commonwealth and Fulbright Scholar, Dr Ali holds a Doctorate in Education in Educational Policy Studies and a MSc in Educational Leadership having studied at the Universities of the West Indies, British Columbia, Sheffield and Leicester. He has taught graduate students education policy, planning and globalization, and published over 30 academic and professional papers in the fields of educational policy, reform, quality assurance and leadership.

Dr Nicole Manning

Dr Nicole Manning joined the staff of the Caribbean Examinations Council® (CXC®) on 1 February 2020 as Director of Operations, Examination Services. Dr Manning possesses a Doctor of Education in Organization Leadership, from the Nova Southeastern University in Florida, a Master of Science in Computer Based Management Information Systems and a Bachelor of Science in Chemistry and Management from the University of the West Indies, Mona. She also holds a Post Graduate Diploma in Education from the University of Technology and a Post Graduate Certificate in Risk Management from the Institute of Risk Management (UK). Dr Manning is an industry professional with over twenty years of regional and international managerial experience in diverse industries from Test Development & Measurement to Quality Assurance and Strategic Management. Dr Manning's extensive experience in the fields of education and assessment have equipped her with the necessary tools to strategically manage the development of examinations services, which are delivered by the Examinations Development and Production and Examinations Administration and Security Departments.

Dr Wayne Wesley - CEO

Council at its 50th Meeting in St Vincent and the Grenadines, on 7 December 2018, appointed Dr Wayne Wesley as Registrar and Chief Executive Officer of the Caribbean Examinations Council (CXC®), with effect from 1 August 2019. As Registrar/CEO, Dr Wesley is entrusted with the responsibility to provide innovative leadership to the organisation in fulfilling its regional mandate. His strategic vision is to reposition and transform CXC® into a regional enterprise, effecting greater regional impact and global influence. As an experienced chief executive with proven corporate governance and business acumen for inspiring high impact strategic results, he is passionate about regional integration and development, particularly the fostering of Human Capital Development which is a critical pillar for economic development. He is a transformational leader with over 30 years of service to education and training in the Caribbean region and internationally. Dr Wesley has acquired expertise in diplomacy, international relations, institutional development and strengthening, and crisis management. During his professional career, Dr Wesley provided strategic leadership for the largest trust fund and training agency in the Caribbean Region as Executive Director of the Human Employment and Resource Training Trust/ National Training Agency (HEART Trust/NTA) in Jamaica. In addition, he served as Chairman of the Caribbean Association of National Training Authorities (CANTA), Senior Lecturer and Programme Director at the University of Technology, Jamaica (UTech, Jamaica) and a board member of the University Council of Jamaica. He has also shared his expertise with the CARICOM Education for Employment Programme, the Regional Labour Market Information System Committee and the technical committee of the International Labour Organization. Currently, Dr Wesley is serving on the CARICOM New School Model Committee and the Caribbean Community Administrative Tribunal (CCAT). Dr Wesley brings to the role of Registrar/CEO, extensive knowledge gained through his Doctor of Philosophy in Industrial Engineering from Florida State University, a Master of Science in Manufacturing Systems from Southern Illinois University, a Bachelor of Education in Industrial Technology with First Class Honours from UTech, Jamaica, a Post-Graduate Diploma in Financial Services Management from the Jamaica Stock Exchange e-Campus, and a Level 8 Certificate in Strategic Direction and Leadership from the Chartered Management Institute, UK. Dr Wesley also completed post-graduate studies at Columbia University obtaining Certification of Professional Achievement covering critical issues in International Relations. In addition, he has completed Executive Education programmes at Harvard University and Manchester Business School in Innovation and Leading Economic Growth, and Advanced Management, respectively. A 2003 Fulbright scholar, Dr Wesley has published and presented several journal articles and conference papers. He is a Chartered Manager and Fellow of the Chartered Management Institute, UK, a Fellow of the American Society for Quality and a commissioned Justice of the Peace (JP) in Jamaica. He is a devout Christian and is married with three children.

Mr Alton McPherson

Mr Alton McPherson joined the staff of the Caribbean Examinations Council (CXC)® on 1 June 2013 as Assistant Registrar (EDPD) now termed Manager. In April 2016, he was assigned the Supervisory role of Coordinator (Cognate Team 3) and had responsibility for scheduling, coordinating and contributing to the development of examination papers and items, as well as the grading and reporting of examination performance for the subjects within that portfolio. Mr McPherson acted as Senior Manager (EDPD) from 26 March 2018 and was appointed to the role on 15 June 2019. As Senior Manager, he is responsible for managing the Examinations Development and Production Department; providing leadership and direction for professional staff involved in test construction and related activities; providing technical advice to the Council and its Committees on all psychometric issues relating to syllabus development, setting examination papers, marking of candidates' scripts and the grading of candidate performance; conducting and supervising research activities; and, providing technical assistance to institutions and member countries; planning and coordinating the production, printing and delivery of the Council's examination question papers and related materials. Mr McPherson's adept handling of this portfolio as well as his varied background in the measurement, evaluation and educational sectors in both government and non-governmental institutions and his ICT knowledge are strengths required for the role. Among his credentials he possesses a Masters of Arts in Education - Educational Measurement from the University of the West Indies, Mona, a Bachelor of Science in Economics and Statistics with Honours from the University of the West Indies, Mona, and a Diploma in Electrical Engineering- Power from College of Arts, Science and Technology. He also possesses Certificates in Computer Repairs and Mechanization.

Mr Mark Wilson

Mr Mark Wilson joined the staff of the Caribbean Examinations Council® (CXC®) in 1998 in the role of Systems Analyst/Programmer (Senior Administrative Assistant). He held this post until 2006 when he was appointed to the post of Assistant Registrar/Manager, Lead Software Developer. Effective 4 January 2021, Mr Wilson was appointed to the role of Senior Manager (Enterprise Architect), Information Technology Services Division. As Senior Manager, Mr Wilson has responsibility for delivering fit-for-purpose software application solutions and ecosystems to support CXC's business objectives and the needs of its evolving customer base. In addition, Mr Wilson's role includes collaborating with business stakeholders and analysing feedback from customers to validate the translation of business requirements into appropriate technical solutions to meet CXC's needs, and for ensuring high-quality software solutions including functional designs, at both high and low levels of detail. Among his credentials, he possesses a Master of Science in Project Management and Project Evaluation, and a Bachelor of Science in Computer Science with Honours from the University of the West Indies Cave Hill Campus. In addition, Mr Wilson is an ITIL Foundations Certified Professional and has technical training in the following: MS SQL Server Administration; MS SQL Server Programming; Crystal Reports; Oracle Administration; Oracle Developer/2000; Oracle Forms and Oracle Reports.

Mr Sean Wilson

Mr Sean Wilson was appointed to the role of Financial Controller, Finance and Office Management (FOM) Department, effective 3 July 2023. He joined the organisation on 1 February 2002 as Assistant Registrar, Finance and Office Management (now renamed Finance Manager). The Financial Controller is responsible for the preparation of estimates; keeping all the accounts of the Council up to date, and advising the Council on all matters of finance. As an active member of the Risk Management Committee, Mr Wilson is also tasked with assisting the committee in identifying potential risks before they occur and formulating plans for addressing them. Mr Wilson has a wealth of experience, having worked in the Finance and Office Management Department for over two decades and having acted prior, and most recently, as Financial Controller. Before joining CXC®, he held the role of Financial Accountant at the regional level and also worked in the banking sector. Mr Wilson is a Senior Financial Management professional and a Fellow of the Association of Chartered Certified Accountants (FCCA). His qualifications include an International Certificate in Enterprise Risk Management and International Treasury and Cash Management as well as, Balanced Scorecard Professional Certification.

Mr Teddy Rajan

Mr Teddy Rajan was appointed to the role of Senior Manager, Examinations Administration and Security at the Caribbean Examinations Council® (CXC®), effective 1 October 2020. In this role, Mr Rajan has oversight for the operational and strategic management of the administration and security of the Council's examinations. He is responsible for the effective and efficient planning, management and co-ordination of examination administration services. Mr Rajan possesses a Master of Business Administration, with a specialisation in Strategic Planning, from Heriot-Watt University in the United Kingdom and a Bachelor of Science in Computer Science from the University of West Indies, St. Augustine, Trinidad. He is a pragmatic change agent with over 20 years' experience leading complex, large scale business projects, both regionally and internationally. Mr Rajan previously served the Council in the role of Business Analyst from 1999 - 2004.

Ms Angela Lowe joined the staff of the Caribbean Examinations Council (CXC®) in August 2017 as the Quality Manager. Effective 4 August 2021, Ms Lowe was appointed Senior Manager, Corporate Planning and Strategic Management. In this role, Ms Lowe is responsible for the effective and efficient planning, management and coordination of the Corporate Planning and Strategic Management process. She is tasked with monitoring and evaluating the implementation of the Council's strategic and operational plans at the divisional and department/unit levels to ultimately ensure the Council achieves its goals and objectives. Among her qualifications, Ms Lowe possesses a Master of Science in Quality Assurance, a Bachelor of Science in Chemistry and is certified in Health and Safety, Environment Management, ISO 9001, and Enterprise Risk Management. Ms Lowe is also a Balanced Scorecard Professional (BSP) of the Balanced Scorecard Institute (U.S.A).
