EMF SERVICES - Key Persons

Charles Keen

Job Titles:
  • Principal Technical Representative
Charles Keen has been professionally involved in EMF related activities since 1992. His background prior to that time spanned nearly two decades in the telecommunications industry, in a range of technical, engineering, and management positions that included development of test procedures for RF communications systems. He is an IAEI certified electrical inspector and a member of the International Association of Electrical Inspectors, and holds an FCC commercial radio operator license. He earned a B.S. degree from the University of Maryland, where his training focused on environmental health, occupational safety, and risk analysis. Mr. Keen has performed presentations and training for a number of real estate, inspection, environmental testing, and school groups. He is the developer of our active magnetic shielding equipment for reduction of power line magnetic fields, and primarily focuses on site-specific active shielding system design, RF assessment and analysis, and EMI problem resolution.

Ed Leeper

Job Titles:
  • Senior Scientific Associate
Ed passed away in 2020 after a long illness. He was a valued mentor for many years and left a legacy of scientific innovation and accomplishments. Ed Leeper is the physicist co-author, along with epidemiologist Nancy Wertheimer, of several influential early studies examining the link of cancer with magnetic fields, and has worked actively with the measurement and mitigation of AC magnetic fields since then. He is the author of the recent book: Silencing the Fields, A Practical Guide to Reducing AC Magnetic Fields, and has developed extremely accurate and versatile instrumentation for the measurement of magnetic fields and electrical transients. Ed's guidance has been instrumental in shaping the operating philosophy of EMF Services LLC since its inception, especially as it relates to the delivery of objective, science-based services to address an issue for which the level of risk has not been firmly established. His direct involvement with the research community has provided a depth of insight into the nuances of EMF health effects studies. Although Ed is no longer active in the business, his influence lives on in our adherence to fundamental scientific principles.

Stephen Scott

Job Titles:
  • EMF Remediation Specialist
Stephen passed away in 2020. The EMF community lost an extraordinary technical resource, and the world lost an amazingly talented and insightful human being. Stephen Scott has been professionally involved in EMF survey, abatement, and design work since 1991. He is a licensed electrical contractor and licensed general contractor in the state of California. He is also a member of the International Association of Electrical Inspectors, and is listed in the Architects and Designers for Social Responsibility Resource Directory. Stephen has participated in numerous low-EMF design projects, including Ecology House, an 11 unit non-toxic residential building in San Rafael, CA, the Los Angeles Department of Environmental Affairs Building, and The Eco-Home, a non-toxic model home in Los Angeles, CA. He has also managed remediation and construction projects for numerous high-profile personalities in the entertainment business. Stephen has very likely performed more EMF related diagnosis and correction of electrical wiring system problems than anyone currently practicing in the U.S. He also holds a commercial pilot certificate with instrument and multi-engine ratings.
