Brian Hay - COO

As Director of Operations for Fulcrum Property, Brian Hay is the guy that makes sure things are kept clean, safe and in good working order. He manages a large crew that work out in the field under his leadership to ensure all our properties are running smoothly. Brian has been part of the Fulcrum team for 23 years, having come from a maintenance and property management background. He loves problem solving, putting all the pieces of the puzzle together and being able to see and touch the results of his work. Brian volunteers regularly at Sunday School and has a passion for fishing, his family and American muscle cars. A true Californian, Brian grew up in Milpitas, California.

Carol Mott-Binkley

  • Executive Assistant to the Chairman
Carol Mott-Binkley joined Fulcrum in 2003, as the Executive Assistant to the Chairman. Carol has been Mark Friedman's personal/executive assistant since her hire in 2003. Carol has worked in the secretarial field for over 40 years and is well versed on all things secretarial and administrative; she takes her vast career experiences and throws in a good dose of street smarts and can tackle a bevy of responsibilities at Fulcrum; with priority and focus on assisting the Chairman. Carol loves that her job is never day to day or mundane but always changing and almost always interesting. Prior to her arrival at Fulcrum, Carol enjoyed a 19-year career at Tower Records Corporate in Advertising/Marketing (in-house agency) and the Office of the President at Tower. Carol served a term as a mentor in the 2016 and current class of "She Shares" Sacramento's professional women's mentorship/networking program. Mercy Hospital Guild member since 1993, she celebrates 25 years of weekly volunteering at the same hospital she was born & worked at for high school credits in the Regional Occupational Program. When not running the company, Carol enjoys travel, gardening & backyard chicken-keeping with her husband and 2 rescued Chihuahuas. Carol is an avid iphone street photographer who has been published many times in the Sacramento Bee newspaper, she shows her iphone photographs in galleries in the Sacramento region, Davis & Roseville. Carol has been awarded numerous ribbons in the California State Fair Photography competition in years 2016, 2017 & 2018. Miss Mott graduated from Hiram H. Johnson High School in 1978, but gained most of her knowledge on the streets of Sacramento. Carol is a very proud Sacramento native.

Chris Bueno

As one of our Leasing Specialists, Chris Bueno is on the frontline taking great care of all of our existing residential clients as well as prospective tenants. He provides excellent client service as he tours future residents through our various properties, gets to know their needs, and assists them with strong recommendations for their path forward. Chris has a strong background in hospitality. Previous to joining Fulcrum, he worked at the Kimpton Sawyer Hotel learning the ins and outs of the various departments, including sales, food and beverage, and front desk services. Along with his experience in hospitality, Chris brings a wealth of knowledge of the ins and out of Sacramento and loves sharing the hidden gems of the city with others. He enjoys surrounding himself with hard-working people who inspire him to grow in his field. When not at work, Chris loves listening to and playing music as well as hanging out with his rescue chihuahua, Felipe.

Colleen Pacca - CFO

Colleen Pacca is the Chief Financial Officer for Fulcrum Property, managing the company's financial plans, policies, and practices across its real estate portfolio with over 25 properties and more than 100 entities. Colleen provides strategic and operational expertise for Fulcrum's various lines of business in the areas of cash and treasury management, financial reporting, legal entity management, human resources, payroll, construction/development accounting and tax reporting. She also serves as a primary liaison and resource for Fulcrum's tax, legal and family office consultants. Since joining Fulcrum, she has been involved in more than $500 Million in property sales and acquisitions. Prior to her current appointment, Colleen held positions as Accounting and Lease Administrator and company Controller here at Fulcrum Property. Colleen graduated from the University of San Francisco with a degree in Applied Economics. Over the years, she has been an avid supporter and advocate for the rights of individuals on the Autism Spectrum with Intellectual and Developmental Disabilities. She has participated in conferences and seminars throughout California and has served as Treasurer and parent consultant for small non-profits in Placerville and Davis, CA.

Daniel Covrig

Daniel joins the Fulcrum Property team with 5 years of experience in public accounting serving both private and public clients. During his time with PwC, he delivered audit and advisory engagements as part of the banking and capital markets division. Specializing in the commercial and agricultural banking sector, he brings to the team a background in ICFR (Internal Controls over Financial Reporting), IT controls, and credit analysis. As a lifelong resident of the Central Valley, Daniel is driven by the impact our projects have had on the Sacramento region. He is excited to support the team in delivering new projects that continue to transform our local community. Daniel is an alumnus of the University of California, Davis with degrees in Accounting, Economics, and Biochemistry. He enjoys spending time outdoors with his two dogs, golfing, and fly fishing.

Elizabeth Cooper

Elizabeth is one of our dedicated Leasing Specialists. She has a strong background in property management and real estate leasing, as well as project management and administrative organization and execution. She takes pride in showcasing our properties in The Bridge District to prospective residents, highlighting the unique features and benefits of each property. Her excellent communication skills allow her to effortlessly build rapport with potential clients, understanding their needs and matching them with the perfect living space. In addition to her leasing duties, Elizabeth adeptly handles various office tasks, ensuring that all documentation and paperwork are organized and up-to-date. With a client-centric approach, Elizabeth strives to exceed expectations and ensure that each client's leasing experience is positive and memorable. Her friendly and approachable demeanor puts clients at ease, fostering a sense of trust and confidence in her abilities.

Jennifer Kranig joined Fulcrum Property with years of experience in project management on both an operational and administrative scale. She has a knack for problem-solving, excels in relationship management and administrative management. Jennifer also has a background in real estate, having formerly managed the estates and family businesses of key executives.

Jessie Wu

As Project Manager, Jessie has her hands in all aspects of the development process including design, construction, and project administration. Currently, her focus is on tenant improvement projects, collaborating with our clients and vendors to ensure quality results. Jessie joined Fulcrum Property in 2016 after graduating from the University of California, Berkeley with a Bachelor of Science degree in Chemistry. In her role, Jessie works closely with people from various industries while managing a variety of projects from different aspects. She loves the complexities and challenges she faces as it keeps her motivated and inspired. Jessie believes strongly in the principles of smart growth and is proud of the work she does to better our community.

Kristy Nguyen

Kristy Nguyen manages all account receivables for Fulcrum Property, oversees staff payroll and is responsible for verifying all rental increase terms and communication to our tenants. Kristy joined the Fulcrum team sixteen years ago. Prior to Fulcrum, Kristy was held a staff accountant position at a startup in San Jose, California. And before that, she worked for Wells Fargo as a customer service representative. Kristy holds a Bachelor of Science in Finance. She grew up in Saigon, Vietnam and moved to California in 1990. Kristy is passionate about her family and spends her free time volunteering in a variety of ways including with her children's activities and at Loaves and Fishes serving food to the homeless community.

Mark Friedman - Chairman, Founder

Mark Friedman is the founder and Chairman of Fulcrum Property. Mark takes a hands-on approach to creatively leading the team and vision of the company. Fulcrum's success in creating high-quality projects has been recognized by architectural design professionals and industry peers. The firm has earned the International Council of Shopping Center's Design and Development Award three times. In addition, Fulcrum's projects have been published in Architectural Record, Harvard Design Magazine, The Regional City, and World Architecture. Mark was instrumental in the City's efforts to build a new entertainment and sports complex for the Sacramento Kings in downtown Sacramento. Mark graduated from Harvard College in 1979 and earned a JD / MBA from Stanford University in 1984. Mark is an active participant in charitable and civic organizations. He has served as a board member of CalHumanities, the M.I.N.D. Institute, and the UC Davis Foundation. Mark is a founding member of the California Infill Federation, a coalition of environmental and development advocates promoting reforms to make infill development easier and less expensive. Mark was selected as a member of the United States Electoral College for the 2008 Presidential election. He was named Sacramentan of the Year for 2015 by the Sacramento Metropolitan Chamber of Commerce.

Nick Carter

Nick Carter leads Fulcrum Property's real estate investments with responsibilities spanning entitlements, acquisitions, development, asset management and financing. Nick is currently involved with the development and financing of apartment and townhome projects in The Bridge District, managing a shopping center remodel, and the disposition of non-core assets. Prior to joining Fulcrum in 2006, Nick worked for JPMorgan Asset Management in the Real Estate Investment Group. Nick was part of an asset management team responsible for the operating performance of over 10,000,000 square feet of office and industrial assets in Southern California. Nick graduated from Harvard in 2002 with a B.A. in Economics (cum laude).

Osvaldo Torres

Osvaldo (Ozzy) joined the Fulcrum Property team bringing with him a diverse set of skills and a passion for helping others. With an Associate's degree in theology, Ozzy has a unique perspective on life and a strong moral compass that guides his actions.

Paul Spence

Job Titles:
  • Vice President of Construction
As Vice President of Construction, Paul has joined the Fulcrum Property team to lead our development projects from ‘concept to completion'. While overseeing Fulcrum's construction projects he also helps the company evaluate development opportunities. Among many of the projects Spence is directly involved in, he will focus on the pre-construction and develop of several significant projects in The Bridge District as well as a new mixed-use development at University Research Park in Davis. Paul brings over 20 years of construction management with him, having worked most recently with a prominent local construction company handling all pre-construction activities. Prior to joining Fulcrum Property, Spence directed a full range of preconstruction and construction services from client evaluation, budgeting, conceptual and hard bid cost estimating, to design and construction scheduling, project phasing development and value engineering.. Spence earned his degree in his home country of Scotland from Robert Gordon University in Quantity Surveying and Construction Management. He is certified by the Design-Build Institute of America (DBIA).

Randy Koss - President

In his role as President, Randy oversees Fulcrum Property's principal revenue-generating activities including new development opportunities, leasing, sales, marketing, and communications. Randy's primary focus is to further the development of The Bridge District that fronts the River in West Sacramento. Randy brings over 30 years of experience in all aspects of real estate including development, asset management, acquisition, operations, and finance. In his most recent role as Senior Vice President of Real Estate Development for the NBA's Sacramento Kings, Randy led the effort for ownership on all the Kings' real estate holdings with a primary focus on the development of the new mixed-use Downtown Commons (DOCO) adjacent to Golden 1 Center. Prior to joining the Kings, Randy spearheaded the acquisition of Pronghorn Club and Resort, a 640-acre luxury golf resort community in Bend, Oregon, and served as President of the Company. From 2000 to 2011, Randy worked as an Executive Director for the Morgan Stanley Real Estate Funds where he was actively involved in the oversight of the fund's investments in the Western United States, Hawaii, and Mexico. With over $3 billion dollars of real estate assets under his supervision, his primary focus was on master-planned communities, resorts, land/commercial development, and oversight of large operating companies. Prior to working for Morgan Stanley, Mr. Koss spent eleven years in the retail business with The Macerich Company working in various capacities in development, asset management, property management, and finance. Randy is a graduate of UCLA in Economics/Business and earned his MBA at UC Berkeley's Haas School of Business.

Rebecca Lightman

In her role as Accounts Payable Specialist, Rebecca Lightman provides financial, administrative and clerical support to our organization. She handles billing, invoices and expenses for all properties within our portfolio. She has been with Fulcrum Property for four years and has a penchant for numbers which makes her love the work she does. Rebecca working side by side with our passionate and driven team and being part of projects that better the Sacramento community. Prior to her career in accounting she taught preschool for 10 years with an educational background in Early Childhood Development. She came to Sacramento by way of New England, where she grew up. She now calls Amador County home where she lives with her two dogs Oscar and Hemingway.

Renee Ong Lease

As Lease Administrator, Renee Ong prepares all commercial lease documents, amendments, assignments and other legal documents for Fulcrum Property. She oversees and tracks all leases in our portfolio, handling the administrative functions of all lease documents. She also assists with any lease-related legal issues as well as new and existing tenant construction, signage and tenant improvements. Renee develops and prepares annual income and expense budgets. Renee has been part of the Fulcrum Property team for 17 years and came to us with a background in auditing and accounting. She has a Bachelor of Arts Degree in Environmental Studies and Economics and has completed the leasing series of the ICSC Retail Real Estate courses as well as a variety of other industry-related classes. Renee obtained her Real Estate License through the State of California in 2022. Renee serves on the CAA Legal and Judicial Policy Subcommittee and served on the RHA Government Affairs Committee for three years. She is an active volunteer at her son's elementary school. Renee was born and raised in Sacramento and is a proud fifth-generation Californian.

Rose Melchor

Rose Melchor is the Community Manager of The Bridge District and works every day to make it truly the best place to live. Along with managing our Leasing Team, Rose is the liaison between all of our residents and our organization. With a passion for leadership and personal relationships, Rose excels in her role. She brings strong organization and strategy to everything she does. Rose brought years of experience in the mixed use, multi-family, and mixed income properties with her upon joining our team. She has a strong background in client service and property management. While starting her career off in the medical field, she quickly pivoted into the Multi Family industry as she found her passion there. Rose is a California Certified Residentail Manager and has obtained a certification in Tax Credit housing in 2020. Rose and her husband have three children which keep her free time busy with fun family activities, including spoiling their two cats.

Ryan Dixon

Ryan brings over 22 years of real estate experience including asset management, operations, property management, leasing and project management. Most recently Ryan was Vice President of Operations, Asset and Property Management for a national commercial real estate firm with focus in development, construction advisory and Asset/Property Management. Ryan was the acting asset manager of firm owned assets in addition to overseeing property management operations for these and all partnered assets in California, Utah, Texas and Hawaii. Prior to Ryan's role as Vice President of Ops, Mr. Dixon served as Director leading the regional and local property management team in California and Nevada. Ryan was responsible for the direction and management of numerous retail, office and industrial portfolio's for institutional, investor and family office client's. Ryan is a graduate of Sacramento State University in Business Management and a California Department of Real Estate Salesperson License holder since 2006. A former member of BOMA California-Sacramento and ICSC.

Sarah Barkawi - CMO

Sarah Barkawi is the Vice President of Marketing for Fulcrum Property, where she strategically manages all marketing and design efforts within the company. This includes the marketing strategy and design of all properties owned and managed by Fulcrum Property, as well as the main Fulcrum Property brand. Prior to Fulcrum Property, she has spent the last five years working in directorship roles at some of the region's most visionary design and advertising agencies, overseeing all client projects, strategy, marketing efforts and budgets, as well as managing a team of direct reports. Prior to that, she was a Project Manager working for Bank of America in the IT department, where she was formally trained in Project Management methodologies, rounding out her professional toolkit. Sarah studied Media Communications with an emphasis in design at California State University Sacramento. Sarah served three terms on the board of the Verge Center for the Arts and is heavily involved in the creative community of Sacramento. She is service-focused and volunteerism is a big part of her life, having been a Big Sister in the Big Brothers Big Sisters program and has served as a mentor through Women's Empowerment program. She is a Sacramento enthusiast, loving everything this city has to offer. She spent her childhood moving frequently, both nationally and internationally and has finally found a hometown here in Sacramento.

Vanessa Norgauer

Vanessa Norgauer oversees the property management for Fulcrum's commercial portfolio. She is responsible for the preparation of the operational budgets for each commercial property, maintaining budget control, overseeing operational staff, and ensuring that each of the properties run smoothly on a day to day basis. She has been with Fulcrum Property for over 12 years, having been an escrow officer prior to joining the team. Vanessa takes great pride in the relationships she has developed and deepened over time with our partners, clients, tenants, and vendors. Vanessa has a degree in Business Administration as well as earned her MBA. In 2017, she was recognized by the Sacramento Business Journal as a recipient of the "Top 40 Under 40" award. She is passionate about giving back to the community and serves as a foster child advocate through CASA El Dorado (Court Appointed Special Advocates) as well as volunteering her time regularly to support good causes.
