Anna Roybal

Barbara Smith

Barbara brings a diverse 40 year background in fields related to societal needs. Her management experience in healthcare, law, real estate and entrepreneurial business is poised to bring innovation, enthusiasm and dedication to the OPCS mission. With the belief that one must fully commit to being the best they can be, she has earned a Fellowship with the American College of Medical Practice Executives and a certification as a Senior Professional in Human Resources in addition to her Master's Degree in Organizational Management. She has served as President of the Arizona Medical Group Management Association and as the Arizona official mentor and proctor for those seeking Certification or Fellowship. Barbara has assisted numerous other boards, committees and management groups. She retired from TMC Healthcare after 15 years as Director of Physician Services. She sought participation with OPCS as a community volunteer with the goal of helping to build a pathway of change that ends the problem of the unhoused.

Bear Barley

Bear came to OPCS in April 2022 as the Employment Services Manager and successfully oversaw the expansion of the Homeless Work Program. Recently promoted to Programs Director, he now supervises the Employment Services Department, Youth Services Department, and low-barrier shelter and veterans programs. Before coming to OPCS, Bear worked in the healthcare social service field for 25 years, most recently as Health Program Manager with the State of Arizona's Long Term Care Program, with oversight of Casa Grande operations. Bear holds a Master's Degree in Business Administration and is a certified Peer Recovery Support Specialist. He played football at Western New Mexico University and in both the Arena and Indoor Football Leagues. Bear is an avid outdoorsman and enjoys spending as much time as possible in nature-fishing and enjoying the scenery.

Bill Garay

Chiamaka Itsuokor

Chiamaka has worked in physical therapy for fifteen years and is committed to providing the best possible service to everyone, from her patients to the community at large. She has a Bachelors in Physiotherapy from the University of Ibadan, Nigeria; a Masters of Business Administration from Grand Canyon University; and a Transitional Doctor of Physical Therapy Degree from A.T. Still University. She currently serves as the Director of Therapy Operations at Encompass Health Rehabilitation Hospital in Tucson. She enjoys reading, swimming, cooking, and going out to eat, and has been married to her husband Jonathan for two years.

Deirdra McMahon

Deirdra McMahon serves as the Program Manager of Re-Entry and Shelter programs at OPCS. Deirdra has worked in the field of Recovery for over 12 years transferring from a Client to a House manager, an Administration assistant, a Case Manager, a BHT, and finally to Program Manager all while staying within OPCS. Deirdra loves the way the company has always had a family feel about it. Deirdra comes from a similar background as the people she serves and has the passion, energy and privilege to help open doors for clients and staff. In her spare time Deirdra love spending time with her dynamic, large family, camping/fishing and traveling.

Dr. Nicole Janich

Dr. Nicole Janich is an Evaluation and Grants Administrator at OPCS. She worked as a researcher at Arizona State University for nearly 12 years, serving as a Research Assistant Professor in the School of Social Work from 2020-2022. Dr. Janich earned her MSW and PhD in Social Work from ASU. Most of her career has focused on engaging in community-embedded research using participatory methods to conduct evaluations and assist with the implementation of evidence-based practices. Additionally, she has taught graduate level classes related to research, evaluation, and social policy, and has served on the Arizona Evaluation Network Board for four years. Outside of work, she enjoys gardening, painting, and spending time with her husband, son, and cats.

Ellyn Langer - CFO

Ellyn serves as the Chief Financial Officer for Old Pueblo Community Services. She is responsible for both the internal and external financial reporting and contributes to the development of the OPCS strategic plan. Ellyn has her BBA in Accounting from the University of Texas at Austin. She has worked in both the public and governmental accounting sectors. It wasn't until Ellyn began volunteering her time and financial expertise in the nonprofit world that she decided that her heart lies in her work for nonprofit organizations. She has served on the board of two local nonprofit agencies and serving as Treasurer, V.P., and President. Ellyn has been with OPCS since July 2010. Ellyn loves to travel, especially on cruises with her children and extended family. She loves to workout, listen to country western music, work puzzles - jigsaw and logic, and design gift bags for visiting out of town family and friends for their special events.

Harry Joiser

Harry Joiser currently serves as Clinical Director for Supportive Housing and Veterans Communities. Since starting with OPCS back in April of 2016, Harry has worked for Old Pueblo serving the community through a variety of roles, including Vet Court Therapist and Clinical Manager for the Pima County Housing First Pilot Program. He has a MA in Psychology and a MS in Professional Counseling. Harry is a Licensed Associate Counselor, working towards his independent licensure through the Arizona Board of Behavioral Health Examiners. He is also a Certified Clinical Trauma Specialist, with a passion for providing PTSD support for Veterans. Prior to joining OPCS, Harry spent 8 years in the United States Coast Guard. In his spare time, Harry spends time with his Service Dog Princess, his girlfriend, and family.

Jeanie Pike - CHRO

Jeanie Pike is the Human Resources Manager for OPCS. In her role as HR Manager, Jeanie oversees all personnel, recruitment, onboarding, training, performance monitoring, employee relations, and compensation and benefit management for the organization. Jeanie has worked for OPCS since May 2008. She is proud to be an OPCS Alumni and actively participates in community recovery activities. She is a life-long Tucsonan, having raised both her children in Tucson. In her spare time she enjoys spending time with her granddaughter Paytynn. She also enjoys taking care of her two cats and three desert tortoises. When not working, Jeanie's favorite vacation spot is a nice warm beach.

Kabrina Lee

Kabrina Lee, a Tucson native, graduated from Northcentral University with a Bachelor's Degree in Psychology. She has worked in the healthcare community since 2008, when she was a respiratory therapist at Banner University Medical Center. Kabrina has worked in medical device sales, as a hospital liaison, and is currently a community justice liaison with Palo Verde Behavioral Health. A member of the OPCS board of directors since February 2022, Kabrina also serves on the board of the National Cancer Foundation, and is an active member of Big Brothers Big Sisters of Southern Arizona. In her free time, Kabrina volunteers with the OPCS street outreach team. She enjoys any activity with her labradoodle Jackson, spending time with her Little Sister, hiking, cycling, traveling, and trying out all the new restaurants in Tucson.

Katy Scoblink - COO

Katy Scoblink, CTP, MSc, LISAC has worked for Old Pueblo Community Services for the past 15 years and currently serves as the Chief Operating Officer. Katy has 18 years experience working in the field of addictions in Criminal Justice as well as in both private and state agency settings. Katy received her BSc in Psychology and Counseling from The University of Surrey, London, England. She continued her studies and received her MSc in Addiction Psychology and Counseling from London South Bank University/PROMIS Treatment Recovery Center, England. In year 2 of her MSc she received the ‘PROMIS' award for outstanding performance and application in her studies. In March 2016 Katy became a Certified Trauma Practitioner and in July 2016 a Certified trainer in Trauma and Structured Sensory Interventions Katy is Licensed as an Independent Substance Abuse Counselor through the Arizona Board of Behavioral Examiners. In 2019 Katy received the '40 under 40' top leaders in Tucson award. In her spare time she enjoys music, dance and spending time with her family.

Laverne McHaney

LaVerne I. McHaney serves as Program Manager for Veteran Communities. In this role, she work closely with Recovery Coaches and the Veterans Administration to develop obtainable goals for housing, employment and treatment for both medical/mental health and substance abuse for veterans entering our program. Laverne was born in California and relocated to Tucson in 2006. She became an alumnus, after completing this amazing program that OPCS offers. Being filled with gratitude; she wanted to work for OPCS. Laverne wanted to give back and offer a hand up for those in need. She have been a civil servant her entire life, starting off at the Health Department in Long Beach in 1968. She genuinely loves helping people. In her spare time she enjoys flying and watching waves crash on a sandy beach.

Lindsay D. Eulberg

Lindsay Eulberg serves as the Quality Improvement Manager. In her role, Lindsay oversees all quality improvement efforts, agency performance and compliance reports, project applications, and project deliverables. Lindsay Eulberg is a native Tucsonan and a graduate of the University of Arizona. She has always had a passion for working with persons experiencing homelessness and criminal justice involvement. She has worked in data collection and grant evaluation for the Center for Applied Behavioral Health Policy at Arizona State University and Pima Prevention Partnership. Lindsay has been with Old Pueblo Community Services since August 2013, but has collaborated with OPCS on projects since 2008. Lindsay is a busy mother of three and enjoys spending most of her time with her husband and young children. In her spare time she enjoys going out to eat with her friends, buying art, listening to music, painting and hiking.

Melanie Skillin

Melanie Skillin currently serves as the Program Manager for Veterans Communities. She previously oversaw the Pima County Housing First and Scattered Site programs. Since its inception, Pima County Housing First has received over 1,000 referrals to date. Likewise, the Scattered Site program has forged a community partner with HOM, Inc, creating stability for clients and the program. Melanie also oversaw the Rapid Rehousing Grant and the Navigation Grant to their successful completion. She enjoys serving on the Employee Recognition Group and the Racial Equity Committee. Melanie has worked in the recovery field since 2015. She is a Certified Trauma Support Specialist through the Arizona Trauma Institute, SOAR certified as well as PRSS certified. Melanie brings a vast amount of lived experience to the team and is able to use this when working with clients and staff. She brings the spirit of hope and her personal motto of "Everything if figureoutable" to every problem, knowing that there is a solution. Melanie has been with Old Pueblo Community since December 2019. In her spare time, Melanie enjoys cooking, baking and spending time with her family and friends.

Michael Melby

Michael Melby serves as Operations Manager. In that role, he is responsible for utilization of OPCS's work order system, inventory, supplies and procurement, food delivery and pickups, fleet management and transportation, donation coordination for pickups and distribution and working together with community partners, building strong relationships to enhance the OPCS network.

Michelle Magnon

Miguel Cruz

I am a multidisciplinary international business professional. My training in Veterinary Medicine and Zoo Technique allowed me to become the youngest international epidemiologist in a bi-national program (US and Mexico) working in Mexico and Central America. Subsequently, I worked for the United Nations' Food and Agriculture Organization program in Rome, Italy and Tripoli, Libya. My expertise also gave me the opportunity to work in Brazil, Argentina and other Latin American countries I am currently part of the executive team at Tucson Federal Credit Union where I lead the visual branding, strategic marketing and community engagement as its Vice President of Brand and Community Engagement. I bring to this position an in-depth knowledge of multicultural markets as well as expertise in developing synergies to merge general and Hispanic market strategies. For more than 20 years, I have served in diverse community- based organizations in Tucson and Phoenix. I currently serves as a Board of Trustees for the Women's Foundation of Southern Arizona and board member for Tu Nidito Children's Services. I have previously served as President of the Board for the American Advertising Federation Tucson Chapter and President of the Board for Southern Arizona AIDS Foundation. I enjoys music, reading and traveling with my wife Cynthia and two daughters Madison and Hannah. My eagerness to learn has given me the opportunity to cross borders professionally, culturally and linguistically. I am fully bicultural (English and Spanish) with functional skills in French and Italian.

You won't find me, sitting idle at my desk, but I am always a text or a call away. Why do I say that? Because I am a full-time realtor with Long Realty and that's how I have built my referral business. I am passionate about Central and Downtown Tucson. It is where I live, where I work and where I spend most of my time. Why a Board Member at OPCS? I was employed in the finance department seven years ago. I am excited to return to OPCS to be around like-minded people in an organization that I know is making a difference in the community. I am a resourceful visionary with experience in fundraising, marketing and public relations for both my business and as a long-time member of Soroptimist International of Desert Tucson. I want to help OPCS remain financially viable through various governance and fundraising activities. I am married, have three grown boys and am originally from Silver City, New Mexico. I have a passion for dance and movement and am a trained Nia dance instructor. I also enjoy hiking and spending time around a campfire with my husband.

Tom Litwicki - CEO

Tom Litwicki serves as Chief Executive Officer for OPCS. Tom served the citizens of Arizona during his twenty year career with the Arizona Department of Corrections. Since retiring from DOC, Tom has been assisting the homeless through leadership positions with OPCS over the last ten years. He has a M.Ed. in Counseling and Human Relations, is a licensed substance abuse counselor, and a certified gambling counselor. When not working, Tom enjoys gardening, reading, home improvement projects, and spending quality time with his family.
