Chris Craig

Chris came to JJID in March of 2019. He has over twenty five years in the transportation industry and fifteen years in construction/rental industry. After receiving a Bachelors of Arts Degree in Business Management from Goldey-Beacom College, Chris held various roles in transportation driving/dispatching/inside sales. Chris also worked for four years for a major bank in Motorsports Marketing traveling through the United States booking, coordinating and managing a marketing display to solicit applications for credit cards. After that, he began his career in the construction rental industry for fifteen years. Through this experience he has been able to provide JJID with the ability to manage and move equipment in an effective and efficient manner. His passion in his position will secure us for a bright future in the construction industry.

Dave Loudon - President

A graduate of the University of Pennsylvania, Dave brings an exciting and varied background to JJID. Dave is experienced in Business Development, Technology, Government, and Telecom Leadership. Having worked for some of the largest companies in Leadership roles- Dave helps bring those "Big" Business concepts and best practices to JJID. Skilled in Team Building, Management, Contract Management, and Strategic Planning- Dave leads the Executive and Senior Team Members in overseeing Estimating, Finance, Field Operations, Project Management, and Equipment. Dave takes pride in creating a best in class corporate culture and ensuring relationships are not only made but maintained for the long term through consistent execution. Project highlights - Industrial Tract Trail Phase 3, Milton Bulkhead, Amtrak Culverts, Wilmington Transit Center, Newark Army Reserve Center, and numerous other Projects ongoing currently.

Garnell Crawford

Attended Delaware Technical and Community College and earned an associates applied science degree in Architectural engineering. Has spent 13 Plus years in construction industry. Joined JJID as a part of the estimating team and now runs contracts as one their project managers. Managing nearly all facets of the contract including scheduling, budgeting and relationship with owner/customer for projects ranging in value from $250,000 to $5 Million dollars. Managed successful projects such as the Lums Pond Camp Ground Improvements, the award nominated MSHA Woods Rd Traffic roundabout and the DCA award winning for construction excellence DNREC NVF revitalization project of the formally NVF site into an environmental friendly wetland.

Joe Volk

Joe Volk has 32 years of long-span bridge operating, construction, design, safety, maintenance and engineering experience. He has proven success in delivering engineering design documents and construction knowledge gained on major infrastructure projects, having served as both a Project Manager for design and as a Resident Engineer for construction. Joe's accomplishments include design, construction, and the maintenance and operation of suspension bridges, interstate highway, overpasses, marine ferry docking and facilities, and airport projects. Joe formerly served as Acting Chief Engineer, Supervisory Senior Engineer, and Project Engineer for the Delaware River and Bay Authority at the Delaware Memorial Bridge Twin Spans and Cape May-Lewes Ferry. Joe has served as a Branch Manager and Senior Associate for Van Cleef Engineering Associates. Joe has also served as the Deputy Structures Department Manager for HNTB. Through managing a variety of long span bridge, interstate highway, railroad structures, and marine ferry docking projects, he has gained experience in design, construction, maintenance, scheduling, integration, planning, constructability, project management, program management and production management of even the most complex projects.

Joel Christman

A civil engineering graduate from Lehigh University, Joel has been working in the construction industry for over 25 years. Working primarily as a project manager and estimator, Joel's experience includes a wide variety of Heavy, Highway, and Utility construction projects. His knowledge and expertise are particularly suited for the difficult and often complex challenges in earthwork, shoring, waste management, utilities, and value engineering design recommendations. Joel's roll at JJID, Inc. includes lead estimator on all private and general contract work, municipal projects in wastewater and water treatment fields, and other specialty, lump sum or design build opportunities.

Johnny Williams

Johnny Williams started with JJID in 1999. After 22 years as a foreman for JJID, Johnny was promoted to a field superintendent in 2021. His role to lead, develop, and mentor team members to ensure the highest levels of safety, quality, and execution are achieved on every project and has allowed JJID to excel and compete in an incredibly competitive market. Johnny provides his expertise in logistics, job sequencing, coordinating contractors, attention to detail, problem solving and maintaining quality standards in the field. Johnny is an asset for all construction projects and specializes in Environmental/Concrete/Utilities/Site/Mechanical. Projects of note include: Jack Markell Industrial Track Trail, NVF Wetlands, Del State Campus Phase 1, Wilmington Transit Center, River House Apartments, Riverside Phase 2, 5th & Orange Remediation, Harmony at Hockessin , Harmony at Glasgow.

Joseph R. Julian - Chairman

Joseph Julian began full-time in the construction business, with James Julian, Inc., in 1958. He participated in many jobs in Delaware, starting with Dover AFB runway widening and operational apron. Joe was involved in numerous utility jobs in Pennsylvania. Joe was then involved in Baltimore City Jobs such as MLK Parkway, then SHA jobs such as Capital Beltway job between the Mormon Tabernacle Church and Wisconsin Avenue, along with several jobs in the Elkridge area and in addition to several jobs in the Hanover area. Joseph Julian spent a good portion of his career there as the President and one of the primary shareholders of James Julian, Inc. In 1992, Joseph Julian started his own company JJID Inc with a handful of select employees. Since that time JJID has worked in Baltimore County and Hartford County and some smaller jobs in Baltimore City and mostly in DE and Eastern Shore of MD. Joseph has a wonderful wife, 6 terrific children, 6 grandchildren, and 1 great grandchild. Joe's hobby is construction and now works part-time at JJID. He is interested in sports, a follower of Philadelphia Eagles and the Baltimore Ravens. Joe, also enjoyed a period of 4 great years as Officer and President of The MD Highway Contractors Association, now known as the Maryland Transportation Builders & Materials Association. Joe has served and been asked to serve on the boards of numerous organizations.

Matt Ruoff

Matt is a graduate from Wilmington University. He started with JJID in 2014 as an intern, then came on full time with JJID in the Fall of 2016. In that time Matt made strong progress through the ranks internally and proved himself very capable in each of his roles. Matt has held various positions with JJID including: Intern, Laborer, MOT Manager, Intern Manager, E&S Manager, Punchlist Foreman, Assistant Project Manager, & Field Superintendent. Matt was promoted to Project Manager in the first Quarter of 2021 and has worked on some of our most difficult projects. Project highlights - Industrial Tract Trail Phase 3, Amtrak Culverts, DelDOT Deck Patch North, PennDOT I95 Patching, DelDOT Route 13 Patching, Peterson Pond Wetland Mitigation, Newark Army Reserve, and numerous other Projects ongoing currently.

Mike Delp

Mike has 30 years' experience in site, utility, structure and heavy civil construction as a project manager. Managing nearly all facets of the contract including scheduling, negotiating contracts and change orders, project coordination with owners and engineers, monthly billing to owner and controlling job costs. Some notable projects include the following: Galestown Dam/Spillway replacement in Galestown, MD. This project received both DCA & ABC Construction Excellence Award. The Indian River Inlet Approach & Bridge Demo. This was a DelDOT project which received Construction Excellence Awards from DCA & ABC. The SR1 & 30 Overpass in Milford, DE. Another DelDOT project which was awarded Excellence in Construction awards from both the DCA and ABC.

Rachel Kay

Rachel graduated from the University of Delaware with BS degrees in Business Administration and Accounting. She is an experienced and dynamic Construction Financial Controller with a history of Human Resource and General Management work. Rachel specializes in privately held family run businesses and is committed to company growth and efficiency. She is a life-long resident of Delaware and her professional life has included financial management of companies located in both New Castle and Sussex counties. She believes strongly in improving and modernizing the Tri-State infrastructure landscape. Her history includes work with a water testing company, fire protection company, and general contracting companies.

Raymond Hall

Ray Hall started with JJID in 1993. After 28 years as a foreman for JJID, Ray was promoted to a field superintendent in 2021. His leadership and ability to execute on difficult contracts and find creative solutions to deliver projects on time and on budget are just a few of the reason for his promotion to superintendent. Ray provides his expertise in logistics, job sequencing, coordinating contractors, and maintaining quality standards in the field to major projects, and serves as senior leader in the field. Ray is an asset for all construction projects but specializes in Structural Concrete/ Pile Driving/ Shoring/ Environmental. Projects of note include: Industrial Track Trail, DelDOT Three Pipe Culverts, BR 1-634 on SR100 Dupont Rd over East Penn Railroad, DSWA Sandtown Excavation, Middletown - WWTP Sheeting and Tank Prep.

Robert McGurk

Bob is a Registered Professional Engineer licensed in Delaware with over ten years of experience working on the design and construction of civil infrastructure and transportation projects in the Mid-Atlantic for both public and private sector employers. A 2011 graduate of the University of Delaware and Past President of ASHE First State, he enjoys building multi-disciplinary project teams to deliver complex and challenging projects. For most of his career, he's worked in technical or PM roles for the project owner, having to evaluate and balance quality, cost, and schedule implications during project delivery. Technical focus areas include multimodal transportation systems, stormwater, site/civil, and geotechnical engineering. He encourages the project team to ‘think like an owner' to help align interests, improve quality, and build long-term value for clients.

Sean O'Neil

Tom Hutt

Joined James Julian, Inc. in the summer of 1969. Have been employed here as an Estimator since that time. My main expertise is in roads and bridges. Project highlights - I-95 widenings in Delaware and Maryland, Salisbury Bypass construction, Pittsburgh Airport Runway Paving, I-66 Construction in northern Virginia, Route 896 Dualization, Route 1 Construction and Paving from Smyrna to Dover, I-495 Construction and Reconstruction, Industrial Greenway, and many other projects over the past fifty years.
