An experienced lobbyist, Ashlie T. Bagwell joined HJM in 2013 after spending the previous decade as a government relations professional in Annapolis and throughout Maryland. Her vast experience and excellent reputation among Maryland legislators and government officials are invaluable assets to HJM and its clients. In 2023, Bagwell was named a Top Lobbyist by the National Institute for Lobbying and Ethics. She received the "Community Service Award" from the Maryland Government Relations Association in 2022. Bagwell was named one of Daily Record's "Leading Women" and in 2004 she was a recipient of the Women Information Network's "Women of Achievement" award. Bagwell is a member of the Maryland Government Relations Association.

Caitlin E. McDonough

Caitlin E. McDonough is an attorney and registered lobbyist with nearly two decades of experience in Annapolis, working with the Maryland General Assembly and several administrations. Since joining the HJM team in 2012, she has advocated passionately on an array of issues, particularly the development and implementation of fair and reasonable regulatory schemes for new, innovative technologies and business models. McDonough represents a variety of significant industry players, including major pharmaceutical manufacturers, telecommunication and energy service providers, financial institutions, and health and property insurers. In recent years, McDonough has specialized in efforts to modernize state and local law to be compatible with emerging industries, including platform-based service providers and new technologies. She has also played a major role in crafting Maryland's expanding gaming industry. Among her many legislative accomplishments, McDonough lobbied successfully on behalf of health provider organizations seeking to expand their scope of practice under Maryland law, helped shape business regulation and labor law to meet the needs of Maryland business entities, including local restaurants, technology start-ups, and major manufacturers, and influenced State programs impacting education, transportation, and environmental issues. She has worked closely with several non-profit organizations, like the Family Tree, Decoding Dyslexia, and the Maryland Association of Community Services, seeking to influence policy throughout the State. Caitlin McDonough earned her Bachelor of Arts degree from the University of Maryland, College Park and holds a Juris Doctor from the University of Maryland, School of Law. Grason M. Wiggins

Grason Wiggins is an attorney and experienced lobbyist who joined HJM in 2022. Wiggins leverages his experience developing and leading comprehensive legislative strategies that include direct lobbying, media relations, and development of grassroots support to help HJM's clients succeed in Maryland at both the state and local level. Prior to joining HJM, Wiggins was a lobbyist for the Maryland Multi-Housing Association (MMHA), where he represented owners and managers of more than 210,000 rental housing units in addition to hundreds of associate businesses that provide services to Maryland's housing industry. Wiggins' extensive research, compelling public testimony, and data-driven approach consistently produced successful results for MMHA's members. Grason Wiggins earned his Bachelor of Science degree in 2012 from the University of South Carolina - Upstate and holds a Juris Doctor from the University of Baltimore School of Law. Wiggins is a member of the Maryland State Bar Association (MSBA) and the Maryland Government Relations Association. He is the Chair of the Legislative Committee for MSBA's Young Lawyers' Section.

Tammy K. Stinnett - Chairman

Tammy Stinnett has nearly two decades of managerial, administrative, and legislative experience. Since joining HJM in 2002, Stinnett manages the day-to-day operations of HJM and provides administrative and legislative support to the members of the firm. Stinnett is the Chairperson for the Baltimore City Democratic State Central Committee (BCDSCC). In that role, she also serves on the Maryland Democratic Party's Executive Committee and is a member of the Rules Committee. Stinnett began serving on the BCDSCC in 2018 when she emerged from a field of twenty-three candidates and was elected to one of the seven seats for Legislative District 41.

She has also monitored legislative hearings, coordinated meetings with elected officials, and provided daily emails entitled, "Headlines from HJM," to ensure HJM's clients are on the front lines of political and industry-specific news in Maryland. Skvirsky is excited to leverage her experience working with the Maryland General Assembly and utilize her experience in direct and virtual advocacy to benefit clients in an expanded role with HJM. Skvirsky is a member of the Maryland Government Relations Association.
