In 1968, Northeast Michigan Community Mental Health Services became a community mental health agency, five years after the State of Michigan passed Public Act 54 to allow for counties to create and provide services for individuals with mental illnesses, developmental disabilities and substance abuse disorders outside of psychiatric hospitals and institutions. At that time, Northeast Michigan Community Mental Health was a seven-county region -- Alcona, Alpena, Iosco, Montmorency, Ogemaw, Oscoda and Presque Isle.
