Rebecca A. Lawrence

Rebecca Lawrence has fifteen years of management experience in financial services, telecommunications and information technology, tourism, exports, and property management. She has demonstrated success in leading learning management, point-of-sale, and network infrastructure projects and proposals for defense and civilian agencies, systems integrators and commercial companies. An accomplished team manager and project leader, Ms. Lawrence has the ability to balance effectively between long-term, strategic planning and managing to metrics. She is skilled in overseeing a portfolio of projects concurrently. She is recognized for her innovative problem resolution, proposal writing, and cross-cultural communications skills. Ms. Lawrence began her career in the Federal government market writing proposals for Navy and Treasury projects with Sears Federal Systems. She then spent a number of years managing operations and marketing for a successful start-up Federal systems integrator where she was appointed a corporate officer. Technologies included point-of-sale systems, computer hardware and software, and pen-based computers. As a management consultant for BAE Systems based at the Office of Personnel Management, she implemented learning management systems for other federal agencies such as General Services Administration, Nuclear Regulatory Commission, and Treasury. She then concentrated on proposal and program management as well as client services management for major telecommunications carriers and resellers. In that capacity, she supported several GSA programs including Networx Enterprise and Universal, WITS 3, and Schedule 70, as well as regional contracts such as GRITS. She fulfilled multiple roles simultaneously by writing proposals, administering awarded contracts, and delivering services. While serving as a program manager, Ms. Lawrence has supported a number of other agencies such as the Department of Veterans Affairs, Department of State, and an agency related to the housing industry where she authored a winning recompete proposal for her team. In addition to civilian agencies, Ms. Lawrence has worked with a number of DoD agencies, government sponsored entities, and financial institutions in portfolio, program and project management. Most recently, she has provided project management to a major federal credit union on a variety of regulatory compliance and pandemic response projects. Ms. Lawrence is a PMP certified project manager and a ScrumMaster as well as a Shipley certified proposal manager. She is a graduate of the University of Wisconsin-Madison with a bachelor's degree in International Relations. She earned a master's degree in International Transactions, now called Commerce and Policy, from George Mason University. She has also completed a basic certification in contracts management. She previously held an active secret level clearance. Ms. Lawrence is a member of the Project Management Institute (PMI), SCRUM Alliance, Association of Proposal Management Professionals (APMP), National Contract Management Association (NCMA), Independent Telecommunications Pioneer Association (ITPA), and the Armed Forces Communications and Electronics Association (AFCEA). In her spare time, she continues to serve as an advisor to other small businesses. She resides in the Washington, DC area.
