Bruce Houdesheldt joined the Northern California Water Association's (NCWA) in 2009 as Director of Water Quality. His role involves program management responsibility for the Sacramento Valley Water Quality Coalition (Coalition), a watershed-based agricultural water quality program, and policy around safe drinking water. Working with growers, local Farm Bureau leadership, crop specialists from the University of California Cooperative Extension, natural resource specialists and Agricultural Commissioners he ensures the compliance and reporting requirements of the Central Valley Regional Water Quality Control Board's Irrigated Lands Regulatory Program (ILRP) are met for the 7,600 owners and operators of irrigated lands enrolled in the Coalition. He oversees the work of a multi-disciplinary team of legal, technical, and agronomic specialists who carry out surface water quality sampling and reporting, review of pyrethroid policy development, groundwater quality assessment, groundwater quality trend monitoring, and protection of groundwater from nitrate and salinity leaching. In addition to working with Coalition's 11 Subwatersheds on the ILRP, he supports the North State Drinking Water Solutions Network which is an ad-hoc group convened by the NCWA as a forum for interested parties to share information and coordinate efforts related to ensuring that all communities in the Sacramento River Basin have access to safe drinking water, participates in stakeholder working groups for a number of basin planning efforts-Central Valley Drinking Water Policy Working Group, Clear Lake Nutrient TMDL (Total Maximum Daily Load), and Central Valley Salinity Alternatives for Long Term Sustainability (CV-SALTS) Basin Plan Amendment-and monitors evolving and emerging public policy and regulatory proposals. In his capacity, he coordinates with publicly owned treatment works (POTWs) and other dischargers on development of basin plan amendments and TMDLs (Total Maximum Daily Load) to ensure in regulatory proposals based on scientifically sound information. He contributes periodic blog and social media posts articles on emerging water quality issues. Before joining NCWA, Bruce was engaged in water resource issues, securing water allocations and formation of public policy on water, land use, and endangered species for a national home builder and as a lobbyist with the building industry. Bruce has served on the Roseville City Council since 2019, including serving as Mayor from 2022-2024. Danyella Ochoa

Danyella Ochoa is the magic that makes NCWA a leader in California. From her professionalism to her personality, to her ability to manage multiple important projects to the day to day and year over year efforts of NCWA. Danyella manages the NCWA Sacramento office and is keeper of the keys to functionality and production at NCWA. A trusted voice tied to an experienced background typically means that Ochoa is often the first person consulted. She joined NCWA in 2008 as an assistant and learned the nuances of water and helping coworkers. Then was asked to help the State of California Department of Finance's Financial Information System for California, known as FI$Cal. She was the eyes and ears for the Director of Fi$Cal, working with multiple agencies and departments tied to Fi$Cal, where her professionalism and hard-working attitude lead her back to NCWA. Ochoa comes to NCWA from San Jose where she grew up seeing first-hand the value of water in the South Bay. She now resides in Sacramento with her husband and three children.

David J. Guy - President

As the President of the Northern California Water Association (NCWA), David cultivates a shared vision in the Sacramento Valley for a vibrant way of life-working closely with the leaders in the region and an interdisciplinary team of experts to foster harmony and join together a world-renowned mosaic of natural and human abundance: productive farmlands, cities and rural communities, wildlife refuges and managed wetlands, and meandering rivers and creeks that support fisheries, people and an astounding landscape. For the past several decades, David has worked closely with policy-makers to draw a deeper connection among people in rural and urban areas by showcasing the special attributes of California's special rivers and landscapes, including the Sacramento Valley, Yosemite National Park, Redwood National Park, and the Sierra Nevada. In this role, he calls on his experience in law, geological sciences, communications, and working with amazing people. David and his wife have traveled extensively and they split their time between the Sacramento Valley and the Sierra Nevada, with three children who all love food and cooking, the outdoors, music, and traveling. You can follow him on X @DavidGuyNCWA. Northern California Water. David was named the President of the Northern California Water Association (NCWA) in June 2010. He similarly served as NCWA's Executive Director from 1999 to 2007. In this position, he works closely with a Board of Directors and water leaders in the Sacramento Valley, as well as Congress, the state legislature, state and federal agencies, and water suppliers throughout the state to advance sustainable water supplies in Northern California and showcase the special attributes of water in the Sacramento Valley. Agriculture. David is a recognized voice in California agriculture, working closely with farmers and ranchers on reliable and affordable water supplies, the stewardship of farms and ranches, and preserving viable farmland and the attendant open space and wildlife values. He is a graduate fellow of the California Agricultural Leadership Program. To celebrate our agricultural heritage, he was appointed by Governors Davis and Schwarzenegger to the Sacramento County Fair Board, where he served as President. He has also served on the Agricultural Advisory Committee for the California State Fair. National Parks. From 2007 to 2010, David and his family lived in Yosemite National Park exploring every part of this iconic region. David served as Chief Executive Officer for the nonprofit Yosemite Association, which forges connections between people and Yosemite National Park. He led the merger of the Association with the Yosemite Fund, which has come together as the Yosemite Conservancy. David has also performed pro-bono work for the non-profit Redwood Park Associations. In Yosemite, David and his wife Ingelise were honored as visiting squires for the 2009 Christmas Eve Bracebridge Dinner. Jurisprudence. David has served as water counsel in various capacities, including the California Farm Bureau Federation's Department of Environmental Advocacy and Somach, Simmons, and Dunn, where he has represented public, private, and nonprofit clients on all aspects of natural resources law and policy, including water, land use, and real property. David is admitted to practice jurisprudence in California and Colorado, before the U.S. Supreme Court, the federal Ninth Judicial Circuit Appellate Court, and the U.S. District Courts for both the Northern and Eastern Districts of California. He has served as Vice Chair of the American Bar Association's Water Resources Committee and the Task Force on Agricultural Management. Teaching/Publications. David is an adjunct professor at San Joaquin College of Law and a frequent lecturer on natural resources issues in California and the western United States at universities, conferences, and seminars. He has published more than two dozen articles and chapters on natural resources management and law in professional journals and law reviews, as well as backpacking, libraries, and the history of Sacramento. He has been an active mentor in the natural resources arena and has coached youth baseball and soccer. Boards. He currently serves on the Water Education Foundation Board of Directors and previously served on the California State University Water Resources and Policy Initiatives Advisory Committee and the University of California Advisory Committee for the Water Resources Center in Berkeley. David has advised California Governors over the past several decades on natural resources law and policy and Governors have appointed him to serve on various boards and councils that advise federal and state officials on long-term solutions to California's water challenges. Education. He is a graduate of the University of Colorado School of Law where he was a fellow at the Natural Resources Law Center. He also has a bachelor's degree in Geological Sciences from California State University, San Diego, where he graduated with distinction. He was awarded a certificate of completion for Leading Through the Changing Media Landscape Program, February 2024, John F. Kennedy School of Government at Harvard University, Executive Education. David Guy has devoted the past several decades to advancing economic interests that promote the conservation of California's special places and their precious water and land. David works closely with Congress, the state legislature and state and federal agencies to further NCWA's mission - to advance the economic, social and environmental sustainability of Northern California by enhancing and preserving its water rights, supplies, and water quality.

Ida Otterson Noey

Ida Otterson Noey is NCWA's Administrator and helps the organization in many areas. She functions as NCWA's financial controller, human resources manager, event planner and assists with NCWA's communication program. She is a graduate from Sonoma State University with a degree in accounting and Business Administration. Ida is a lifelong resident of Northern California and her family has farmed rice in the Sacramento Valley for four generations. She lives with her husband and two children. She enjoys spending time volunteering for her children's school and community organizations. Ida Otterson Noey is NCWA's Administrator. Ida has a Bachelor of Science degree in Business Administration with a concentration in Accounting from Sonoma State University. Ivy has been an advocate for the Association of California Water Agencies (ACWA) working on agricultural and drinking water issues and she represented the San Diego County Water Authority for six years in the State Capitol. She was previously a district field representative in the California Assembly. Ivy has a B.A. in Political Science and Government from the University of California, Irvine and she is a graduate of the Water Education Foundation Water Leaders Program. "I was born and raised in the Sacramento Valley and have now started my family in this special place. I know the importance of the region's water resources and the immense benefits water provides throughout the Valley. I am thrilled to join the wonderful team at NCWA to advocate for those resources so that the Sacramento Valley can continue to provide what's essential to California's future success and prosperity." She has served on the Board of Directors for Capitol Network, a non-partisan, non-profit organization that supports building professional networks and fellowship among women in the California Capitol community, while promoting charitable giving to organizations supporting women and children in need throughout California. She previously served as the Brand Director at Farmers Communication Exchange in Sacramento where she worked with dozens of agricultural organizations to unifying voices, develop and execute strategic communication plans, and motivate audiences. In her previous roles as a marketing consultant for food cooperatives nation-wide, and as the Marketing Manager of Common Ground Food Cooperative in Urbana/Champaign, Illinois, Joy immersed herself in the world of community ownership, the intricacies of the food system, and the ever-evolving landscape of marketing trends. The experience fueled her passion for organizational communication and branding. Joy grew up in the Midwest but has lived in Sacramento since 2015. She is a Hoosier graduating from Indiana University. Joy and her husband Charley have two young daughters, Juniper and Vera. Joy enjoys staying active through CrossFit and hiking. Todd Manley

Todd Manley is the Director of Government Relations for the Northern California Water Association (NCWA), where he assists member organizations with state and federal water policy issues. Todd also manages the Sacramento Valley Salmon Recovery Program, a collaborative partnership of local water management entities, conservation organizations and state and federal fisheries and water management agencies working together to complete habitat projects and improve science to promote recovery of salmon and other species of fish in the region. This includes focused efforts in Battle Creek and Butte Creek to implement habitat projects and science to benefit endangered and threatened runs of Chinook salmon. Todd serves on several boards and committees supporting the Sacramento Valley, water management, fisheries and the Pacific Flyway. Prior to NCWA, Todd was a water policy advocate in Washington, DC. Todd is a graduate of California State University, Sacramento's College of Business Administration where he received the degree of Master of Business Administration. He also earned a Bachelor of Arts in Political Science and History from the University of California, Davis. Todd is a graduate of the California Agricultural Leadership Program. Todd lives in Sacramento with his wife and daughter and in his free time he enjoys woodworking, fishing (particularly on the lower Sacramento River in Redding), hiking, and other outdoor activities. Todd Manley is the Northern California Water Association's (NCWA) Director of Government Relations. Todd advocates on behalf of NCWA's members with government agencies, Congress, the State legislature, urban and agricultural water interests, and environmental organizations on various issues, including legislative negotiations, appropriations, ecosystem enhancements, Pacific Flyway, fish passage, efficient water management, and groundwater management. He also edits NCWA's quarterly newsletter, NCWA Conveyance.
