Andy D. Zhu

Job Titles:

Mr. Zhu has over twenty years of experience in the structural design of bridges and buildings and joined P.E. Structural Consultants in 2006. He is familiar with AASHTO Standard specifications, AASHTO LRFD Specifications, and AASHTO Curved Girder Guide Specification and AREMA. Bridge design experience encompasses prestressed concrete bridges, curved steel plate girder bridges for multi-level interchanges, Railroad Structures and bridge geometry calculations and layout preparation for a variety of bridge types. He is proficient with commercial software such as Microstation, Geopak, STAAD Pro, CONSPAN, RC-Pier, MDX, MathCAD, LPILE, spColumn, RISA-3D, and in using TxDOT-developed engineering tools such as BGS, PGSuper, CAP18 and Wincore.

Anna Boenig

Ms. Boenig has been employed with P.E. Structural Consultants, Inc. since 2000. Since joining P.E. Structural, she has been heavily involved with the design of educational and institutional facilities and major bridge projects. Her design experience includes reinforced and prestressed concrete, structural steel, wood, reinforced masonry, and foundation design. Her research work while enrolled in the Master's program in Structural Engineering at the University of Texas at Austin involved prestressed concrete bridge girders and concrete material failures. She has a strong academic background in structural analysis and design, and completed her MBA studies while continuing her position with the firm as Senior Engineer and Project Manager. Currently, Ms. Boenig plays a key role in the management of the firm and its projects.

Lisa Carter Powell

Job Titles:

Principal Engineer, President and majority owner of P.E. Structural Consultants, Inc., Ms. Powell practices structural engineering design of bridges as well as buildings, with over 30 years of experience in research, development and design of structures. Specialty areas of practice include prestressed, post-tensioned, and segmental concrete construction, accelerated bridge construction, High Performance Concrete, and bridge aesthetic design. Her professional career includes five years of service with the Texas Department of Transportation's Bridge Division. TxDOT design experience involved prestressed, cast-in-place and segmental concrete bridges, steel plate girder bridges, bridge class culverts, load rating and bridge layout preparation for new construction as well as widening and rehabilitation projects, as well as design of related structures such as overhead sign bridges and sound barrier walls. With P.E. Structural Consultants, Ms. Powell has served as Project Manager and Project Engineer for a multitude of Texas bridge and building projects. She is the author of several publications and has been awarded numerous honors including the 1991 ASCE T.Y. Lin Award, appointment to the University of Texas Civil Engineering Department Visiting Committee, and most recently election to the UT CAEE Academy of Distinguished Alumni. Lisa is currently serving on the Board of the Central Texas Chapter of ACEC.

Mary Theresa Cano-Arroyo

Ms. Cano-Arroyo is a dedicated professional with over thirty-five years of experience in structural engineering. She has a special interest in and comprehensive knowledge of concrete bridge design. Her professional career includes ten years of service with the Texas Department of Transportation's Bridge Division. TxDOT design experience encompassed prestressed concrete bridges, curved steel plate girder bridges, and multi-level interchanges, bridge geometry calculations and layout preparation for new construction as well as widening, rehabilitation and bridge load rating projects all over the state. As a long-time TxDOT design engineer, Ms. Cano-Arroyo is thoroughly knowledgeable in all facets of TxDOT and AASHTO design criteria as well as TxDOT policies and procedures. She is proficient in using TxDOT-developed engineering tools such as BGS, PGSuper, CAP18, BMCOL51, B-30, Wincore and many others.

Nestor R. Rubiano

Dr. Rubiano rejoined PESC as Vice President and Technical Director in 2020. He has over thirty years of experience in professional practice and academia. Through his experience on prominent engineering projects around the world, he has developed specialized technical expertise in a wide range of structural engineering applications, including prestressed, precast, and reinforced concrete design, specialty analysis, materials engineering, earthquake engineering, and quality assurance/quality control for design and construction. Nestor has served as GEC Design Oversight Manager for the Corpus Christi Harbor Cable-Stayed Bridge, Structural Lead for complex transportation projects such as US281/Loop 1604 multi-level interchange in San Antonio, SOC-3 DART Light Rail line in Dallas and the North Approach for the Ship Channel Cable-Stayed Bridge in Houston. He was also Research Supervisor for construction of the Miel I Hydroelectric Project (the world's tallest RCC dam) and lead designer for earthquake-resistant concrete buildings. Dr. Rubiano is an active lecturer at Rice University, teaching steel and concrete building design, and has also taught structures courses at University of the Andes in Colombia and the University of Texas at Austin. He holds leadership roles in professional organizations, most recently as Chair of ACI Technical Committee 342 - Evaluation of Concrete Bridges and Elements. He has authored numerous technical publications. Nestor's primary focus at PESC is technical oversight of bridge and building projects using his unique experience and expertise. He also leads the firm's technology and quality processes to ensure the reliable project delivery for which PESC has been recognized, and directs technical development of PESC's engineering staff.
