Mr. Rodriguez is an Independent Contractor and Associate to PPS. He is located in San Juan, Puerto Rico and instructs many different courses, such as the OPA 90 - Qualified Individual (QI) Certification and Workshop in San Juan.

Fred H. Nichols

Mr. Nichols is an Independent Contractor and Associate for PPS. He is a retired Captain from the Nashua Police Department, Nashua, New Hampshire. Fred served over twenty eight years with the police department. During his tenure, he worked in the patrol division, detective division, narcotics division with a special assignment to the State of New Hampshire's Drug Task Force. As a supervisor, Mr. Nicols was assigned to the patrol division and Narcotics Unit as a sergeant. Eventually he was the Bureau Captain in the patrol division and Services Bureau. Fred was a member of the SWAT team as an officer and then as Assistant Commander. He has training in SWAT tactics, FEMA Incident Command System and Homeland Security Exercise and Evaluation. He was part of the planning team of three large scale Homeland Security Exercises for the department, responsible for the planning, executing and evaluating of the exercises.

Mr. Brian J. Gallant

Mr. Brian J. Gallant has as Associates Degree in Fire Science and Safety, a BS in Management and an MA in Education and a Masters in Public Health (MPH). He spent 12 years in the fire service, serving as Training Officer, Hazardous Material Officer, Department Fire Investigator, and Shift Commander (Fire Lieutenant). Gallant served as an instructor with the Massachusetts Firefighting Academy's Industrial Fire Training Program, specializing in both marine and nuclear firefighting. He was also the Director of Fire Training for Barnstable County, MA. Mr. Gallant serves as the Emergency Management Director for the Town of Sandwich, and under his management has handled several major incidents. Among them included two hurricanes, a "no name" storm, and a barge accident in the Cape Cod Canal area involving hazardous materials and the potential evacuation of a large seasonal section of the community. Brian serves as a member of the Barnstable County Regional Emergency Planning Committee (REPC) and a member of the Shelter Task Group. He is also the chair of the Local Emergency Planning Committee (LEPC). He also serves on the Continuing Education faculty at Massachusetts Maritime Academy, lecturing in the areas of hazardous materials, OPA 90 training, STCW, Marina Management, and emergency management. Mr. Gallant is a member of the Barnstable County Deputy Sheriff's Association, the National Sheriff's Association, the National Association of Fire Investigators, the American Society of Safety Engineers, and is a Certified Hazardous Material Manager. He is also is a principal member of the NFPA Professional Qualifications for Industrial Fire Brigades Committee.
