Christina Baxter has over 20 years of design and project management experience bridging multiple civil engineering disciplines including roadway design, stormwater management, utilities transmission design, and land development projects in both the municipal and private sectors. As a leader in her field, her expertise extends to large master-planned developments, roadway, flood studies, and more. She has extensive knowledge and experience with state, regional and local utility, stormwater and land development regulations. Her permitting experience includes local governments, water management districts, Federal Emergency Management Agency (FEMA), Florida Department of Transportation (FDOT), Florida Department of Environmental Protection (FDEP) and Reedy Creek Improvement District (RCID).

David Kelly

David Kelly has over 38 years of professional experience, providing comprehensive civil engineering and planning services in both the public and private sectors. He has managed and coordinated multi-disciplined design teams for all facets of civil engineering land development. His experience includes infrastructure design, project scheduling, budgeting, and project management with specific expertise with master-planned communities, floodplain studies, roadway design, commercial development, 3D modeling, and multi-family developments. Eric Warren

Eric Warren's professional record includes over 35 years of engineering experience in the Central Florida area for public and private sector clients. In addition to many single-family and multi-family residential projects, his experience includes numerous master drainage studies, master utility studies, roadway design projects, and regulatory permitting through local, state, and federal agencies. His experience also includes due diligence investigations and entitlements with a group of multiple long-term clients. His experience has also included significant analysis and design in the areas of hydrology and hydraulics. The scope of water resource projects he has provided project management and design for include development of regional master drainage plans for flood protection, design of open channel, closed conduit, online and offline detention facilities, retention facilities as well as pumping and levee systems. Eric has completed studies providing analysis, design and cost opinions for rectification of inadequate drainage facilities. He has also prepared hydrologic and hydraulic studies supporting Flood Insurance Rate Map amendments and revisions and completed their approval through FEMA.

Jamie Poulos has over 25 years of experience in civil engineering, stormwater management, drainage design, and land development design in both the public and private sectors. His experience includes due diligence analyses, master stormwater plans, master utility plans, representation at public hearings, and the design and preparation of site civil engineering construction plans for greenfield, urban infill, and redevelopment sites for residential and commercial projects. He has extensive knowledge of federal, state, regional, and local stormwater and land development regulations. Jamie's permitting experience includes local governments, water management districts, the Federal Emergency Management Agency (FEMA), and the Florida Department of Environmental Protection (FDEP). Jamie is also a LEED Accredited Professional and experienced in LEED project design. Jamie also served as an adjunct professor at the University of Central Florida College of Environmental and Civil Engineering. Jamie is a registered Professional Engineer in Florida, North Carolina, Alabama, Mississippi, Louisiana, Texas, Arkansas, Missouri, Connecticut, and Ohio.
