Dr Chua

Dr Chua has been a Council member since 1999. With his strong academic background and ground experience in public transport, he has been offering professional and valuable input to the Council. Dr Chua was awarded the Public Service Medal in 2007 and the Public Service Star in 2015 in recognition of his contributions to the Council. Dr Chua obtained his PhD in Economics from the University of Chicago in 1989. He retired from the Singapore University of Social Sciences on 31 December 2021 after 40 illustrious years in academia.

Dr Timothy Wong

Job Titles:
  • Senior Lecturer
Dr Wong is a Senior Lecturer from the Department of Economics at the National University of Singapore. His research interests are in transportation economics, urban economics and empirical industrial organisation. His current research focuses on transport demand with projects concerning consumer valuation of electric buses and sub-optimal transport mode choice. He received his PhD and Masters in Economics from University of California, Irvine.

Mr Anwar Abdullah

As Polytron's newly appointed CEO, Anwar brings a vision of global expansion and innovation in AI-driven surveillance. His leadership will be instrumental in leveraging Polytron's proprietary AGENTIC AI LIVE 3D 360 security technology and integrating the Polytron 360 3D camera technology with Vizzio technology's revolutionary solutions into the security infrastructure. His enthusiasm for this journey is palpable and inspiring. Before his role at Polytron, Anwar dedicated over thirty years to public service, a testament to his extensive experience and unwavering commitment, he held key appointments in the Ministry of Home Affairs, and his leadership as the Chief Executive of the Home Team Academy, the Ministry's corporate university, led to transformative initiatives that elevated the Home Team's status as a leader in public safety and security training. Significant achievements marked his leadership in the Singapore Civil Defence Force (SCDF). Anwar spent an illustrious 28 years in the SCDF, and he held the appointment of Deputy Commissioner of Operations and Policy. He gained extensive experience managing organisational transformation, developing operational policies, and responding to significant fire and rescue operations. Anwar has been deeply involved in humanitarian work, participating in two international relief missions and planning over ten others in the region. In 2004, he contributed to the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) in 2005. Later, he joined the UN's INSARAG under OCHA in 2008 and co-chaired its Guidelines Committee in 2018, which endorsed revised guidelines in 2019. Throughout his illustrious career, Anwar received many awards for his service and contributions. He was honoured with the Long Service Award medal, recognising his exemplary character and outstanding service to the nation, and the Public Administration Medal (Silver) for his efficiency, competency, and diligence in fulfilling his duties as a public officer. Recently, he was awarded the Public Administration Medal (Silver) (COVID-19) for his leadership and dedication during the unprecedented challenges of the pandemic. He also received two overseas medals for his humanitarian missions in response to significant earthquakes in Nias Island in 2005 and Yogyakarta in 2006 in Indonesia. He was also recognised with the Australian ACT Award in 2005 for his assistance during significant bushfire operations in the Australian Capital Territory. Anwar graduated with an Honours degree in Economics from the University of Newcastle, Australia, and holds a Master of Science in Risk, Crisis, and Disaster Management from the University of Leicester, United Kingdom.

Mr Cham Dao Song

Mr Cham is the Senior Director of Strategic Planning Division in the Ministry of National Development. His team deals with policy issues for land use, land and urban development, conservation and Singapore's long-term development strategies. It also works in close collaboration with the URA to ensure that Singapore meets its land use needs to sustain a vibrant economy, a quality living environment and to be a distinctive global city. Prior to his current post, Mr Cham worked in various parts of the public sector, including finance, healthcare, human resource and industry development.

Mr D S Sakthivel

Job Titles:

Mr Sakthivel is Deputy Director, Community Partnership (North East) at the Land Transport Authority. He joined the Authority in 1998 and has more than 17 years' experience in stakeholder engagement, working closely with various stakeholders such as the grassroots and community to address issues and concerns relating to public transport, road and rail infrastructure.

Mr Daniel Loh

Mr Loh is President of the Air-Transport Executive Staff Union. He has served as a union leader since 2010 and held various positions through the years including Assistant Treasurer in 2010 and Deputy General Secretary in 2014 before being elected as President in 2017. He is also a member of the NTUC Central Committee and the Consumers Association of Singapore (CASE) Central Committee. Mr Loh was awarded the Public Service Medal (Covid-19) in 2024.

Mr Leow Yew Chin - CEO

Mr Leow is the Chief Executive of the Public Transport Council (PTC). Before his appointment on 1 March 2024, Mr Leow was the Deputy Group Director (Policy and Planning) of the Land Transport Authority where he led key initiatives to achieve the Walk-Cycle-Ride outcomes of the Land Transport Master Plan. Mr Leow has more than 20 years of experience in the public sector which included postings to the Ministry of Transport and the Prime Minister's Office Strategy Group. He brings to the Council his expertise in transport planning and policy development, public transport regulation and stakeholder engagement.

Mr Lim Bok Ngam

Mr Lim Bok Ngam is the Board Director of Hock Liang Holdings Limited. He is also a member of the Ministry of Finance's Development Project Advisory Panel. He was formerly the Deputy Chief Executive of the Land Transport Authority, and has been deeply involved with land transport infrastructure development since his early years in the Public Works Department and then the Land Transport Authority upon its formation in 1995. His experience spans across various engineering disciplines, including planning, design, construction, project management and maintenance for both roads and rail projects. Mr Lim has also held various senior management appointments across different portfolios in LTA, including Group Director (Rail), Director (Engineering), Director (Planning and Transportation) and Director (Vehicle and Transit Licensing). He has also led teams which completed the Circle Line and the launch of distance-based fares. Mr Lim was awarded a Public Administration Medal (Gold) in 2012.

Mr Lim Boon Wee

Mr Lim Boon Wee is the Senior Vice President (Administration) in Singapore Management University (SMU). Mr Lim was previously Deputy Secretary (Services) at the Ministry of Education, and has also held Director-level appointments in the Ministry of Finance and the Ministry of National Development, as well as served in the President's Office as the Principal Private Secretary to President S R Nathan. He was also a Deputy Secretary in the Ministry of Transport from 2005 to 2014, where he had played a significant role in various key changes to the land transport sector. Mr Lim was awarded the Public Administration Medal (Silver) in 2003, the Public Administration Medal (Gold) in 2017 and The Public Administration Medal (Gold) (COVID-19) in 2023.

Mr Mak Mun

Mr Mak is General Secretary of the National Transport Workers' Union (NTWU) and has served the union since 2002. He has held multiple appointments in the Executive Committee including Vice-President and General Treasurer before being elected in 2021 as General Secretary. Mr Mak is a seasoned unionist who has continuously been involved in championing transport workers' rights and welfare through several NTUC and NTWU initiatives such as the Public Transport Tripartite Committee and is also the Co-Chairperson of the NTUC Land Connectivity Cluster. Mr Mak received the Comrade of Labour Award and Comrade of Labour (Star) Award in 2012 and 2022 respectively.

Mr Naseer Bin Ghani

Mr Naseer is the Advisor to the Singapore Kadayanallur Muslim League (SKML), where he has been a member since 1987. He is the second SKML President to receive the Justice of Peace honours and was awarded the Public Service Medal in 2015. He previously held positions as MUIS Council Member, Mendaki Board Member and also sat in the SINDA Executive Committee. He continues to hold various positions and contributes to the community through many different organisations. He is the Chairman of West Coast Community Club Indian Activity Executive Committee and a member of the West Coast Citizens' Consultative Committee and Community Club Management Committee.

Mr Tan Soo Nan

Mr Tan is presently the Non-Executive and Non-Independent Director of Raffles Medical Group & Raffles Health Insurance Pte Ltd. Mr Tan also serves on the Boards of various public listed and private companies. Mr Tan is active in social causes and serves as a Director in Temasek Foundation Limited, TF IPC Ltd and Woh Hup Trust, as well as the Chairman of the Board of The Photographic Society of Singapore, a not-for-profit organisation.

Ms Beatrice Chong

Ms Chong is currently Deputy Director-General of Education (Professional Development) in the Ministry of Education (MOE). She also co-leads the sustainability agenda in MOE, overseeing the Eco Stewardship Programme which is the education pillar of the Singapore Green Plan 2030. She has served in various key appointments in the education service, with policy making experience at the Educational Policy Branch, Planning Division, MOE. Ms Chong is also a member of Gardens by the Bay (Singapore) Board, and the National Institute of Education Council. Ms Chong was awarded The Efficiency Medal in 2005, The Public Administration Medal (Bronze) in 2014 and The Public Administration Medal (Silver) in 2020. She read History at the National University of Singapore and has a Masters of Education from Harvard University.

Ms Bharathi Kumaran

Ms Bharathi is Deputy Director, Point-to-Point Transport Division at the Land Transport Authority (LTA). She brings to the Council her experience in the regulation of ride-hailing and taxi services and engagement with the industry. Prior to joining LTA, Ms Bharathi had postings in Ministry of Transport and Ministry of Home Affairs, where she was involved in the development of policies to support the growth of shared mobility and adoption of cleaner energy vehicles, and to improve the rehabilitation and reintegration of ex-offenders.

Ms Janet Ang - Chairman

Ms Ang is currently Chairman of the Singapore Polytechnic, NUS Institute of Systems Science and SISTIC.com Pte Ltd. She was a Nominated Member of Parliament and is the Non-Resident Ambassador of Singapore to the Holy See. She was formerly IBM Vice President, Asia Pacific and had spent 10 years on international assignments in Tokyo and Beijing. Ms Ang also serves as Independent Director of various boards, foundations and councils. Ms Ang was awarded the Public Service Medal in 2019 and the Singapore Computer Society IT Leaders Award - Hall of Fame in 2018. She was also awarded the NUS Business School Eminent Alumni Award in 2014, the NUS Distinguished Alumni Service Award in 2015 and most recently, the NUS Outstanding Service Award 2021.

Ms Ku Geok Boon

Ms Ku is the Chief Executive Officer for the Early Childhood Development Agency (ECDA), the regulatory and developmental agency for the early childhood sector in Singapore. ECDA's mission of ensuring that every child has access to affordable and quality early childhood development services and programmes harnesses her professional and leadership experience in the education and social service sectors. Prior to ECDA, she was the founding Chief Executive Officer of SG Enable, the focal agency for disability and inclusion in Singapore, where she led the agency from its inception in July 2013 to December 2024. There, she spearheaded the expansion of SG Enable's suite of services, ensuring comprehensive support for persons with disabilities and their caregivers. One of her significant achievements was the establishment of Enabling Village in 2015, an award-winning inclusive community space which has been lauded as a model for inclusion and innovation. Ms. Ku's leadership extended beyond the disability sector, as she established strategic partnerships with social service agencies, businesses, institutes of higher learning, and government agencies. Key initiatives such as the Enabling Academy, the Enabling Mark and the Goh Chok Tong Enable Fund and Awards made a meaningful difference for persons with disabilities. Ms. Ku had also elevated SG Enable's profile on the international stage, with SG Enable serving as the strategic Asia Pacific partner for Zero Project, a global research-driven initiative to support the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). For her contributions, Ms. Ku was conferred the Public Administration Medal (Silver) at the National Day Awards 2024.
