Alan K. Thompson

Alan K. Thompson joined NIST in 1991 at the start of the Polarized 3 He Neutron Spin Filter Project. His research interests expanded to include neutron fundamental physics experiments (including the "emiT" experiment, the Magnetically Trapped Neutron Lifetime Experiment, and the radiative neutron decay experiment), Neutron Device Calibrations, neutron spectroscopy, and testing semiconductors for neutron-induced soft fails. In recent years Dr. Thompson has continued to calibrate neutron detectors within NIST calibration services, but expanded his device testing to assist the Department of Homeland Security in its Neutron Detector Replacement Program. As part of the world-wide effort to find an alternative to 3 He in neutron detectors, Dr. Thompson is currently involved in the effort to develop a neutron detector based on noble gas scintillation after a thermal-neutron induced nuclear reaction; this research has resulted in two patents. He is also working on a project to develop alternative standard neutron radiation fields, based on neutron generators, for instrument calibrations. Dr. Thompson contributes his time and energy to the broader NIST community by chairing the Ionizing Radiation Safety Committee. He became Deputy Division Chief for the Radiation Physics Division in October of 2018, and Division Chief in December of 2023.

Albert F. Rigosi

Dr. Rigosi is the Deputy Division Chief of the Quantum Measurement Division (684) within the Physical Measurement Laboratory (PML) at NIST. His research interests include two-dimensional systems and applications of those systems' behaviors for electrical metrology, and he continues to pursue research endeavors as a Physicist working with the Fundamental Electrical Measurements Group (684.05). He serves on the Advisory Committee for the Industrial Leadership in Physics Ph.D. Program at Georgetown University, and is also a member of the American Physical Society and the Mellon-Mays Initiative of The Andrew W. Mellon Foundation. Alex Guttenplan

Alex Guttenplan is a NIST-NRC Postdoctoral Researcher in the Biophysical and Biomedical Measurement Group. He obtained his PhD from the Nanoscience and Technology Doctoral Training Centre (nanoDTC) at the University of Cambridge, where he developed protein-based nanomaterials and used microfluidics to manufacture and characterize them. After a short period in the microfluidics industry, he was a postdoctoral researcher at the MERLN Institute for Technology-Inspired Regenerative Medicine in Maastricht, the Netherlands, where he worked on the design and fabrication of microfluidic devices to investigate cell-material interactions, particularly those related to bone growth and remodeling. At NIST, Alex's research with Darwin Reyes-Hernandez focuses on the development of instrumented microfluidic tissue-on-chip platforms using the BioMEMS project's unique competencies in flexible electrode fabrication to rapidly assemble and automatically monitor biomimetic model barrier tissues.

Alexander Zestos

Alexander Zestos is a Visiting Researcher in the Microsystems and Nanotechnology Division and currently an Assistant Professor of Chemistry at American University with a joint appointment in the Center for Behavioral Neuroscience. He is an interdisciplinary bioanalytical neurochemist that uses voltammetry and liquid chromatography mass spectrometry to measure neurotransmitter levels. He has published several articles in top journals including Nature publishing group and the American Chemical Society. His laboratory develops carbon and metal microelectrodes to enhance neurochemical detection with fast scan cyclic voltammetry. He has many collaborations including with neuroscientists and biologists where he studies neurochemical dynamics in zebrafish, mice, and rat models. This work has vast implications for neuroscience including studying drugs of abuse, diabetes, and other diseases.

Alison Kahn is an Electronics Engineer with the National Institute of Standards and Technology (NIST) Public Safety Communications Research (PSCR) Division in Boulder, Colorado. Alison is currently the Project Lead for First Responder Personal Area Network research, sponsored by the Department of Homeland Security Science and Technology directorate. This project is working to identify and address barriers in the assimilation and utilization of Internet of Things (IoT) data during first responder field operations. Alison has 18 years of experience in the telecommunications industry. Before joining PSCR in 2016, she worked on end-to-end device interoperability programs for cellular network equipment manufacturers. She also worked with commercial wireless carriers to develop and implement customized test plans used to ensure that device vendors could meet both customer required and industry standard interoperability with cellular network equipment.

Dr. Andrew Wilson is the Chief of the NIST Quantum Physics Division and the lead for the quantum information science program at NIST. He is based at JILA, the joint institute of NIST and the University of Colorado Boulder. Dr. Wilson is also the NIST Program Official for the Quantum Economic Development Consortium (QED-C), working to enable and grow the US quantum industry. He represents NIST on the QED-C Steering Committee. Dr. Wilson is engaged in interagency activities that provide US government support for quantum information science and technology with transformative potential. Previously, Dr. Wilson was a NIST staff Physicist and project leader in the Ion Storage Group of the NIST Time & Frequency Division. He performed quantum-information experiments on high-fidelity coherent control of atomic ions to explore applications of quantum entanglement including quantum logic and computing, quantum simulation, and quantum-enhanced precision measurement. A major emphasis of the group's research is the development of techniques and tools that will be needed for large-scale, fault-tolerant, quantum-information processors. Before working with trapped ions at NIST, Dr. Wilson's research focused on Bose-Einstein condensates, quantum degenerate Fermi gases, and precision laser spectroscopy of neutral atoms and molecules. Dr. Wilson completed his PhD in AMO Physics at the University of Otago (NZ) in 1993, he was a postdoc in the Clarendon Laboratory at the University of Oxford (UK), and then a faculty member in the Physics Department at the University of Otago. He joined NIST in 2010.

Ms. Barbara Goldstein serves as Associate Director of the Physical Measurement Laboratory, the largest operational unit at NIST consisting of approximately 1300 staff and associates and two joint institutes, and which is responsible for realizing and disseminating rigorous measurements to support commercial, defense and research enterprises. Ms. Goldstein manages the "NIST on a Chip" program which is establishing a new paradigm for precision measurement dissemination through a suite of deployable, fit-for-purpose, quantum-based standards to be embedded in products or installed at user sites. Ms. Goldstein served as an Embassy Science Fellow in fall of 2021, hosted by the U.S. Embassies in the Netherlands, Denmark and Finland, and is continuing to work with the quantum communities in the region to foster international quantum collaboration. She chairs the international IMEKO TC25 on quantum measurement and quantum information, led a standardization outlook and maturity assessment subgroup of the UN-based ITU-T Focus Group on Quantum Information Technology for Networks, and developed a standards landscape through the Quantum Economic Development Consortium. She previously led the development of e-commerce standards that have been used in hundreds of thousands of business transactions; led roadmap efforts for the Internet of Things and factory automation; and developed and led the NIST Technologies for the Integration of Manufacturing Applications program which competitively awarded a cost shared research portfolio of approximately $150M. Prior to joining NIST in 1992, she implemented information management systems at McDonnell Douglas (now Boeing).

C. Cameron Miller is a research chemist in the Sensor Science Division at NIST and the group leader of the Optical Radiation Metrology Group since 2014. Corey Stambaugh is the Chief of Staff of the Physical Measurement Laboratory (PML) within the National Institute of Standards and Technology (NIST). He was previously the Senior Policy Advisor and Industrial Liaison for the National Quantum Coordination Office at the White House Office of Science and Technology Policy (OSTP) where he led activities around workforce development and industry engagement for quantum information science. Stambaugh also served as co-chair of the National Science and Technology Council (NSTC) Subcommittee on Quantum Information Science's Interagency Working Group (IWG) on the Quantum Workforce and on IWG on End-Users. In these roles, he contributed to several reports related to the National Quantum Initiative that can be found on quantum.gov. Additionally, Stambaugh serves as Executive Secretary for the NSTC Subcommittee on Microelectronics Leadership. Before going on detail to OSTP, Stambaugh was a staff physicist in the Quantum Measurement Division within PML where he carried out research on a variety of topics focused around precision measurement, micro-fabricated devices, and mass metrology. Stambaugh is a past NIST-NRC Postdoctoral Research Associate and recipient of the NIST Allen V. Astin Measurement Science Award. Stambaugh earned a Ph.D. in physics from the University of Florida and a B.Sc. in physics with a minor in Computer Science from the Ohio State University. As an NSF International Postdoctoral Fellow, he carried out research at Seoul National University in South Korea. He is also an Adjunct Professor of Physics at Montgomery College.
