Amy Fairclough holds a B.S. degree in Zoology from Liverpool University. Ms. Fairclough joined the PSE team in 2014 bringing five years of management experience. Ms. Fairclough currently has over five years of experience in supporting technical staff and over nine years of experience in leading a team.

Andrew D. Milne graduated Magna Cum Laude with a B.S. degree from Louisiana Tech University. Mr. Milne joined PSE's team in 2011 bringing with him approximately 13 years of experience in the insurance industry, including approximately 10 years of experience related to the investigation of homeowner insurance claims. Mr. Milne currently has over 14 years of experience in the forensic investigation of existing structures. Mr. Milne is certified by the Federal Aviation Administration as both a Flight Instructor as well as a Remote Pilot (sUAS).

Anthony M. Andriano, P.E. holds a B.S. degree in Electrical and Computer Engineering from Lipscomb University in Nashville, TN. Mr. Andriano joined PSE's team in 2014 with five years of analog and digital VLSI design and debug experience and he currently has 13 years of experience designing software (C, C++, Python, Javascript, REST APIs, and others) as well as embedded firmware.
He currently has 10 years of experience designing industrial and commercial analog and digital circuits including SMPS power supplies and four years of experience in satellite communications (SATCOM) including ground-station design, link analysis, protocol implementation (primarily CCSDS and AX25). He also has over seven years of experience consulting for residential and commercial electrical service code compliance, installation, design, and planning.
Garrett T. Ryan, P.E., D.F.E. is an Associate Principal Structural Engineer for Paragon Structural Engineering, LTD. (PSE), a structural design and forensic investigation firm based in Plano, Texas. Mr. Ryan holds a B.S. degree in Architectural (Structural) Engineering from the University of Texas in Austin. Mr. Ryan is a Licensed Professional Engineer in 7 states, is a Board Certified Diplomate in Forensic Engineering by the National Academy of Forensic Engineers, is Building Envelope Trained and Certified by the Building Envelope Science Institute, is a Certified Windstorm Inspector by the Texas Department of Insurance, and is also a Model Law Engineer with the National Council of Examiners for Engineering and Surveying (NCEES).
Mr. Ryan currently has over 14 years of experience leading technical staff in the structural design and forensic investigation of planned and existing structures. Mr. Ryan's forensic expertise includes building envelopes, soil-structure interactions, perfo rmance of structural systems, and determination of cause origin, and extent of peril damage. Mr. Ryan has performed hundreds of forensic investigations, and he has authored dozens of expert reports for use in mediation, arbitration, and/or litigation. Mr. Ryan has performed dozens of presentations and private training sessions to educate builders with regard to the construction and performance of building envelopes.

Haley H. Kilgore, P.E. holds a B.S. degree in Mechanical Engineering from Southern Methodist University. Mrs. Kilgore rejoined PSE's team in 2019 bringing with her approximately nine years of structural design and forensic experience. Mrs. Kilgore also holds an M.A. in Teaching and she taught high school math in New York City for five years.

Jared M. Rodriguez holds a BS in Mechanical Engineering from California State University Fullerton and is currently pursuing his MSME at University of Texas Arlington. Mr. Rodriguez joined PSE's team in 2022 bringing with him over 3 years' experience in quality control and inspection in manufacturing. Mr. Rodriguez currently has one year of experience in engineering and mechanical design.

Jocelyn E. Citty, P.E. holds a B.S. degree in Architectural (Structural) Engineering from the University of Texas in Austin. Ms. Citty joined PSE's team in 2013 bringing with her approximately three years of structural design experience. Ms. Citty currently has over seven years of experience leading technical staff in the structural design and forensic investigation of planned and existing structures.
Joseph P. Roberts, MECE, PE, SE holds a B.S. degree and an M.E. degree in Civil Engineering with Structural Emphasis from the University of Texas at Arlington. Mr. Roberts joined PSE's team in 2020 bringing with him approximately eleven years of structural engineering and project management experience. Mr. Roberts currently has over fourteen years of experience in structural design and forensic investigation of planned and existing structures.
Lauren E. Kelley, MSCE, PE, holds a B.S. degree and an M.S. degree in Civil Engineering from Texas A&M University. Ms. Kelley joined PSE's team in 2020 bringing with her approximately two years of structural engineering and project management experience. Ms. Kelley currently has over five years of experience in structural design and forensic investigation of planned and existing structures.

Mitchel X. Vargas holds an associate degree in Applied Science in CADD from the Arts Institute of Dallas. Mr. Vargas joined PSE's team in 2017 bringing over 20 years of experience in drafting using AutoCAD. Mr. Vargas also brings over 22 years of experience as a forensic engineering technician working with insurance companies, lawyers, and private contractors. Mr. Vargas currently holds certification from the American Concrete Institute as a Concrete Field Testing Technician - Grade 1.

Nicholas D. Kemper graduated Cum Laude with a B.S. Civil Engineering degree from The University of Texas at Arlington. Mr. Kemper joined PSE's growing team in 2023, bringing over a year of landscape design, construction, and maintenance experience.
Peter E. Rabner, M.S.C.E., P.E. is a Senior Structural Engineer for Paragon Structural Engineering, LTD (PSE), a structural design and forensic investigation firm based in Plano, Texas. Mr. Rabner holds a B.S.and M.S. in Civil Engineering (Structural Emphasis) from Brigham Young University in Provo, Utah. Mr.Rabner is a Licensed Professional Engineer in 23 states, is a FEMA Structural Specialist (St.S.) and is also a Model Law Engineer with National Council of Examiners for Engineering and Surveying (NCEES). Mr. Rabner currently has over 16 years of experience leading technical staff in the structural design and forensic investigation of planned and existing structures. Mr. Rabner's structural design experience includes analysis and engineering of large, custom single-family residences, multi-family complexes, and ancillary structures (hundreds of miles of retaining walls and screen walls, and swimming pools). Mr.Rabner's forensic expertise includes extent of peril damages, determination of cause origin, performance of structural systems, soil-structure interactions, and building envelopes. Peril assessments include claims relating to hurricane damage, tornado damage, fire damage, and vehicle structure collision. Mr. Rabner has performed hundreds of forensic investigations and he has authored hundreds of experts reports for use in mediation, arbitration, and/or litigation. In addition, Mr. Rabner has provided expert witness testimony in dozens of court cases.
Peter N. Aliogo, Jr. MSCE, EIT holds a Double Major BS in Civil and Mechanical Engineering from Worcester Polytechnic Institute, MA, and a MS in Civil Engineering with a focus on Structural Engineering from Georgia Institute of Technology. Mr. Aliogo joined PSE's team in 2024, bringing with him over 2 years' experience civil, structural, and mechanical design experience.

Rob H. Shirley holds a B.S. degree in Construction Science from Texas A&M - Commerce. Mr. Shirley joined PSE's team in 2015 bringing with him approximately 16 years of concrete construction experience. Mr. Shirley currently holds certifications from the International Code Council (Residential Building Inspector & Structural Masonry Special Inspector), the American Concrete Institute (Concrete Field-Testing Technician - Grade I), the Post-Tensioning Institute (Level 1 Unbonded PT - Field Installation, Level 2 Unbonded PT - Inspector), and the American Concrete Institute (ACI) (Certified Concrete Construction Special Inspector)
Sarah R. Roach, MSAE, PE, holds a B.S. degree and an M.S. degree in Architectural Engineering with Structural Emphasis from Kansas State University. Ms. Roach joined PSE's team in 2023 bringing with her approximately eleven years of structural engineering and project management experience.

Victor Martinez has been a partner of Paragon's since 2005, joining the PSE team full time in 2019. Mr. Martinez brings over 17 years' experience in engineering design drafting, forensic drafting and experience in the field as a forensic engineering technician.
