Chad Collin

Chad Collin is Process Safety Consultant and Account Manager at Resource Compliance where he provides guidance in the preparation and implementation of Risk and Process Safety Management programs. He has extensive experience in agribusiness, working with the citrus industry as well as cross commodity organizations throughout the San Joaquin Valley and the state. Chad graduated from California State University, Fresno and is a Certified Assistant Refrigeration Operator (CARO).

Daniel Russell

Daniel graduated from California Baptist University with a degree in Education. Additionally, he is a Certified Assistant Refrigeration Operator (CARO) through the Refrigerating Engineers & Technicians Association (RETA).

Nate Torres

Nate Torres is the Operations Manager at Resource Compliance where he is responsible for sales and marketing, as well as assigning and overseeing the work performed by the Process Safety Consultants and other staff. His background in the agriculture industry gives him a keen understanding of what it takes to make a successful business in California. He is also responsible for expanding RMP/PSM/CalARP, CARB RMP, SPCC, and HMBP consulting services. He also provides expertise in the preparation and implementation of Risk and Process Safety Management programs, Refrigerant Management Programs, Spill Prevention, Control, and Countermeasure Plans, and Hazardous Materials Business Plans. Nate graduated from California State University Fresno with a degree in Business Finance. Additionally, he is a Certified Assistant Refrigeration Operator (CARO) through the Refrigerating Engineers & Technicians Association (RETA) and a certified SP001 AST Inspector through the Steel Tank Institute (STI).

Peter Thomas - President

Peter Thomas is the President and Senior Engineer at Resource Compliance where he oversees all aspects of the organization's quality and business improvement efforts, such as developing PSMWriter applications, administering the process safety services, training and coaching employees, and facilitating change throughout the organization. Peter has extensive knowledge of Risk and Process Safety Management written programs and implementation. He was one of the founding owners of Resource Compliance and a driving force behind the development of PSMWriter web-based software. He has participated as the leader of numerous process hazard analyses, compliance audits, mechanical integrity inspections, and seismic assessments. This experience has given Peter extensive knowledge of chemical regulations which has provided him with the opportunity to speak at multiple seminars on the following topics: ammonia awareness, mechanical integrity, process safety management implementation, and emergency response. He has a degree in mechanical engineering from California Polytechnic State University San Luis Obispo. In addition, he is a licensed professional engineer, a Certified Industrial Refrigeration Operator (CIRO), a LEED Accredited Professional, and a Certified HazMat/WMD Instructor for first responder operations and awareness.

Sam Yorke

Sam Yorke is a Process Safety Technician at Resource Compliance where he provides expertise in the preparation and implementation of Risk and Process Safety Management programs. Sam also oversees the Air Resources Board Refrigerant Management Programs for facilities with Freon refrigeration systems. He has extensive experience in managing client accounts as well as navigating state and federal laws. Sam graduated from Fresno State University with a degree in Economics.

Tommy Rios

Tommy Rios is a Process Safety Engineer at Resource Compliance where he provides engineering expertise related to the RMP/PSM/CalARP regulations. Tommy has extensive experience developing Process Safety Information for ammonia refrigeration systems. Tommy is working to complete his degree in mechanical engineering from California State University, Fresno. Additionally, he is a Certified Assistant Refrigeration Operator (CARO) through the Refrigerating Engineers & Technicians Association (RETA).

Uriah Donaldson

Uriah Donaldson is a Process Safety Consultant and Account Manager at Resource Compliance where he provides expertise in the preparation and implementation of Risk and Process Safety Management programs. Uriah has extensive knowledge of process safety regulations, compliance audits, PHAs, and specializes in helping facilities implement complex regulations in common-sense ways. Uriah graduated from California State University Fresno and holds certifications from the Board of Certified Safety Professionals (OHST), the Refrigerating Engineers and Technicians Association (CARO), and the California Specialized Training Institute (Hazwoper FRO). Uriah is also an accomplished teacher and public speaker. He has taught numerous classes and seminars on process safety topics at a variety of venues and has presented technical papers at the RETA and IIAR National Conferences. In 2023 Uriah received the "Award for Presentation Excellence" at the IIAR National Conference for his paper: "The Cost of Non-Compliance: An Objective Analysis of Federal EPA's Enforcement at Ammonia Refrigeration Facilities."
