Christopher Orr

Job Titles:

Dr. Orr's clinical career spans 18 years. He began as Navy Hospital Corpsman and Medical Laboratory Technician. During his enlisted service, he received his Bachelor of Science degree from George Washington University. Subsequently, he was awarded the Navy's Health Professions Scholarship to attend Stanford University's Physician Assistant Program, while at the same time earning his Master of Science from St. Francis University. After receiving his officer commission, he served as a physician assistant in family medicine for four years and deployed to Afghanistan's Helmand Province with the United States Marines, in support of Operation Enduring Freedom. He finished his military career at the rank of Lieutenant. Dr. Orr had trained and practiced in Orthopedics, sports medicine and pediatric orthopedics before transitioning to occupational medicine, where he operated employee health clinics in several international locations in support of military special operations from 2013-2018. In 2018, he enrolled with the University of Lynchburg to earn his Doctorate of Medical Sciences degree while working as clinical sub-investigator for neuropsychological and neurocognitive research. Dr. Orr joined Safety Controls Technology (SCT) in fall 2019. He was tasked with forging the path of success for SCT Medical Clinic that opened their doors November 2019. Giving all credit to the abilities and professionalism of his staff, his transformational leadership style has reshaped the dynamics of the SCT Medical team and the impeccable service they provide their clients. The SCT Medical team has been successful by establishing community partnerships that allow companies to meet their strategic goals through SCT's occupational medicine and safety services. Servicing over 700 companies and large municipalities, SCT Medical Clinic's success has allowed the opportunity to open SCT Medical Clinic satellite locations in Lake County, Ohio and Broadview Illinois. Dr. Orr's current operational objective is to maintain the catapult trajectory that has become SCT Medical Clinic's success. The expert knowledge amongst SCT professionals of occupational medicine, safety services, OSHA expert witness and staff augmentation spans over 100 years. Dr. Orr looks forward to the opportunity of sharing SCT's capabilities and services with new and already thriving companies.

Gail Grueser - President

SCT was co-founded in 1999 by President Gail Grueser. Under Gail's leadership, SCT provides world-class comprehensive occupational safety and health solutions. Her vision is to build an organization that provides clients with the tools they need to meet OSHA compliance and standards. Gail received a bachelor's degree from Cleveland State University and a master's degree from Kent State University. She is a licensed substance abuse professional, social worker, and educator. Ms. Grueser brings her passion for education and knowledge to her clients, ensuring they implement the highest standards of safety and care to their workplace. She is responsible for the development and measurement of key performance indicators to monitor company operations. She works closely with senior staff to ensure proper policies are in place for effective administration. Gail also directs SCT's Occupational Health Services division, which provides training, medical monitoring, and drug screening. She believes a collaborative, democratic team-building process is the best way to ensure results. She works closely with her team members and clients every step of the way and it is this approach to business that has enabled SCT to receive industry-wide recognition and keep the company growing.

Jay Medlock

  • Director of Compliance Services
Jay Medlock has been a part of SCT for 10 years and has provided expert witness on OSHA compliance cases, hazard abatement incidents, machine guarding, expert witness cases, and research. Mr. Medlock attended Ohio University and completed his bachelor's degree in 2009. He went on to achieve his master's degree from Hult International Business School in 2011. He is also a Certified Safety Professional. He joined SCT in 2011, holding multiple positions including Occupational Safety and Health Technician, Assistant General Manager, and Director of Small Business. He has overseen many large-scale projects in our Construction Division, including glass furnace demolitions and reconstructions as well as shield building projects for nuclear plants. He was also the Environmental Health and Safety Manager for Cuyahoga County, where he directed site safety audits, program development, and other responsibilities. Jay believes that his team motivates him to be his best self. He enjoys taking on new challenges at SCT and assisting clients.

Joseph Ventura

Joseph Ventura is the current Chief Executive Officer at SCT and has been with the organization for over 20 years. He specializes in the field of Industrial Hygiene. He received a bachelor's degree from Cleveland State University and a Safety and Health Certification from Eastern Michigan University. Mr. Ventura also serves as SCT's principal industrial hygienist, providing expert witness services as well as employee training. He developed an expertise in industrial hygiene and employee training through his work with the International Union of Painters and Allied Trades (IUPAT). There he developed and directed the Occupational Safety and Health Department for the IUPAT DC6 in addition to his management responsibilities. Joseph was part of a team that developed an industry-wide respirator protection program for the uses of industrial painting. Additionally, he established model specifications for the protection of workers from lead poisoning. Perhaps his biggest achievement remains his research in the field of new technology to protect workers from crystalline silica. Mr. Ventura's goal is to make SCT a world-class company that provides the safest work environment for its clients.

Kelly Baker

  • Director of General Industry Services
Kelly Baker has been an integral part of SCT's General Industry Safety and Training Department since 2011. Ms. Baker specializes in machine guarding and lockout/tagout, developing solutions for complicated guarding matters and lockout concerns and serving as a recognized expert. As a part of the expert witness team, Ms. Baker has performed an integral role in preparing intentional tort, VSSR, and negligence cases. Ms. Baker routinely conducts gap analyses for clients to assist in the development of a more effective safety program, and frequently performs client-specific training. She received a bachelor's degree from Kent State University in 2002 and completed her master's degree at Cleveland State University in 2004. Ms. Baker enjoys working with the professionals at SCT, as the knowledge and experience of the team is not matched anywhere in the industry. She anticipates that future growth will continue to serve SCT clients well locally and nationwide.

Michael O'Donnell

As the Operations Manager, Mr. O'Donnell oversees a staff of more than 50 Occupational Safety and Health professionals who work throughout the United States providing services in the fields of general industry, construction, and glass manufacturing. Michael received his bachelor's degree from Villanova University in 1993. His goal is to expand SCT's operations coast to coast over the next three years. He believes that investing in professional staff with continuing education and improving operational efficiencies will lead the company to phenomenal growth. Mr. O'Donnell's philosophy is to empower his colleagues to do best by the client. In 2019, Mr. O'Donnell was instrumental in the launch of SCT's Safety Academy as well as the SCT Medical Clinic, an urgent care facility located in Parma Ohio.

Rob Medlock - SVP

Rob Medlock, Senior Vice President, has been a part of SCT for over 10 years. Under Rob's direction, his team has assisted clients in overcoming costly Occupational Safety and Health Administration (OSHA) citations and third-party claims. He graduated from Indiana State University in 1978 with a bachelor's degree in Safety Management. Mr. Medlock began his career with OSHA. He spent more than 33 years at the forefront of occupational safety and health. He is a skilled team builder who believes in the value of providing a safe workplace. As Area Director of OSHA's Cleveland Office for more than 19 years, he oversaw over 17,000 inspections and more than 40 significant cases. An expert in OSHA policy and compliance, he has been favorably recognized by the Department of Labor (DOL) for sustained performance and special projects imperative to the mission of OSHA. Rob is an expert negotiator. He has successfully settled thousands of cases involving OSHA Citations in addition to providing testimony for the Secretary of Labor in OSHRC. Additionally, he has conducted more than 150 public speaking engagements for OSHA. During his tenure with SCT, Mr. Medlock has provided expert safety consultation services to more than 250 companies. He has represented numerous companies in OSHA matters and helped to amicably resolve disputed cases. Rob is an authorized OSHA trainer with Mid America OSHA Education Center. During his time at SCT, one of his biggest accomplishments has been to expand legal expert witness services. He has served as an independent expert witness in numerous proceedings, including intentional tort cases, negligent complaints, and several OSHA Worker Compensation VSSR cases.

Steve Medlock

  • Construction Compliance Expert
Mr. Medlock has over forty years of practical construction and industrial safety related experience as well as a BS in Safety Management from Indiana State University. Mr. Medlock retired in July of 2021 from his position with OSHA as Safety and Health Compliance Specialist in Cincinnati OH. Part of his role with OSHA was as Region V's Fall Protection Coordinator. He is considered one of the foremost experts in Fall Protection Compliance nationwide. Serving in the capacity of OSHA Compliance Specialist, Steve has testified as an expert witness, conducted approximately 3,000 OSHA inspections, hundreds of which were fatality or accident related, and provided technical assistance to OSHA in developing directives and regulations. He has authored articles which have appeared in trade publications and he has provided technical design assistance to a number of fall protection manufacturers. Additionally he has trained hundreds of Safety Professionals throughout the Nation on fall protection regulations, devices and systems. Steve has also been recognized by the United States Air Force Safety as an industry leader and subject matter expert in presenting fall prevention topics. These achievements culminated in Steve receiving one of OSHA's highest individual honors, Champion of the Year. As a Senior Occupational Safety and Health Specialist for SCT, Steve will be leading a team to assist clients in complying with OSHA Fall Protection Standards and assisting clients in civil litigation. With this addition, SCT boasts the most competent compliance experts in Fall Protection, Control of Hazardous Energy, Machine Guarding, and Trenching and Excavating.
