Charlie Shipp

When it comes to Washington politics, it is not this Texan's first rodeo. Charlie served in the White House, led Congressional Affairs for AT&T, and paved the way for pioneering investments in large-scale renewable power. Charlie began his career working in government relations at AT&T. In 1989, President George H.W. Bush selected Charlie to serve as a White House Fellow assigned to the U.S. Department of Agriculture. After leaving the White House, Charlie returned to AT&T as Vice President of Congressional Affairs. In this capacity, he managed over 15 internal lobbyists and 20 outside consulting firms responsible for all the company's issues before Congress. Charlie also managed AT&T's federal political action committee (PAC) of over $2 million per election cycle. With the founding of SC Partners, Charlie continued his work on telecommunications with a focus on prepaid wireless services and sustaining the Lifeline program, which provides essential telecommunications support for low-income Americans. In addition, Charlie worked with pioneers in solar energy to secure research and development funds, and then bridging the "valley of death" between the laboratory and commercial deployment. He has brought his business acumen to bear on creating workable financing programs and federal tax incentives to deploy renewable energy at scale in the United States. Charlie earned an MBA from the University of Texas, and BA from the University of Colorado Boulder.

Joseph Snow

Joseph Snow has been with SC Partners since 2008-working on a variety of renewable energy, energy efficiency, agriculture, and telecommunications issues. He provides our clients with reports and analysis on issues of interest. He also organizes meetings with government leaders and other activities on behalf of clients. Prior to joining SC Partners, he was a legal assistant with an international trade law firm in Washington, DC, and Program Assistant at the National Defense University. He has a BA from Brigham Young University in Provo, Utah, and MPA from the University of Baltimore.

Katie Cullen

Katie began her Washington career as Deputy Director of the House Radio-TV Gallery, where she got to know then junior Members of Congress and staff, who are now leading figures in U.S. politics. After leaving Capitol Hill, Katie served as Vice President for the Integrated Waste Services Association, the leading trade organization for the waste energy industry. During her tenure, she was responsible for implementing renewable portfolio standards (RPS) in various states around the country. Katie also served as Vice President of Public Affairs for the U.S. Conference of Mayors representing the mayors of America's largest cities. Since founding SC Partners, Katie is leading advocate for clean and renewable energy resources as an engine of innovation, economic development, and job creation. Katie expanded the breadth of her energy and environment policy experience working on issues related to solar, onshore and offshore wind, combined heat and power, waste heat to power, battery storage, ethanol, waste-to-energy, electrochromic glass, transportation, and recycling. Katie has appeared on speaker expert panels at a variety of political and energy industry conferences. Katie received her BA from the University of Miami, Coral Gables and studied at the Washington Consortium for American Government in Washington, DC.
