Andrew Rocheleau - EVP, President

Mr. Rocheleau joined Sea Engineering, Inc (SEI). in 2006 as an engineer supporting oceanographic studies, wastewater effluent studies, and offshore renewable energy projects. The latter included responsibility for deployment of the only grid connected wave energy conversion devices in the U.S. In 2014 Mr. Rocheleau was promoted to Marine Operations Manager under which he was responsible for offshore marine operations, including commercial diving; and vessel and remote operated vehicle operations. Mr. Rocheleau became Executive Vice President in 2018 with responsibility for the long-term performance of Engineering, Diving, Remote Vehicle and Maritime divisions. Mr. Rocheleau ‘s current efforts include these activities as well as growing activity in offshore renewable energy and emergency response and salvage. Mr. Rocheleau works closely with federal, state and county governments on a wide range of projects and has completed projects in Columbia, Costa Rica and throughout the Pacific Rim."

Chris Conger - VP

Mr. Conger is Vice President of Sea Engineering, and director of the firm's engineering division. He is experienced in sediment analysis, coastal processes analysis, sea level rise impact analysis and adaptation assessments, acoustic analysis, geospatial analysis, image processing and analysis, DEM creation and analysis, and statistical analysis. Mr. Conger has specialized experience in data analysis and processing using a range of different software applications and techniques. Previously, Mr. Conger worked with the University of Hawaii Sea Grant Program, where he helped develop the State's shoreline certification program and the Coastal Lands Program at the Hawaii Department of Land and Natural Resources. He also served as the State's first Shoreline Specialist and was tasked with identification of shoreline locations, resolution of encroachments and land use entitlements, lands, and evaluation of potential violations on submerged lands. In addition, Mr. Conger is a U.S. Navy trained diver, and an Association of Diving Contractors certified commercial diver and dive supervisor."

Paul Roberts

Mr. Roberts is a PE Civil Engineer/Diver, specializing in above and below water structural inspections and assessments of bridges and other waterfront structures, as well as analysis and design of waterfront and coastal structures. Mr. Roberts routinely develops reports and other documents which evaluate the structural condition of inspected facilities and provide recommendations for repair/rehabilitation. He also generates contract documents for recommended repairs, including regulatory permit applications, construction drawings, cost estimates, and contract specifications. Mr. Roberts is a registered professional Civil Engineer in Hawaii and California and an Association of Diving Contractors International (ADCI) Air Diving Supervisor.

Ryan Arfman

Ryan Arfman is a veteran of the construction industry in Hawaii with a focus on concrete structures, civil works, temporary structures, and hoisting. His current efforts are centered around collaborating with the project teams to ensure quality execution on all phases of Sea Engineering's construction projects. In addition to technical interests, Ryan is passionate about implementing sustainable strategies to waterfront construction. A graduate of Purdue University, Ryan also holds professional certifications from the American Concrete Institute and the US Green Building Council. W. Patrick Ross - CEO

Mr. Ross is theCEO of Sea Engineering, Inc. He has over 40 years' experience in diving, underwater construction, construction project management, quality control management, salvage, and inspection projects throughout the Pacific Basin, including Alaska and California, and in Puerto Rico. Mr. Ross has over 40 years of marine construction experience with a focus on marine pipeline construction and repair, pier and wharf construction and repair, and marine hazardous waste search and recovery. He has worked closely with federal, state, and county governments.
