Glen A. Dugger

Biography Glen A. Dugger is a partner with Smith and Hale LLC. His practice primarily concerns land use, zoning, economic development and real estate transactions arising from development. Glen's practice is generally focused in the central Ohio suburbs, with a concentration in Reynoldsburg, Hilliard, and Gahanna, where he has participated in many land use decisions for more than two decades. Like his colleagues at Smith and Hale, his practice often takes him before various boards, planning commissions and city councils throughout central Ohio. Mr. Dugger participated in two of the largest annexations in Ohio history (Marysville southeast in 1994 and New Albany in 1988), several of the largest and most complicated real estate assemblages in central Ohio (Easton Mall 1986-1990, New Albany 1986-1992, and the Limited's Reynoldsburg campus, 1989-1992), and conceptualized or helped structure numerous complicated partnerships between his real estate development clients and local governments. In addition to zoning and land use issues, Mr. Dugger has expertise with the intricacies of a variety of economic development tools including tax increment financing, job creation tax credits, and community development authorities. Glen has also represented several central Ohio suburbs (Grandview, Powell, and Marysville for example) on complex economic development issues. Glen grew up in Columbus, Ohio, attended Ohio University on an athletic scholarship, graduating in 1981, and then began working for Smith and Hale in 1982 as a law clerk, and continued with the firm upon graduation from The Ohio State University College of Law in 1984. He and his wife Joan have three children and live in Upper Arlington. Jackson B. Reynolds III

Biography Jackson B. Reynolds III has been a partner with Smith and Hale LLC for the past nine years and with the firm for a total of 16 years. Jack works primarily in the areas of zoning, annexation, land use and other real estate and governmental matters. During Jack's tenure he has practiced in Franklin County and all the counties surrounding Franklin County dealing with all forms of governmental and civic bodies which has allowed him to establish contacts with those entities and thereby develop an expertise with the various codes and regulations and has established relationships with the various boards and individual members that has helped to successfully conclude cases for his clients. Jack's experience has allowed him to practice before a variety of county common pleas courts, environmental courts and the court of appeals in the Central Ohio area.

Jeffrey L. Brown

Biography Jeffrey L. Brown is a partner with the law firm Smith & Hale specializing in zoning, land use and municipal law. He has been with the firm since 1979. Mr. Brown has been involved in the zoning of major Central Ohio development projects such as Easton Town Center, OSU/Campus Partner's Gateway, and Tuttle Mall. Mr. Brown appears on a regular basis before the Columbus Graphics Commission, Columbus Development Commission, and Columbus City Council as well as other city and township entities. He has extensive experience working with Central Ohio Civic Associations and Columbus Area Commissions. Not all of Mr. Brown's work has involved large-scale projects. For example, recently he used his expertise to assist The Wellington School with its expansion program. On a regular basis Mr. Brown works with developers, small business owners, churches, non-profit organizations, and homeowners to resolve zoning and land use issues. His goal is always to communicate with each client, the pertinent government entities, civic association, and if applicable, the neighbors to create the optimum result for all parties. Mr. Brown is licensed to practice law in both Ohio and Florida. He is a member of the Columbus Bar Association Admissions Committee. Mr. Brown has lectured on land use law and the zoning process to various legal and real estate groups and civic associations. Jeff and his wife, Amy, reside in Upper Arlington.
