Alex Blosser

Alex serves as an Associate in Strategies 360's Oregon office, supporting the team's various projects and ensuring the office runs smoothly day-to-day. With a background in Oregon politics starting as a youth campaign volunteer, Alex developed expertise in records management, research, and data analysis and statistics. In Oregon, Alex supports clients with bill tracking, research, and scheduling. Prior to S360, Alex worked as a legal assistant, providing administrative support for civil proceedings. During the 2022 midterm elections, Alex worked for the Democratic Party of Oregon recruiting and managing volunteers for state and local races. Alex's team canvassed hundreds of doors and made thousands of calls weekly, building and maintaining relationships across Oregon neighborhoods. Alex is a graduate of Oberlin College with a B.A in Psychology and Economics, with a focus on statistical analysis. While in college, Alex led the Oberlin Forensics Team. Alex is a lifelong Portland resident with a passion for the environment, who loves the climate and natural beauty of Oregon.

She specializes in content development, creating compelling messages and human-centered stories to amplify client's outreach goals. Additionally, she is skilled in strategic communications planning, earned media support, social media planning, speech writing, event planning and brand communications. Alyson has a passion for DEI-conscious projects that amplify oft underheard voices. In her time with S360, Alyson has worked closely with education, environmental, social justice, housing, transportation and tech organizations. Notably, she has written work that has been featured in publications including The Hill, LA Times, CalMatters, SF Chronicle, The Portland Tribune, The Oregonian, Tacoma News Tribune, The Olympian and the Spokane Review. Her work has helped pass statewide funding for early childhood education, youth criminal justice reform, and comprehensive affordable housing policies. Alyson cut her teeth in policy communications as the Marketing and Communications Strategist for 1000 Friends of Oregon. Here her work supported the passage of the 2017 transportation package with robust funding for transit, pedestrian, e-vehicles, and bikes. She also delivered successful communications support and plans for pro-housing and affordable housing bills, and land use policies that protect farms and forests. Previously, she served both the Oregon Museum of Science and Industry and Oregon Public Broadcasting as a corporate fundraiser. Andy Winer - EVP

Andy co-leads S360's DC office with Executive Vice President Tylynn Gordon. He brings more than three decades of experience in federal service, campaigns, government relations and the law. Though based in Washington D.C., Andy supports and advises Strategies 360's offices across 12 western states. He is particularly well-versed in policies involving appropriations, telecommunications, climate change, energy, transportation, science, health, tourism, and indigenous peoples. Andy was most recently Chief of Staff to Senator Brian Schatz (D-HI), whom he had served since 2013, shortly after the Senator took office. Prior to joining Senator Schatz's office, Andy was a political consultant based in Hawaii. He headed Barack Obama's presidential campaign in Hawaii in 2007-8, led strategy for Schatz's successful 2014 and 2016 campaigns, was a senior adviser to Mazie Hirono's (D-HI) successful campaign for the Senate in 2012, and the campaign manager for Senator Daniel Akaka's successful re-election campaign in 2006. From 2009 -2012, Andy was the Director of External Affairs and Director of Strategic Initiatives and Partnerships at the National Oceanic & Atmospheric Administration (NOAA) in Washington, DC. In addition to coordinating engagement strategies throughout the agency, he was heavily involved in inter-agency outreach following the 2010 Deepwater Horizon oil spill in the Gulf of Mexico. Andy practiced law in Hawaii for over 20 years. He founded and served as Managing Partner at Winer, Meheula & Devens. He earned a B.A. in political science and history from UCLA, and J.D from the University of California's Boalt Hall School of Law.

Arnold Phommavong - VP

Arnold Phommavong has been a creative director and designer for the past 10 years. He brings a human-centered approach to uncovering and solving brand and creative challenges. Arnold begins solving every problem by building a deep empathy for who he is designing for-understanding end-user needs, motivations, and challenges to create beautiful and seamless experiences in both print and digital environments. As part of our comprehensive approach, Arnold works closely with strategists, art directors, designers, and copywriters to create compelling designs that elevate clients' brands and tell their unique story. Arnold has created design systems for clients like KUOW 94.9, Adrift Hotels, Next Steps Idaho, University of Alaska Fairbanks, and the Port of Vancouver. He's worked with several Alaska Native Corporations including Bristol Bay Native Corporation, Koniag, Inc., and Sealaska. Before joining S360, he worked at Pyramid Communications, creating designs for Pacific Northwest institutions such as the Seattle Theatre Group, Pacific Science Center, KEXP, and the United Way. Previous to that, he spent a year volunteering with AmeriCorps VISTA serving as the marketing and outreach coordinator at OlyCAP to help underserved families and children on the Olympic Peninsula. Outside of work, Arnold is a community leader serving as a Vice President for AIGA Seattle, the Professional Association for Design. He oversees strategy for the organization's Design for Good initiatives-the Changemaker Series, which connects nonprofits to volunteer creative teams; Women Lead, programming to help advance womxn in design; and DEI work, focused on advancing diversity, equity, and inclusion across the organization and the greater Seattle community.

Aulia Syarifuddin

Austin Hicks

Prior to S360, Austin served as an aide to U.S. Sen. Maria Cantwell (D-WA) in Washington, D.C., where he worked to execute the office's outreach and communications strategy. Most recently, Austin served as deputy press secretary for the Democratic Governors Association. Here, he worked on a communications team advising the nation's top Democratic gubernatorial campaigns in challenging states such as North Carolina, West Virginia, Montana and Louisiana. Austin also worked as a field organizer on Congresswoman Suzan DelBene's (WA-01) 2012 electoral campaign and in the D.C. office of Congressman Derek Kilmer (WA-06). Prior to his work in D.C., Austin spent two summers working on a 58-ft commercial salmon fishing boat in Southeast Alaska. As a Snohomish County native, Austin enjoys all things outdoors, messing about in boats and believes unequivocally that trying new food is the best part of travel. He holds a bachelor's degree in political science from Washington State University.

Aya Samman

She has been a member of the Washington Government Relations team for four years, working on clients' policy priorities and representing them in Olympia during legislative sessions. Before joining S360, Aya worked as project manager at the University of Washington Evans School's Accelerating Social Transformation program - a unique experiential learning accelerator that exposes social-sector professionals to the nexus of social impact and exponential technologies. Having lived most of her life in the Middle East, Aya's international background gives her a unique perspective in her role as Government Relations & Public Affairs Manager. BethAnne Darby

BethAnne is a passionate advocate supporting organizations to achieve their missions. A champion for strong public policy to support the greater good, BethAnne's extensive experience includes public education, healthcare, public health, retirement security, labor unions, and public defense services for youth. Clients benefit from BethAnne's big picture problem solving using detailed analysis, strong communication, and effective advocacy. In her over 20 year career, BethAnne has served in non-profits, private businesses, and government institutions alike. As the Assistant Executive Director for Public Affairs at the Oregon Education Association, BethAnne made her mark on public education and labor. During her tenure she built effective grassroots coalitions internally and externally to support the political and communications strategies necessary to achieve the Association's goals for its 42,000 members. This included her leadership on strategic governance teams for high-stakes candidate and ballot measure campaigns, and as OEA's chief lobbyist for stable and equitable education funding, affordable healthcare, and retirement security among other subjects important to OEA. After the OEA, BethAnne served at the Oregon Health Authority where she delivered strategic communication and policy to improve access to healthcare for Oregon's one million Medicaid members. This required coordination across 4,000 OHA staff and stakeholders including tribal governments; labor unions; policymakers at local, state, and federal levels; the press; and other interested parties. Adept at driving strategic partnerships, BethAnne worked with Moda Health to develop and deliver approaches to governing complex regulatory structures. Her keen knowledge of health care systems and collaborative relationship building across multiple interests and organizations were pivotal as she led the internal process to develop and write Moda's strategic plans for two consecutive years. Most recently she led Spark Change Consultancy, helping with change management for institutions and their leaders. Her non-profit experience includes acting as the Interim Executive Director of Youth, Rights & Justice, which offers legal services for youth in need. BethAnne is a member of the Oregon State Bar and holds a JD from Willamette University College of Law and a BA in Humanities from UC Berkeley. She currently serves on the boards of Trillium Family Services and the Oregon state chapter of the National Alliance on Mental Illness. A former exchange student herself, BethAnne proudly participates as a family liaison with the American Field Service global student exchange program. Bobby Schueller

With a background in legislative affairs, education and entrepreneurship, Bobby provides clients and team members across Oregon with distinct insights that can only come from working with lawmakers and directly in public education. Bobby brings a rich set of skills including communications, strategy, and government affairs to deliver a host of solutions for client's projects. Prior to becoming a member of the S360 team, Bobby served in various roles with Oregon state Senator Sara Gelser, including Deputy Field Director for her Senate campaign, Legislative Assistant, and then as Chief of Staff, where he specialized in advising on Education and Workforce policy. Prior, he served as Legislative Assistant for Sara Gelser when she was State Representative and the House Chair of the Education Committee. Most recently, Bobby taught High School in the Salem Keizer Public Schools District. Bobby's experience in public education developed his skills and knowledge of K-12 education practices and policies. He has distinct experience advising school board campaigns and policy, campaign and messaging strategy, and campaign field strategy for public institutions. His blended experience as an educator and in the halls of the Capitol in Salem means clients will get a patient, knowledgeable strategist with the ability to understand the complex issues facing Oregon and, importantly, the skills to bring people together to help solve those issues. Bobby received his Bachelor of Science in Education from Western Oregon University. In 2015, Bobby and his wife joined together with another family to form The ALS Shootout, an annual charity golf tournament created to raise money for the ALS Association to help fund research to find a cure. In Bobby's words, he has "yet to find a better place in the world than the PNW!" and finds himself spending time in his absolute favorite places - Neskowin and Bend.

Brett Scolari

With over twenty years of experience, Brett has a proven track record of navigating complex regulatory frameworks through a blend of relationship building, legal knowledge, political savvy, and policy expertise. In his role as Vice President of Government Relations for S360 Nevada, Brett will advocate on behalf of clients to advance their interests in the Nevada Legislature and with key stakeholders at every level of government. Brett previously served as General Counsel and Director of Government and Regulatory Affairs for Tryke Companies where he oversaw their day-to-day legal, regulatory, political and government affairs activities and strategies. As part of Tryke's founding Executive Team, he helped guide the company from a start-up to a pioneering 500+ employee organization. With over seven years of direct regulated cannabis experience and previous experience in land use, regulated liquor, gaming and privileged licensing markets, Brett successfully managed the legal and regulatory issues for the company and its multiple licensed operations in the states of Utah, Nevada and Arizona. This included overseeing Tryke's critically important interactions with government agencies and elected officials in the highly regulated cannabis industry and leading the organization through a recent acquisition. After earning his law degree from Santa Clara University, Brett worked in private law practice in Nevada. He began his practice and was mentored at the Nevada based law firm Jones Vargas, focusing on state regulatory, land use, privileged licensing, gaming, taxation, redevelopment, clean energy and many other state and local government issues. Later on in his career he helped build the government affairs practice for Gordon Silver LLP. He also represented the Reno-Sparks Convention and Visitor's Authority for over ten years as its outside general counsel. A 5th generation Nevadan, Brett's family is steeped in the West. With great-grandparents who worked the land as ranchers, Brett values the unique landscapes and communities that make Nevada distinct.

Brooke Shabansky

Prior to entering the world of information technology, Brooke - who is an avid skier and hiker - served as a Senior Park Aide for the Washington State Parks and Recreation Commission. They hold a Bachelor of Applied Science in Computer and Information Systems, demonstrating their commitment to continuous learning and staying abreast of the latest technological advancements. In their free time Brooke loves staying active outdoors and is a music connoisseur.

Carol Freeman

Hailing from Moses Lake Washington, Carol holds a B.A. from the University of Washington for Theatre and Arts with an emphasis on screenwriting and directing, and a certificate from Pathstream in Facebook Digital Marketing with Content Strategy. Casey Brown

Prior to joining S360, Casey served as Senior Policy Associate for Cascade Government Affairs, an Olympia-based lobbying firm. He advocated on behalf of a wide array of clients, participating heavily in policy discussions between the Washington State Legislature and industry stakeholders. During his time at Cascade, he helped influence energy regulatory policy, address agricultural concerns, craft organics management policy, and participate in the future of aviation and aerospace in Washington. Casey graduated with a degree in Economics and Environmental Studies from Western Washington University. An advocate for those living with mental illness, he is a board member of NAMI Pierce County, serving as the board's legislative policy director. In the true spirit of the West, he loves spending time in the outdoors hiking, fishing, and camping. Look up, and you might see him flying an airplane around the Pacific Northwest.

Charles Fedullo

Charles has worked in academia as a journalism professor, media as a television reporter and politics as an aide to two Alaska governors. This experience gives him a unique understanding of what messaging and marketing works and what doesn't from the Beltway to Barrow, Alaska. Charles enjoys reading as well as cooking, fishing and hiking with his family. He lives in Anchorage with his wife Shannon and their three children. Chris Averill

Chris Averill serves as the Vice President of Communications and Government Affairs for the Montana S360 office where he helps clients tell their story to policymakers and the public. After a long career in and around government, Chris is an expert in translating complex policy issues into plain and persuasive language that connects with and motivates target audiences. Chris joined S360 after serving as Communications Director the Montana Office of Public Instruction. Before that, he served as Regional Administrator for the U.S. General Services Administration's (GSA) New England Region during the final two years of the Trump Administration. In that role, Averill oversaw all of GSA's operations in the six New England states, including management of federal real estate, information technology, acquisition, and fleet vehicles, while liaising industry partners and state, local, and Tribal governments. He also served as a Communications Advisor in GSA's Office of Congressional and Intergovernmental Affairs in the agency's Washington, D.C. headquarters. Chris previously spent seven years on Capitol Hill, as communications director for former U.S. Senator Olympia Snowe (R-ME) and Congressman Sam Graves (R-MO), as well as on the staff of the U.S. Senate Committee on Small Business and Entrepreneurship, where he handled a varied portfolio of issues including manufacturing, innovation, economic development, government contracting, military base redevelopment, and veterans entrepreneurship. In between his work in the public sector, Averill was Director of Federal Affairs at The New England Council, where he assisted member organizations with financial services, tax, and advanced manufacturing advocacy before Congress and the Executive Branch. Chris has worked on behalf of numerous Republican campaigns, including as Field Coordinator for Snowe's 2006 re-election, campaign manager for Charlie Summers for U.S. Congress (ME-1) in 2008, and on policy and communications working groups for several Virginia gubernatorial candidates. His service-minded ethos is reflected in his daily work to deliver a customized strategy for every client. Previously, he served as Vice President of Business Development for Northwest Strategies, developing deep and long-lasting relationships with local business, non-profits, and community organizations. CJ Keshap

CJ brings a passion for policy into every communications project she takes on as the Senior Associate of Communications for S360's Colorado practice. She provides clients with an array of communications services including developing messaging and talking points materials, drafting high-quality opinion editorials, letters to the editor and press outreach, and creating owned media content such as website copy and social media posts. CJ is particularly adept at organic social media management and digital design to support client's wholistic communications efforts. With a background in science writing, CJ aims to support clients advocacy work by improving how information is communicated to best resonate with the public and policy makers. Her goal is to improve communication between in the field experts and those that enact policy so that the issues Coloradans face can be addressed in and create active change in communities Before joining S360, CJ served as Digital Communications Director for Attorney General Phil Weiser's re-election campaign. With bi-partisan support, the campaign was a resounding success and he won reelection by 11 points. CJ earned double degrees in both Public Relations and Environmental Science from the University of Oregon. Orignially from the East Coast, CJ now calls Colorado home. She enjoys working on the new and engaging policies that are shaping the nation, and in her free time traveling, eating fun foods, and exlporing nature.

Claire Trevena

Claire brings a wealth of political and communications experience to her role as Senior Advisor. With nearly two decades in provincial politics in British Columbia, Claire understands how to move policies from ideas to implementation. She supports clients with strategic insights to advance their priorities at all levels of government. Formerly the Minister of Transportation and Infrastructure, Claire departed British Columbia politics on a high note. Her successes included introducing ride hail to the province; developing and implementing the province's first active transportation strategy; and developing a framework for project labor agreements. Claire spent more than 15 years as an elected MLA (Member of the Legislative Assembly) for the large rural constituency of North Island. Her legislative career included a broad range of opposition roles when the New Democratic Party was the minority party. In these roles, she addressed issues from women's rights through childcare to social development and, of course, transportation and infrastructure. She spent time working on Legislative committees for Children and Families, Finance, and Sustainable Aquaculture. Claire also served a term as a Deputy Speaker of the BC Legislature. Prior to entering electoral politics, Claire worked as a lead on strategic communications projects both domestically and internationally. She was a spokesperson with the UN, was the Chief Communications Officer in the Organization for Security and Co-operation in Europe (OSCE) Mission in Kosovo as well as in Canadian and US sponsored missions abroad. She has also worked on voter access in Iraq, corporate governance in Macedonia and projects from Guatemala to Bosnia and Herzegovina. Claire's roots are in journalism where she was a reporter, producer and editor for the BBC, The Guardian (UK), and the CBC among other organizations. She has covered international issues from human rights to war to the environment. She holds a B.A. (Honours) from the University of Birmingham and has a background in International Studies from Jacksonville State University. Claire lives on Quadra Island and loves camping, walking, cycling, gardening and reading.

Craig brings nearly 20 years of public relations, education, community outreach and non-profit experience to his work for Strategies 360's clients. He helps clients reach their goals by developing communications strategies, press releases and key messages, creative assets including infographics, videos and fact sheets, on-the-ground outreach and event management. As part of his work at S360, Craig developed a communications strategy and managed a marketing campaign that built awareness and encouraged students across Washington state to enroll in a manufacturing curriculum that prepares them for careers in this growing field. He works closely with clients to conduct public opinion research, implement paid traditional and digital media campaigns and develop videos and infographics that share the good work of educators and students. Craig's work also includes helping increase enrollment at early learning providers and at K-12 schools, assisting school districts pass their bonds and levies and promote science, technology engineering and math education with students, families and state and federal lawmakers. He also helping an organization communicate their diversity, equity and inclusion commitments. Before joining S360, Craig managed public relations for transportation projects in Washington state. He helped his clients tell their stories and show the public how they are spending tax dollars wisely. Craig's work included developing and implementing communications plans to change driver behavior, build support for infrastructure projects and position the client for future funding from the state and federal government. His work has been recognized by the Puget Sound Public Relations Society of America with Totem Awards for excellence in public relations. Craig served as the board president of the Asian Pacific Islander Community Leadership Foundation, a nonprofit organization that trains emerging leaders committed to social justice, community involvement and empowering and raising the collective voice of Asian Pacific Islanders. Craig graduated with a degree in journalism and public relations from Western Washington University.

Dan Musgrove has over 30 years' experience in the fields of communications, labor relations, and government affairs advocacy, in both the private and public sector. He has successfully negotiated labor contracts, developed and executed communication strategies, and delivered on major legislative and government relations advocacy strategies at the city, county, state, and federal level. Prior to S360, he founded his own government affairs practice, Dan Musgrove Advocacy, in 2010. Dan also served as Vice President of Government Affairs for a large Nevada-based law firm and was the chief legislative advocate for Clark County, Nevada; the University of Nevada Las Vegas (UNLV); and a principal lobbyist for the City of Las Vegas. Throughout his career, Dan has represented the largest Hospital System in Nevada, the City of North Las Vegas, the Nevada League of Cities and the Southern Nevada Health District. He also has experience with health insurance and property casualty insurance companies, commercial construction sub-contractors, and large national corporations. As a native Nevadan, born in Reno and a resident of Las Vegas for over 45 years, Dan loves Nevada and works to make his community better. Lily serves on S360's public affairs team in Washington state bringing expertise in strategic program management and stakeholder engagement for a proven track record of effective policy adoption. With her experience working alongside top public officials, Lily has successfully developed and executed campaigns designed to secure buy-in from communities, businesses, and political supporters. Prior to joining S360, Lily played a key role in developing the Innovation Cluster Accelerator Program at the Washington State Department of Commerce. Her efforts fostered the development and transformation of statewide industry ecosystems in clean energy, advanced technologies, aerospace, maritime, and bioscience. Lily also served as Governor Inslee's Deputy Finance Director in 2020. She managed recruitment and execution of high profile surrogate events, as well as staffed the Governor in high level meetings and events. She was his Director of Finance Operations on his presidential campaign, and the only full time member of his political staff during his chairmanship of the Democratic Governors Assocation. She got her start with the Governor in 2016 as a field organizer in Southwest Washigton. A graduate of Smith College with a degree in Government, Lily is a proud native of Washington state. During her free time, she can often be found on the ski hill or cycling. Her passion for youth sports shines through her coaching role with the Crystal Mountain Alpine team.
