Barry Collier

As a Project Manager, Barry Collier, AIA, brings a wide variety of project management experience to the design and construction of architecture and engineering projects. He is also an advocate for mentoring and training the development of new staff at T&L. Barry received his Bachelor of Architecture Degree from Virginia Tech and has been involved in over 100 construction projects, feasibility studies, and technical code reviews over the last five years. Barry is responsible for the overall project coordination and is the main point of contact between the Client and the Project Team. He will ensure that the necessary services are provided and the project is completed on time and within budget.

Billy David Altizer

Billy David Altizer, PE, LS is a graduate of West Virginia University receiving a Bachelor of Science Degree in Engineering of Mines. David serves as a Project Manager for T&L and will assist clients in identifying funding opportunities as well as writing and submitting funding applications. He is responsible for the overall project coordination and is the main point of contact between the Client and the Project Team. David will ensure that the necessary services are provided and the project is completed on time and within budget.

Brian Alderson

Brian Tew, MBA, serves as an Officer-in-Charge and Vice President of Business Development at T&L. He is a graduate of East Carolina University where he received his undergraduate degree in Urban and Regional Planning and a Master of Business Administration. As an Officer of the firm, Brian has experience in the management and construction of engineering and architectural projects. He is actively involved in the development of numerous water, wastewater, solid waste and industrial site development engineering projects across the region. Brian also brings valuable experience in the field of telecommunication and alternative engineering for energy resources across Virginia and West Virginia.

Christopher Stanley

Christopher Stanley, PE, is a graduate of West Virginia University with a Bachelor of Science Degree in Civil Engineering. Chris has experience in design engineering, construction project management, and facilities management. Donald "Butch" Wirt

Donald ‘Butch' Wirt, PE is a Project Manager, focusing on the needs of T&L's K-12 and economic development sectors. He is a graduate of Virginia Tech, where he has consistently expanded his education in the field of engineering while obtaining a Master of Science in Civil Engineering, Construction Management and Engineering; Master of Science in Biological Systems Engineering, Wood Engineering and Reliability and a Bachelor of Science in Biological Systems Engineering (formerly Agricultural Engineering). Before Butch joined T&L, he amassed well over 30 years of experience in the civil engineering and related fields and has experience in facilities engineering and management, construction administration, engineering design, building design management, and engineering research.

Erica Sunshine, AIA, LEED AP, is Director of Architecture for Virginia and oversees the planning and development of design concepts and alternatives. She also provides direct supervision of design architects and technicians. Erica is a graduate of Virginia Tech and is a LEED Accredited Professional. She has a comprehensive understanding of green building design practices, principles, and the LEED Rating System as well as experience in the design and construction of architectural projects. Erica has played a major role in the preliminary and final design of new construction and renovation/adaptive reuse projects. She has a thorough understanding of the Standards and Procedures outlined in the Virginia Department of General Services (DGS) Division of Engineering and Buildings (DEB) Construction and Professional Services Manual (CPSM).

Jack Murphy

Jack Murphy, AIA, NCARB, serves as Branch Manager of T&L's Radford office and is an officer of the company. Jack lends his expertise to a variety of projects as Officer-in-Charge by providing oversight, guidance, and QA/QC. He received his Bachelor's in Architectural Studies from University of Pittsburgh and a Master's of Architecture from Virginia Tech. As Senior Vice President of Project Management Jack has experience in the management and design of architectural projects and is an integral part of the development, planning, funding and design of new construction and renovation/adaptive reuse projects.

Jim Thompson is a graduate of Emory & Henry College, receiving a Bachelor of Arts Degree in Business and Economics. Jim is a Principal of the Firm and has managed T&L Tazewell, Virginia office since 1984. Jim began his career at T&L in 1981 and has served the Firm in several capacities including Construction Administrator, Vice President - Project Management, and Vice President - Marketing prior to his present position as Board Chairman. Jim is currently responsible for the Firm's overall business acquisition effort, utilizing his expertise in the innovative financing and delivery of projects in both the public and private sectors to assist T&L clients in the delivery of projects.

Jennifer Moore

Jennifer Moore, PE, is a 2000 graduate of Virginia Tech receiving a Bachelor of Science Degree in Civil Engineering. She has 22 years of experience in the design of engineering projects. Since joining T&L Jennifer has played a major role in the roadway, drainage design and right-of-way aspects of various transportation projects. As a design engineer on this project she will gather and evaluate project data, provide recommendations, and develop the design details and construction documents.

John Stafford

John Stafford, PE, is a graduate of the University of Tennessee with a Bachelor of Architecture, and a graduate of West Virginia University receiving a Bachelor of Science Degree in Civil Engineering. John has experience in the design and construction of engineering projects. He plays a key role in the preliminary and final design of a variety of development projects for multiple civil engineering projects. As a Senior Engineer, John will lead the planning and development of design concepts and alternatives and will direct the design engineers and technicians who develop design details and construction documents. Lisa Horne

Lisa Horne serves as Director of Administration at T&L. Lisa is a graduate of Bluefield College with a Bachelor of Science degree in Business Management and Organizational Theory and Development. With a background of over 20 years of executive experience, T&L welcomed Lisa to the firm in 2021. Since then, Lisa has been an exceptional leader in the creation of new information technology programs focused on quicker assistance for employees with technology issues and safeguarding the company and staff. Lisa works on human resource initiatives from events to overseeing 401K and ESOP programs. Furthermore, Lisa is continuously working on the upkeep of company facilities with renovations to current structures and purchase of new real estate when necessary. Prior to joining T&L, Lisa worked across diverse fields ranging from medical groups to corporate retail industries. She has earned assessments as an expert with several supervisory skills and human resource skills. Lisa is also highly proficient in verbal communication, analyzing data, customer focus and orientation and marketing.

Mr. Hill is presently managing three projects of the Route 121-460 Corridor Q project, the Coalfields Expressway, on behalf of the Virginia Department of Transportation. Richard W. Houchins

Richard (Dick) W. Houchins, AIA, CCCA, NCARB, is a graduate of the University of Tennessee, receiving a Bachelor of Architecture Degree. He also has relevant degrees through the West Virginia Institute of Technology with a Bachelor of Science in Business Technology and an Associate in Science in Drafting and Design - Engineering Technology. During his years of experience Dick has provided services on the design and construction of a wide variety of architectural and engineering projects. As Project Manager he is responsible for the overall project coordination and will be the main point of contact between you and the Project Team. He will see that the necessary services are provided and that the project is completed on time and within the established budget. An Associate of the Firm, Dick is a licensed architect in Virginia, Tennessee, and West Virginia, and a Certified Construction Contract Administrator (CCCA) by the Construction Specification Institute (CSI). He is also licensed to perform asbestos inspections, and asbestos abatement designs in Virginia and West Virginia.

Robert Cornett

Robert Cornett serves as a Project Manager in our Bristol, Tennessee office and brings three decades of professional experience in the managerial field with a focus on safety, quality, cost, the client, and reliability. Robert has dedicated 32 years of his career in managerial positions with the Washington County Service Authority where he was heavily involved with design work, record drawings, construction inspection, distribution, capital improvement, obtaining funding assistance, finding solutions to simple and complex problems and team leadership. His experience includes more than one hundred water and wastewater capital projects totaling an investment of $145 million dollars. As a Project Manager, Robert is responsible for project coordination and is the main point of contact between the client and the T&L Project Team.

Ronald G. (Ron) Helton, PE, is a graduate of Virginia Tech, receiving a Bachelor of Science Degree in Civil Engineering. His career at T&L began as a Cooperative Education Student. After graduating from Virginia Tech, Ron returned to T&L full-time where he went on to become Design Engineer, Associate, Project Engineer, Vice President of Engineering, Executive Vice President, President, and his current position as Chairman and Senior Vice President. As an extension of his role and duties as Chairman and Senior Vice President, Ron lends his expertise to a variety of projects as Officer-in-Charge, providing oversight and guidance, QA/QC, and ensures that the Project Team has access to the resources necessary to complete the project on time and within budget. Steve Farris, PE, is a graduate of Tennessee Technological University receiving a Bachelor of Science Degree in Mechanical Engineering. He began his career in the mechanical contracting field gaining hands on insight into all aspects of the design and function of mechanical systems. Steve has served as design engineer and project manager on a broad range of projects including educational, institutional, commercial and industrial facilities. In his current role as Director of Building Services, Steve is responsible for planning and directing all aspects of MEP engineering activities and projects for T&L while ensuring that all MEP engineering projects, initiatives, and processes are in conformance with T&L's established policies and objectives.

Steven D. Brooks

Steve Brooks, PE, is a graduate of Virginia Tech with a Master's of Science Degree in Civil Engineering and a Bachelors of Science Degree in Civil Engineering. Having experience as both a structural and civil engineer, Steve has the ability to understand the many facets of a project and bring it to a successful completion. Steve joined T&L as a Project Engineer for civil projects and worked to become the Lead Structural Engineer for T&L founding the firms' structural practice. He lead the firms endeavor to start a MEP practice while serving as Vice President of Engineering. Today he holds the current position of Senior Vice President of Operations where he oversees the architectural, engineering, surveying and construction contract administration services. In his current role Steve contributes his expertise to all design endeavors as Officer-in-Charge, providing oversight and guidance, QA/QC and ensures that the Project Team has access to the resources necessary to complete the project on time and within budget. He has been the engineer of record on a wide variety of projects including public works, site development as well as industrial, commercial, institutional and correction facilities. He holds certifications in heavy equipment operation, OSHA compliance, and construction management, along with an Associate Degree in Biblical Studies/Leadership Management.
