The Tehran Convention serves as an umbrella legal instrument which does not only aim at protecting the Caspian environment from all sources of pollution, but also targets the preservation, restoration and protection of the Caspian Sea species and habitats. To reach these objectives, it applies internationally acknowledged environmental principles including the precautionary principle, the polluter pays principle and the principle of access to information. The Convention includes provisions on the sustainable and rational use of living resources of the Caspian Sea, on environmental impact assessment and environmental monitoring, as well as research and development.
