Arlene-Frances Ring

Experience: Arlene started with the firm in 1991 and is currently serving as our Director of Public Relations managing all aspects of our marketing, seminars, public relations, client development, social media, website, and our vendor and organization liaison. Arlene has worked in many areas of law through the years including corporate, telecommunications, transportation, administrative, pari-mutuel, real property, and condominium and homeowner association law. Prior to entering into the legal field, she was employed in a large Florida corporation's National Marketing Department. In addition, Arlene has served in many capacities on the Boards of various Homeowners and Condominiums Associations in such positions as President, Secretary, Treasurer, and Architectural Review Board Chairperson. Other Association related positions included: Newsletter Chairperson, Welcoming Committee Chairperson, Document Revision Committee Chairperson, and Finance/Audit Committee. These roles helped prepared for her duties as the firm's Director of Public Relations. She is also the most tenured member of our firm excluding the founding partners. Educational Background: Graduating from Valencia College, she has a degree in Paralegal Studies and Office Technologies. Arlene is currently the President of Brevard Community Association Management (BCAM) and one of the founding partners of the organization. She served as President from 2008 - 2012 as the President of Northeast Community Association Managers (NECAM). She is also a member of Community Association Institute (CAI), Space Coast Condominium Association., Condominium Homeowner Association of Indian River County, and the Mid Florida Residential Group of Resident Owned Communities. She was the 1998 President of CAI where she also served on the Board of Directors and as Membership Chairperson.

Ken Clayton

Experience: Ken Clayton was born and raised in Orlando, Florida. He has practiced law in Central Florida, since 1974, primarily in the areas of Real Property, Corporate and Civil law with an emphasis in the area of condominium and planned unit development law. His client representation in this area has included numerous community associations along with developers, title insurance companies, lenders, purchasers and individual homeowners. Ken is involved with clients in creating, developing, and operating community properties. He assists clients with the purchase, sale and financing of existing and proposed projects. He also handles the sale, negotiation and closing of individual units. Ken has represented associations, individual and groups of owners and developers in connection with a wide variety of community association matters, including the turnover of control of the association by the developer to the homeowners. He also has represented various specialty types of associations, such as timeshares, condotels, marinas and fly-in communities. He has represented many associations in their ongoing legal matters, including drafting, interpreting and enforcing their covenants and restrictions. His practice has included litigating and negotiating construction contracts and handling land use matters. Eminent domain, particularly the unique aspects of dealing with the taking of association properties in right-of-way takings, is an important part of his practice. In 2009, Ken and his partner, Neal McCulloh, formed Community Association Title, Inc. (CAT). This title insurance agency has been engaged to provide unique title examination and analysis needed by our association clients. CAT also has an active title insurance and real estate settlement services business which is made available to clients of the law firm and to the public. Educational Background: Ken attended schools locally and graduated from Winter Park High School. In 1970, Ken graduated with a Bachelor of Arts degree from Washington and Lee University in Lexington, Virginia. He obtained his Juris Doctorate degree in 1973 from the University of Alabama School of Law. Ken is a much sought after speaker on a variety of legal topics. He has substantial experience speaking before large groups, including attorneys, community associations and groups of individual homeowners. Ken actively participates in the numerous seminars and educational programs that Clayton & McCulloh has presented throughout the State. At the 2009 Fund Assembly, Ken spoke to over 1,000 attorneys on the topic of Community Association Liens and Collections, sponsored for real estate attorneys by Attorney Title Insurance Fund. He has also spoken at numerous other educational programs, to many different types of audiences throughout the state. As one of the original founders of the Mid-Florida Chapter of Community Association Institute (CAI), Ken has spoken many times and held many offices with this organization. CAI is a national organization dedicated to educating, defending and promoting issues important to the community association industry. Ken is a member of The Florida Bar, and the American Bar Association. With these Bar Associations, Ken has been involved with various Sections and Committees involved with real property, eminent domain, condominium, homeowners association, and planned unit development law. He has also been involved as a member and/or speaker for numerous other organizations supporting and promoting the interests of community associations.

Neal McCulloh

Experience: Neal McCulloh has practiced law in the area of Association Law since 1982. In fact, almost 100% of his practice is devoted to this area. While he has primarily represented associations and developers, he has also represented purchasers and unit owners. Such representation was and is in connection with numerous matters, both before, during, and after turnover. He has extensive experience in drafting and amending association documents and is widely published in this field. He has been involved in the representation of and currently represents numerous associations in their ongoing matters. Such matters include: turnover, construction defect(s), covenants enforcement, drafting and amending association governing documents, negotiating and drafting contracts and engaging in litigation including bringing and defending class action suits for associations and their members. Educational Background: He graduated with degrees in both Business and Economics from Vanderbilt in 1979. He received his Law Degree from the University of Florida in 1982.

Russell Klemm

Experience: Russell "Russ" Klemm has been practicing law in Florida since 1980. A former partner in the firm of Staack, Klemm, & Simms, P. A., Russ has extensive experience in the areas of civil and commercial litigation, real estate law, bankruptcy (debtor and creditor) foreclosure, corporation, association law and appellate practice. Russ also has significant experience in representing time-share condominiums and in commercial real estate litigation and commercial real estate transactional work. As a partner with the firm since 2002, Russ has experience in drafting and amending association documents, covenant enforcement, drafting opinion letters, litigation over contract disputes, construction defects, contract negotiations, covenant violations and complex litigation in both state and federal courts. Educational Background: Graduating from Boston College with his Bachelor of Arts degree in Economics and Political Science, Russ was awarded his Juris Doctor degree from the Loyola University of Los Angeles School of Law.
