HCBS PROVIDER - Key Persons
My name is Cathryn Stein (Cathy), and I am the CEO of HCBS Provider Services. I was raised in Seattle, Washington, and am a graduate of Washington State University and attended Grad School at the University of San Diego. I live in Chester Springs, PA. with my husband, and we have two sons. Our eldest is a graduate of Penn State University and is a Lieutenant in the United States Army. Our youngest is dual-diagnosed and is working at Handicrafters. I have lived over half of my life on the East Coast, and have come to embrace the heritage, culture, and landscape of this community. I have over 25 years of experience working as a paralegal for some of the top law firms and Fortune 500 companies from coast to coast. Working cooperatively with the vast resources and acquaintances I've developed over the years has proved that together, we can change and enhance the lives of individuals with disabilities. With this belief, I created HCBS Provider. I am very active in the equestrian world. I was on the management board of our local Pennsylvania Special Olympics, where I was a certified Equestrian coach and Alpine coach. I currently participate in Special Olympics ice skating and skiing. My interests include camping, fishing, hiking, and even making living history as a Civil War Reenactor. I was a Merit badge counselor for the Boy Scouts of America. With all of our contacts, resources, and fierce determination, we can network and make miracles happen. I truly believe in the human spirit. HCBS Provider Services was founded on these principles.
My name is Cindy Eves. I grew up in Montgomery County, PA. I currently live in Berks County, PA. I live with my husband, son, age 13, and daughter, age 11. We are a very active family enjoying swimming, hiking, skiing, and snowboarding. I graduated from nursing school in 1997 with a BSN from Widener University. I have 18 years of experience in nursing. I was employed at Manor Care, Montgomery County Geriatric Center, Phoenixville Hospital, and Pottstown Memorial Medical Center, where I still work. I received excellent commendations from all of them. I became a nurse because I wanted to help people who are in need. Throughout my career, I have learned that I have an excellent aptitude for the nursing profession. I have learned from the people I helped, and that learning has made me the person I am today.

I've been with HCBS since 2011. I take care of everything related to accounting and collaborate with other administrators to create and improve our internal systems. Before joining HCBS, I spent 17 years doing much the same for a wonderful individual and his two companies. Always striving to assist and serve our clients and staff to the best of my abilities. My interests include teaching riders and training horses. I have 22 horses currently under my care and enjoy coaching both high school and middle school riding teams. Skiing and watercolor painting are additional passions.
My name is Jarrell Brazzle. I am the Training Coordinator and Incident Management Point Person for HCBS Provider. I received my B.A. in Business Management from Cheyney University and my Master's Degree in Applied Behavior Analysis with an Emphasis in Autism from Ball State University. I am a licensed Behavior Specialist in the Commonwealth of Pennsylvania. Not long after receiving my Bachelor's Degree, I accepted a position at Devereux Foundation. After gaining four and a half years experience at Devereux, I moved on to the Chester County Intermediate Unit as a Behaviorist for the Child and Career Development Center through the CCIU. I've worked with adults and children with disabilities such as autism, down syndrome, and intellectual disabilities for the past ten years in different roles. For HCBS Provider, I will be the person you contact if you have any questions or concerns with our online training, I will be the person that trains you in person during the year, and I will be the person you contact if an incident happens with your consumer. My passion is spending time with my family and working with people with special needs. It's an honor to be able to work with people with special needs, and I love it!!! I look forward to meeting everyone and working together as a team to better serve our consumers.

My name is Jennifer Shaffer, and I am the Administrative Director for HCBS Provider. I received my B.A. in English from West Chester University. Before becoming Administrative Director at HCBS Provider, I was a direct support professional to consumers with disabilities such as spina bifida, Down Syndrome, and autism. I am also a Certified Employment Support Professional and provide job coaching services. In addition to conducting one-on-one company orientation sessions with new staff, I attend ISP meetings and work closely with supports coordinators to coordinate our clients' services. Having a family member with autism has given me personal experience on how this diagnosis touches lives.

My name is Sharon Halteman, and I am the Director of Human Resources for HCBS Provider. I received my B.A. in Sociology from Gwynedd Mercy University. As Human Resources Director, I not only manage administrative duties, record keeping, and recruitment, but I also have 20 years of experience in the home health care field. In the past, I have worked directly with adults and children with disabilities such as autism, down syndrome, and intellectual disabilities. Currently, I also provide respite services in my home.
