Bio As DVI's Director of Network & Systems Architecture, Mr. Koltun has technical responsibility for many of DVI's projects, including aspects of: strategic planning, network and system design, and network implementation management. Mr. Koltun is a Senior level network architect and experienced technical project manager. He has designed and deployed large-scale Networks for over thirty -five (35) years supporting multiple missions -critical applications including Financial services, security and telemetry. Mr. Koltun possesses an extensive background in real-time video surveillance applications using IP including new builds, migration from legacy analog infrastructure and hybrid analog / IP infrastructure Mr. Koltun has extensive experience with multi-tier and multi-vendor network architecture, process reengineering, network and systems contingency planning, data center design, information security, on-line transaction processing, messaging middleware, object-oriented design, and distributed database technology. He is also fully versed and experienced with multi-layer networks entailing multiple tiers of network switches and routers. A recognized expert in Network Design and Architecture, Mr. Koltun has also taught various courses at both Columbia University and Touro College.

Mr. Occhiogrosso is a Co-Founder of DVI Communications. He is a graduate of New York University Polytechnic School of Engineering. Mr. Occhiogrosso's experience encompasses a diverse suite of technical and managerial disciplines including sales, marketing, business development, team formation, systems development, program management, procurement and contract administration budgeting, scheduling, QA, technology operational and strategic planning. As both an executive and technologist, Mr. Occhiogrosso enjoys working and managing multiple client engagements as well as setting corporate objectives. Mr. Occhiogrosso is responsible for new business development, company strategy, as well program management. Mr. Occhiogrosso also on occasion served as a testifying expert witness in various cases encompassing patent infringement, and other legal matters. Technical Specialties include but are not limited to: Voice Networks: (IP-) PBX, ACD, VOIP, CTI, Voice Processing, Switching; Data Networks: LAN, WAN, Internet, Ethernet, DWDM; Video Networks: Broadcast, Distribution, Conferencing and Multimedia; Wireless Networks: LMR, Microwave, Cellular, Satellite, LMR UHF/VHF, Wi-Fi; and security. He has many years of technical-hands-on and managerial experience in planning, designing, deploying, and operating secure IP/IPv6-, VoIP, telecom-, wireless-, satellite- and video networks for global Best-In-Class carriers and financial companies Previous roles in the past two decades have included Chief Technology Officer at Secure Enterprise Systems Engineering a technology assessment and enterprise cybersecurity firm he launched in the recent past; General Manager and Director of Ground Systems Engineering at SES, the world's second largest satellite services provider; Director of Network Architecture at Capital One Financial, Chief Technology Officer at InfoPort Communication Group, and Vice President of Packet Services at Teleport Communications Group (TCG) (eventually acquired by AT&T.) Over the years Mr. Minoli's has published and lectured extensively in the area of network security, satellite systems, wireless networks, IP/IPv6/Metro Ethernet, video/IPTV/multimedia, VoIP, M2M/Internet Of Things, IT/Enterprise Architecture, and network/Internet architecture and services. Mr. Minoli has taught IT and Telecommunications courses at NYU, Stevens Institute of Technology as well as local colleges and universities. Jeff Chang is an IT Systems expert with extensive, in-depth knowledge of servers, LAN/WAN networking, VoIP, IP Video Surveillance, and IT security. He has planned, supported and managed major network/server/system rollouts, upgrades and provides on-going support for a number of DVI clients. Mr. Chang has also deployed, managed, operated and maintained complete IT infrastructure for small and medium DVI clients. He also performed applications software development and telecommunications systems analysis. Mr. Chang has conducted network traffic and performance studies on both data and voice networks, and has developed telecommunications and database applications. Mr. Chang has also implemented Firewall/VPN (site-to-site hub-and-spoke) for many clients, with link redundancy, multi-homing, traffic load-balancing, and high availability solutions. He also implemented Ethernet three-layered hierarchical switched networks, Wi-Fi networks, Site-to-Site disaster recovery and business continuity backup solution, Symantec Protection Suite Enterprise Edition (on physical appliances and VMware platform), Barracuda Networks products, other security software, and hosted security solutions for SMTP filtering security, web contents security, Anti-Spyware solutions for customers. Ms. Tubman is an expert in technology infrastructure and telecommunications distribution systems with over 25 years of industry experience. She specializes in the design, procurement and implementation of complex network infrastructure.
