Mr. Bilciu is the former Head of the Cybernetics Institute in Romania for the Soviet Bloc before he defected to the USA and began providing computer programming services for some of our largest financial institutions, including Chase, where he helped to transition our Stock Selection and Portfolio Management Matrix from their mainframe computer to our desk and laptop computers.
