Keith Edward Green

Mr. Green commenced his aviation career as an Aircraft Maintenance Engineer (AME) in Canadian general aviation. In 1980, he joined Canadian Pacific Airlines gaining numerous Type Ratings on modern commercial aircraft, before undertaking several overseas assignments with international carriers. Working abroad as a senior Engineer, he acquired in-depth experience in Maintenance, Engineering, Quality, Production and Management. Throughout this time abroad, his experience and qualification steadily evolved to encompass four National Aircraft Maintenance Licences, along with numerous airline Authorisations and Privileges. Currently, Mr. Green maintains only two National Licenses - the FAA Inspection Authorization (IA) and Transport Canada's M1 / M2 with Structural Privilege. In the mid-90's, Mr. Green joined the British Columbia Government Air Service's Quality / Maintenance department, wherein he was later seconded as a Technical Policy Analyst to the BC Provincial Government. During this engagement, he was directly involved with several major Government / private industry initiatives, including the Ballard Power (Permeable Membrane Technology) for Methane and Hydrogen based gases within the BC Alternate Fuels and Emission Program. As a Policy Analyst, Mr. Green not only gained valuable experience working in Government, but also learned the importance of promoting energy conservation and sustainability, while reducing the ‘Carbon Footprint', long before it was common practice. Mr. Green has often participated with Canadian Aviation Regulation Advisory Council (CARAC), on National Regulation/Standard changes. More recently, in support of a Client, he has been involved in the issues surrounding ‘harmonization' of several Canadian Acts i.e. the Canadian Aeronautics Act, and the Marine Act. Mr. Green is currently a recognized authority on ‘Water Airports' and the transformation of water Aerodromes into Certificated Water Airports. In 1998, Mr. Green was appointed by The Canadian Minister of Transport to the ‘Transportation Appeal Tribunal of Canada (TATC), wherein he served for over a decade. The TATC sits a single Member during a Hearing; the Member - unlike a Court Judge, must decide on both ‘Point of Law' and ‘Point of Fact'. Under the Inquiries Act, a TATC Member is a "Commissioner to the Prime Minister", being further sanctioned, as ‘Appeal Adjudicators' for the ‘Canadian Business Aviation Association' (CBAA) program. During his TATC term, Mr. Green learned how to be authoritative and objective, while exercising tact and diplomacy within his subsequent Determinations. Over the course of the past three years, Mr. Green was selected by the ICAO Technical Cooperation Bureau, and placed on their "Roster of Experts" as a ‘Flight Operations', 'Aerodrome Safety' and ‘Maintenance Organisations Inspector'. In addition to Mr. Green's Canadian AME qualifications, he is also an FAA Inspection Authorization (IA). Other national licences and certifications formally gained included Saudi Arabia, Ireland and Indonesia. Under Mr. Green's Canadian Privileges, he is also a Structures Category AME "S", with extensive experience in major repair, modification and manufacturing. Mr. Green is often contracted to provide services as a Director of Maintenance, Person Responsible for Maintenance, General Manager and Quality Director/Manager, with numerous maintenance and airline organisations. Additional to his current AME Licence, Mr. Green was a Transport Canada (TC) Minister's Delegate "M" where he performed Import / Export and other duties as a Minister's representative. In 1996, Mr. Green founded an aviation Consultancy for airports/aerodromes, airlines, air taxi (fixed & rotary wing) and aircraft maintenance organisations. QualaTech has since evolved into a highly respected international aviation Consultancy; recognized by Transport Canada as an "Industry Champion". QualaTech is effectively engaged in the international and domestic marketplace, specializing in several aviation & marine disciplines. These include, but not limited to Auditing, Safety Management Systems (SMS), Policy/Regulation, Maintenance/Engineering, Quality, Risk Assessments, Human Factors, Root Cause Analysis, Incident investigation, Safety Cases, Research, Technical Reports, Requirement Assessments, Wildlife Management Plans, Fatigue Management, Emergency Response Plans, Change Management, Risk Management, Training, Regulation/Law, training and support thereof. Mr. Green's consulting proficiency is now well established among Airport/Aerodromes, Air Operators (rotary and fixed wing), Maintenance Organisations, Manufacturing establishments, Water Airports/Aerodromes and Marine facilities. Mr. Green has often presented at conferences as a ‘Subject Matter Authority' with regard to SMS and QMS. An example of this was in 2011, when the AAAE requested a presentation in the Cayman Islands on SMS. As a Senior Consultant, Mr. Green must be efficient and effective in counselling others and developing cooperative environments based on trust at all levels.

Mr. David Olsen retired completely from active Consulting in 2019, after the sad passing of his beloved wife Jane. Mr. Olsen was a highly experienced Aviation Consultant and International Aviation Author/Writer. His professional activities were extensive and included Airport development and investment, Audits of Safety and Quality Management, performance reviews, technical and operational surveys, Air Traffic Management (ATM) and Air Navigation Services, organisational development, charge policy and long-term aviation planning. Mr. Olsen had undertaken innumerable contracts and assignments throughout the world. David remains a Gentleman and a maverick in the world of aviation. It was a great privilege for me to have known him, to have been mentored by him and to have called him "my Friend". In the course of a very long and notable career, Mr. Olsen has worked with ICAO, Vancouver Airport Services, Victoria Airport Authority and QualaTech Aero Consulting Ltd. amongst many other Organistions. As a Senior Consultant with QualaTech, David assisted with numerous projects including Safety Assurance, Quality Assurance and assorted training in aviation Safety and Human Factors. In 2004 under QualaTech, Mr. Olsen worked on the design and production of the Safety Management System (SMS) Manual (Plan) for the Victoria Airport Authority (VAA). Additionally, in 2006, Mr. Olsen was assigned to work on the SMS for Kelowna and Gander International Airports including: Gap Analysis, Hazard Analysis, Training and the Safety Management Manual. Also in 2006, he further carried out the pre-certification and Safety Assessment of five International Aerodromes in the Dominican Republic. Later Mr. Olsen completed a range of work for Vancouver Airport Services including preparation of complete ICAO compliant Aerodrome and Safety Management Manuals. He was also a regular contributor to "Wings" Magazine. Between 1988 and 2001 Mr. Olsen's activities were concentrated in Europe, Central America, North America, Africa and Asia. He advised on the commercialization of airports and air traffic services, and was Consultant to the Performance Review Commission (PRC) of the European Agency for the Safety of Air Navigation (Eurocontrol) in Brussels. With Integra Consult of Denmark, he developed regulatory requirements and Safety Management guidelines for the Civil Aviation and Airport Administrations of Latvia and Poland and other European countries in preparation for their entry into the European Union. He had a major consultancy role in the setting up of the autonomous Civil Aviation and Airport Authorities of the Czech Republic, Kenya and Uganda and has acted as Consultant in the areas of safety, re-organisation and commercialisation in Australia, Canada, New Zealand and Korea. He has acted as Consultant to Vancouver Airport for management of airports in Latin America, the Caribbean and Cyprus. He was the supervising editor of the ICAO Millennium publication and has been an author for several other major ICAO publications. Other global experience includes work for several international agencies in airport, ATM and airline orientated consulting, including developing operational, airspace and safety procedures for the Seoul (Inchon) Airport in Korea. Between 1994 and 1998 he was Audit Team Leader for the European Commission, Auditing and monitoring a major ATM project in Central America. He also headed the Expert Witness Team for a group of multinational companies at the London Heathrow Airport Terminal 5 Enquiry. David Olsen is experienced as an international aviation Consultant and a leading international writer for prestigious aviation publications. He has undertaken in-depth reviews of airline, airport and ATM operations throughout the world. He was a major contributor to the ICAO 50th Anniversary publication and contributed to the ICAO CNS/ATM book for the 1998 Rio de Janeiro international conference. He was the final editing authority for the ICAO Millennium publication in 2000 and wrote major parts of the ICAO publications for the 100th Anniversary of Flight (2003) and ICAO 60th Anniversary (2004). During his earlier service with ICAO he was Chief Editor of the ICAO Air Traffic Services Planning Manual. On behalf of the author (Richard Profit - Group Director Safety Regulation UK Civil Aviation Authority) he edited the book "Systematic Safety Management in the Air Traffic Services". This book became the authoritative work on the subject, used throughout the world. For almost 7 years he was an airport and air traffic management-consulting editor of the magazine "Airports International", and has also contributed extensively to other publications such as "Air Traffic Management", "ICAO Journal", "Jane's Airport Review", "Wings", "Eurocontrol Skyway" and others. For several years Mr. Olsen was retained by Eurocontrol in Brussels to write, edit and manage the production of a wide range of publications and documents including: Annual Reports and Program Reports, "One Sky for Europe" (the first Eurocontrol corporate brochure) and; Performance Review Commission Reports. As General Manager Marketing for International Aeration (AIL) and as a Divisional Director of Raytheon Europe, David Olsen successfully practiced a wide range of marketing and public relations skills. He was subsequently retained and engaged by major companies and international institutions to advise them on technical marketing and public relations activities. In addition, he is a qualified ISO/Canadian Standards Association Lead Auditor.
