Albert A. (Butch) Arenal - Chairman

Chief Albert A. (Butch) Arenal served as a member of the Punta Gorda, Florida Police Department from 1986 to 2015, the last 8 years of which he served as Chief of Police. In his 28 year career with the department, he supervised all facets of the agency, to include service as the agency's Accreditation Manager, coordinating the department's effort to achieve its first state law enforcement accreditation award in 1998. During his service as Chief of Police, the agency achieved Florida Excelsior accredited status, the highest level of accreditation excellence in the State of Florida. The department was also selected as the 2013 Pinnacle Business of the Year by the more than 1,000 members of the City of Punta Gorda Chamber of Commerce. Retiring from the City of Punta Gorda in September 2015, Chief Arenal was selected as Chief of Police for the Coconut Creek Police Department in October of 2015. Chief Arenal holds an Associate in Arts degree from Edison State College and a Bachelor of Science degree in Management from Hodges University where he was graduated with honors and was designated by faculty as the Management Student of the Year. He is also a 1998 graduate of the 193rd Session of the FBI National Academy. Chief Arenal has served as Chair of the Criminal Justice Standards and Training Region 10 Training Council, and he currently serves as Chair of the Florida Criminal Justice Executive Institute (FCJEI) Policy Board. He served three consecutive terms as President of the Southwest Florida Police Chiefs Association (2010-2012), where he was voted the 2013 Outstanding Law Enforcement Chief Executive of the Year by the Association. Chief Arenal is an ardent supporter of law enforcement accreditation and he served as a Commissioner for the Commission for Florida Law Enforcement Accreditation, Inc. (CFA) for three consecutive two year terms from 2009 to 2014. He was elected as Commission Vice-Chair in 2010 and Commission Chair in 2011. He also served as an assessor, team leader, and instructor for the Commission for more than 10 years. Chief Arenal was the 2005 recipient of the Commission's prestigious Sheriff Neil J. Perry Service Award recognizing top performance in the field of Florida law enforcement accreditation and commitment to the law enforcement profession. Additionally, he served as Second Vice President (2001-2003) and President (2003-2005) for the Florida Police Accreditation Coalition, Inc.; an organization of more than 200 Florida criminal justice agencies united in pursuit and maintenance of accredited status. Chief Arenal has been an active member of the Florida Police Chiefs Association (FPCA) since 2006. He served as President of the Florida Police Chiefs Association in 2016/2017, the third largest organization of its kind in the country. In 2018, he was honored by FPCA as Florida's Outstanding Chief Executive of the Year. Chief Arenal has served FPCA chairing numerous committees, and he served a number of years on the FPCA's Executive Board. He has represented the FPCA on Chief delegations for several Florida Governors. In 2018, he participated in a delegation conferring with Governor Rick Scott regarding school safety in the aftermath of the MSD school shootings. In March 2019, he served as a member of Governor Ron Desantis' FDLE Unified Threat Assessment Strategy Executive Steering Committee, developing a roadmap for Florida in establishing behavioral threat assessment management teams across the state. Chief Arenal has also served as an instructor for FPCA over the past decade, teaching annually at both the FPCA New Chief and Future Chief Seminars. He has also represented FPCA as an instructor for a number of external organizations, to include the Mississippi Association of Chiefs of Police, the Minnesota Chiefs of Police Association, the Florida City and County Management Association, and the Florida League of Cities. In 2004 I was appointed the Executive Director and remained in that position until July 1, 2021. In my current role, I focus on the FPCA's many training programs to help ensure the highest quality of training is being provided to current and future law enforcement leaders in the state of Florida. Chief Charles "Chuck" Broadway is a 27-year law enforcement veteran who joined the Clermont Police Department in 2010 as a Police Captain. On July 31, 2012, he was appointed the Interim Chief of Police and was then appointed the permanent Chief of Police on Dec. 11, 2012. Chief Charles Broadway was born and raised on Long Island New York. He graduated from St John's University in Queens N.Y with a Bachelor of Science Degree in Business Management. Chief Broadway is also a four-year collegiate athlete whereas he played on the football team for St John's University. Chief Broadway began his career in 1996 with the New York City Police Department, where he was later appointed a Detective. After the terrorist attacks on the World Trade Center on Sept. 11, 2001, he responded to Ground Zero and assisted with the search and recovery efforts. In 2002, Chief Broadway relocated to Florida to be closer to his family and worked for the Gainesville Police Department where he also served as a Detective. In 2004, Chief Broadway continued to advance in his career in Law Enforcement and was hired by the Florida Department of Law Enforcement as a Special Agent where he investigated multi-jurisdictional violent crimes, conducted complex narcotic investigations, human trafficking investigations and gang investigations. Chief Broadway was then promoted to a Special Agent Supervisor, overseeing several investigative functions and state initiatives. He later was chosen to oversee the highly regarded Public Integrity Unit at the agency, which encompassed investigations of alleged misconduct of public officials and all Police Officer involved shootings in the Central Florida region. Chief Broadway serves on the executive board for the Florida Police Chief's Association and was appointed to the Subcommittee on Accountability. Chief Broadway was recently appointed by Governor Ron DeSantis to serve on the Criminal and Juvenile Justice Information Systems Council. Chief Broadway is a past President of the West Central Florida Police Chiefs Association and the Florida Criminal Justice Executive Institute. He serves on the Criminal Justice advisory committee, the Live Well Foundation of South Lake, the Fellowship of Christian Athletes, Public Safety Coordinating Council and is a member of the Kiwanis Club of Clermont and the International Association of Chiefs of Police.

John Barkley became the Chief of the Treasure Island Police Department in March of 2020. Treasure Island is one of the barrier islands in Pinellas County and is part of the Greater Tampa Bay area. Chief Barkley previously spent 30 years with the Naples Police Department retiring in February of 2020. Chief Barkley holds his Bachelor's degree in Criminal Justice Administration from Florida Southwestern State College, a Master's degree in Public Administration from the University of Miami and is a graduate of the FBI National Academy in Quantico Virginia. Chief Barkley is a member of the Pinellas Police Standards Council and is an active member of the Florida Police Chiefs Association serving as a district director and a member of the awards committee. Robert Bage was born and raised in Miami, FL. After graduating from North Miami Senior high school in 1994, he enlisted in the United States Navy for three years and then joined the United States Border Patrol for a year. However, he missed his hometown and left the Border Patrol for the North Miami Police Department. He worked at the North Miami Police Department from 1999 until 2019. During his tenure at the North Miami Police Department, he obtained the rank of Assistant Chief and worked in various units spanning all aspects of law enforcement, but he spent most of his career in Community Policing. He also served as the elected chair of the Police Pension Board and as a Union Representative. During his time at the North Miami Police Department, he obtained his Bachelor's Degree from Florida International University in Psychology and his Master's degree from Barry University in Public Administration. Additionally, he attended the FBI National Academy (session 248), the Police Executive Research Forum's (PERF) Senior Management Institute of Policing (SMIP), and the Florida Criminal Justice Executive Institute's Chief Executive Seminar. Chief Currey started his law enforcement career in 1990 as a police officer with the Vero Beach Police Department, where he has worked his way up through the ranks. Greg Vesta

Chief Greg Vesta began his law enforcement career in 1996 with the Wood Dale, Illinois Police Department. During his 26 years with the agency, he served in a variety of roles, including Patrol Officer, Sergeant, Deputy Chief, and Chief of Police for 11 years. Jeff Pearson has been employed with the Satellite Beach Police Department since January 1987. On August 1, 2011, was promoted from Deputy Chief to Police Chief. Chief Pearson is responsible for all department operations such as the patrol division, criminal investigations division, records division, and evidence division, along with the police department's administration, operations, policies, and budget. Chief Pearson started as a dispatch trainee and was hired as a full-time dispatcher in March 1987. In 1988 he worked as the midnight shift dispatcher while attending the police academy during the day. In April 1989, he was hired as a full-time police officer. In 1990 he was transferred to detective division where he spent just under three years. In 1993 Chief Pearson was promoted to corporal and assigned to road patrol. In 1994 he was promoted to Sergeant. In 2002 he was promoted to the position of Staff Sergeant. In January of 2005, Chief Pearson was promoted to the position of Investigations Commander. Chief Pearson was responsible for the detective division, communications, and the school resource officers. In January of 2006 Chief Pearson was fortunate enough to attend and graduate from the FBI National Academy in Quantico, Virginia (Session #224) where he took 5 masters level classes and earned the famed Yellow Brick. In October of 2008, Chief Pearson was promoted to the position of Deputy Chief where he was responsible for the Field Training Officer Program, Motorcycle Unit, Selective Traffic Enforcement Unit, and the DUI enforcement program, Budgeting, Evidence, and Records. Chief Pearson moved to Brevard County from Rochester, New York in 1979. He attended Satellite High School and graduated with an Associate's Degree from Brevard Community College in 1990. In 2003 he graduated from The University of Central Florida with a Bachelor's degree in Criminal Justice with a minor in Psychology. In December 2006, Chief Pearson graduated from Webster University with a Master's Degree in Public Administration. He has a wife, Janet and two daughters Dallas (24) and Samantha (16). In 2007 Chief Pearson distinguished himself regarding his leadership abilities and community service by being nominated and being selected as one of Lead Brevard's "4 under 40" winners. Chief Keith M. Touchberry began his law enforcement career in 1989 after serving six and one-half years on active duty in the Marine Corps Infantry field. Prior to that, he served for 18 months in the Army Reserve. He was hired by the Vero Beach Police Department in May of 1989 and for just over 24 years served in a variety of operational and support positions until retiring in 2013 as a Captain to become the Chief of Police for the Fellsmere Police Department. He is also a graduate of the Southern Police Institute's 108th Administrative Officers Course at the University of Louisville, the Florida Police Chief's Associations' "Future Chief's" and "New Chief's" Seminars, and the 16th Session of the New Jersey State Association of Chiefs of Police "Executive Institute". Melanie Bevan became the Chief of the Bradenton Police Department in 2016 and has over 34 years of law enforcement experience. The department has a combined sworn and civilian strength of 180 personnel, serving a community of approximately 63,000 citizens. Chief Bevan holds her Bachelor's degree in Criminal Justice, a Master's degree in Public Administration, and her Doctor of Education degree in Organizational Leadership. She is an adjunct professor in the Homeland Security Program for the State College of Florida. Chief Bevan is a member of the International Leadership Association "for those who practice, study and teach leadership" and serves on the Executive Board as the Secretary/Treasurer for the Florida Police Chiefs Association. She has been involved as a Mentor for Take Stock in Children of Pinellas/Manatee for 18 years. Chief Bevan was the recipient of the 2018 Women's Resource Center's Manatee Wonder Woman Award. Robert "Jesse" Godfrey has been the Chief of Police for the Ormond Beach Police Department since 2016. Over the past thirty-three years, Jesse served as an Ormond Beach Police Officer for a little over a year in the late 1980's before going to work for Daytona Beach Police Department where he retired after 21 years as a lieutenant serving in the Patrol Division. He re-joined the Ormond Beach Police Department in 2011 as a lieutenant. Prior to becoming a Police Officer, Jesse served in the United States Army while assigned to the 82 nd Airborne Division as a helicopter mechanic. After leaving active duty, he joined the Florida Army National Guard as an Air Defense Artillery Squad Leader until 1993.

Chief Rob Hicks has over 30 years of progressive law enforcement experience; proudly serving the citizens of the City of Leesburg and the Leesburg Police Department for the past 25 years. He has held almost every rank and duty assignment within the department prior to being appointed Chief in 2014. He is also a proud veteran of the United States Army, having participated in several multi-national operations, including the Gulf War in Iraq and Kuwait. He is married with three children ranging from 15 to 21 years of age. Todd Garrison was officially sworn in as the 20 th Chief of Police for the City of North Port Police Department on Wednesday, July 18, 2018. Chief Garrison is a third-generation law enforcement officer who began his career in June 1992 as a Police Officer for the Town of Kenneth City, Florida. He later joined the Lee County (FL) Sheriff's Office in March 1994, as Deputy Sheriff. While at the sheriff's office, Garrison was assigned to the Patrol Division, Criminal Investigations Division, Civil Division, and the Special Operations Division. Garrison rose through the ranks in various positions and components and retired in July of 2018 as a Major. Among his many accomplishments, Chief Garrison has earned an Associate's Degree in Criminal Justice from Edison State College; a Bachelor's Degree of Science in Business Management from Hodges University; and is a graduate of the Executive Academy of Government Leadership and Ethics from Florida Gulf Coast University. He also is a graduate of the prestigious FBI National Academy Session 252.

Tracy L. Frazzano was appointed the Chief of Police for the Marco Island Police Department (MIPD) in August of 2019 based on a national search. Her appointment was historical since she is the first female Chief of the agency. Under her leadership, the MIPD received its first ever Accreditation status through the Commission for Florida Law Enforcement Accreditation. Prior to her selection to the MIPD, she had a 25-year career with the Montclair Police Department (New Jersey) serving as Deputy Chief. Frazzano holds two Master of Arts degrees and a Bachelor of Science in Exercise Science and Sports Management from Rutgers University.
