EDUCATION: Bachelor of Science in Engineering, Virginia Tech Marvin Hinchey has over 23 years of experience in land development engineering. This includes 9 years as owner of a civil engineering business based in Culpeper. Mr. Hinchey's experience includes project management, site planning, subdivision design, stormwater management plans and street and utility design. Mr. Hinchey has designed and managed projects in multiple jurisdictions including the counties of Culpeper, Orange, Madison, Stafford, Spotsylvania, Loudoun, Fauquier, Louisa, Rappahannock and the towns of Culpeper, Orange, Warrenton and Madison.
