Dr Labh Singh is B.Tech PEC , MBA PU and Ph.D. PBI Uni PA. He is an ITS officer of 1979 batch from Indian Engineering Services. He spent about 37 successful years in the Telecom Sector and retired in 2017 as Advisor (Ex-Officio Addl Sect. GOI ) Deptt of Telecom. He is Fellow Institution of Engineers (India) and Executive Member and Fellow Institution Electronics and Telecommunication Engineers. He is Life member AIMA ND,IIPA ND and PUAA Chandigarh, ITU-APT Foundation of India ND. Mr. Bharat Bhushan Bhatia - President

In last 47 years, Bharat has worked for the industry and government - in India and abroad, gaining and sharing valuable experience across sectors and geographies. He has worked as a spectrum regulator in India, as the industrial development in charge of India's computer and telecom Industries, as head of international spectrum team at Motorola (India) and Motorola (Singapore). He has managed TEMA (Telecom Equipment Manufacturers Association India) as its President, Association of Telecom industries of Singapore (ATIS) and has been leading the ITU-APT Foundation of India as its President for the last five years. Mr. Bhatia is also the Chairman of the ITU group constituted to study the specific applications of 5G in Industries, enterprises and verticals. Mr Bhatia is a former officer of the IRRS (Indian Radio Regulatory Service) and worked as a senior regulator with Ministry of Communications and Ministry of Industry for 22 years and helped in crafting policies for opening up of telecom sector for private investment in 80s and 90s, including the first ever GSM metro licenses through a beauty contest in 1992 designed by him. He was also a key architect of India's first ever National Frequency Allocation Plan (NFAP) in 1981 and the first ever published NFAP in 2000. Earlier he chaired the ITU group on Public Safety and Disaster Relief communications - PPDR working group under the ITU-R study group on 5G as well as the APT Task Group on PPDR. He is globally know as Mr. PPDR, a term that he helped coin in the year 2000 at World Radio Conference in Istanbul. Earlier Mr. Bhatia was also President of TEMA (Telecom Equipment Manufacturers Association of India) where he helped setting up India's Telecom Export Promotion Council and lead many delegations to countries around the world promoting India's telecom exports. He was also the Vice President of Association of Telecom Industries of Singapore (ATIS) when he was working with Motorola in Singapore. Mr. Bhatia is actively participating in various ITU meetings and has attended all World Radio Conferences during the last 20 years. Mr. Bhatia was the key originator of ITU World Radio Conference Resolution (WRC) 646 on PPDR approved at WRC-2003. He was also the key originator of the WRC Agenda under which Resolution 646 on PPDR was successfully revised to include 700 and 800 MHz bands at the WRC-15. He is well known as a global speaker on spectrum and policy issues in the telecom sector and has spoken at global conferences in more than 30 countries. Mr. Bharat Bhatia holds a B. E. degree from University of Delhi in Electronics and Telecommunications and is a fellow member of IETE, the Institution of Electronics & Telecommunications Engineers. He did his Foundational Course from Lal Bahadur Shastri National Academy of Administration in 1976. Mr. Bhatia has studied at various institutes and universities including National University of Singapore and George Washington University, USA.

Mr. Pawan Garg

Mr. Pawan Garg is former Wireless Adviser to the Government of India (head of national spectrum management organization) and was internationally elected Member* of the Radio Regulations Board (RRB) of International Telecommunication Union (ITU), Geneva from 2006 to 2014 (elected as Chairman of the Board for 2013). ITU is the specialized body of UN system for ICT issues. This specialized ITU Board resolves various issues concerning implementation of ITU Radio Regulations, an international treaty, for planning and use of RF spectrum & satellites globally. Mr Garg has more than 45 years of experience in spectrum management and planning of various radiocommunication services - both terrestrial as well satellite based services. Also during his term as Wireless Adviser to Govt. of India (2002 - 2008), exponential growth of cellular mobile services took place in India and achieved the critical mass for further large growth. Mr. Garg has widely traveled since 1980 and represented India on the Governing Council of ITU. He has chaired as well as spoken at large number of national and international conferences in his field and published many papers on related issues.

Prof. Rakesh Mehrotra

Prof Rakesh Mehrotra is an academician & telecom consultant. At present he is working as Senior Advisor Radio Standards with Samsung R&D Institute Bangalore India. Earlier he served Tata Teleservices Ltd as President Innovation and Chief Corporate Regulatory Officer. He has +40 years of experience in various facets of ICT sector such as Manufacturing, innovation and R&D, operations strategy etc. Some of Key Corporate positions held by Dr. Rakesh Mehrotra and some unique achievements: As Senior advisor Standards with Samsung R&D Institute India, he is involved in spectrum related studies/activities for 5G/6G and satellite systems, AI and Non Terrestrial Networks related activities etc. As President Innovation and Chief Corporate Regulatory Officer Tata Teleservices Ltd, he was deeply involved in establishing IIT -Bombay Tata Tele Telecom Centre of Excellence, Conducted some path breaking technological proof of concepts with TIFR and worked for rural broadband and telecom reforms. Shri Bharat Gupta

Bharat Gupta has more than 28 years of experience in Telecom, Regulatory, Policy & ICT. His focus areas are Policy and Regulatory, Economics, Spectrum Management, IMT and Space Communications, Data-Privacy, Digital Connectivity solutions, new age technologies like IoT, 5G etc. He joined the Govt of India as an Officer in 1994 and tenanted various appointments at senior leadership level. He has worked as Joint Advisor at the Telecom Regulatory Authority of India and has authored consultation papers on Data Privacy, Telecom Manufacturing, Licensing etc. He is currently the Executive Council Member of ITU-APT and BIF (Broadband India Forum) He holds a master's degree in communication engineering from IIT Delhi and an MBA from FMS, Delhi University. Shri Jitendra Singh

Jitendra Singh is working with Qualcomm since 2009. His responsibilities include interfacing with regulatory and policy making agencies in the region on behalf of Qualcomm. Jitendra has more than 30 years of experience in the field of communications management. Prior to his appointment at Qualcomm he served in the government. He has been actively involved in National Working Groups of the ITU-R in India and has been a key contributor in all the Standards related activities of the Industry. This includes the advocacy and planning of identification of additional spectrum for IMT and mobile broadband at various forums - National as well as Global. He had been an active contributor by introducing a number of papers in ITU-R on behalf of India. He plays a key role in APT region telecom industry coordination activities. He is part of many industry associations. He has created and submitted many spectrum policy related papers in ITU and APT on behalf of India. He also heads GSA India team.

Shri Rajesh Mehrotra

Mr. Rajesh Mehrotra retired in 2010 from the Radiocommunication Bureau (BR), Space Services Department (SSD), ITU Headquarters in Geneva, as Senior Radiocommunication Engineer & Counsellor. He worked in ITU from 1997 to 2010 and was `inter-alia' responsible for regulatory and technical analysis of space filings for `Coordination and Notification' of satellite networks. He was ITU/BR Counsellor for WRC-03 and WRC-07. Master of Engineering (Electronics & Communication) from the Indian Institute of Technology (IIT), Roorkee, India, he was Joint Wireless Adviser to the Govt. of India and did two ITU/UNDP Missions in Nepal and Bhutan as `Senior ITU Expert' in 1992 & 1995 respectively. In 2011/2012 he undertook the preparation of `A Roadmap for ITU's Wireless Broadband Masterplan' for the four countries, Myanmar, Samoa, VietNam & Nepal and also for the Asia-Pacific region, in general, as a mission under the ITU Regional Office in Bangkok. Since 2010 he is the Founder and Principal Consultant, `Redbooks Consulting Pvt. Ltd.' - a radiocommunication/satellite Advisory. He is providing regulatory and technical guidance to global satellite organizations besides counselling on matters concerning use and management of radio spectrum & ITU's Radio Regulations.

Shri Shyam Kaushal

A retired Commodore of the Indian Navy. A communication specialist he holds an MSc degree and is Fellow of the IETE. During his tenure as Director JCES he along with WPC played an important role in coordinating spectrum for 2G and 3G. He was a member of the Indian delegation to a number of ITU meetings including WRC 2000 and 2003. Post retirement he was the Regional Director WiMAX Forum for South Asia and played a significant role in its implementation.

(D.M.), Chartered Engineer, Engineering Council; London, Chartered Engineer (IEI), Chartered Engineer (IETE),Chartered Engineer, Engineering Council of India. Retired as Director (Engineering) SAG, in 2001, after serving Al India Radio & Doordarshan, Ministry of I & B for more than 37 years at different stations in various capacities. Responsible for starting FM-Stereo Services, 1st Radio-Bridge Program connecting 9 Stations vie Satellite, Installation of 10-KW MW-Mobile Transmitter at Suratgarh, etc. etc. Presently rendering service as a Consulting & Chartered Engineer in various fields.
