Peter Hebard is a practising Turnaround Manager, ex Chief Executive and Director of both Engineering and Business Development of a several multinationals with an exceptional record of growth. Both a Chartered Fellow of the Institution of Mechanical Engineers and a Graduate Economist with experience of the broadest range of opportunities open to both professions, in recent years he has applied this combination of skills and the lateral thinking they engender to positive effect within a range of organisations. As an Engineer he is used to resolving the most challenging problems, finding the best technology from around the world to do so and managing the the risk of fielding ground-breaking solutions to maintain a competitive edge. Equally as a Chief Exec and Business Developer he has an insight into market value of such innovation and how to realise its potential across multiple markets and applications. Importantly, he has experience of funding such developments from innovative sources and and the savings/profit they generate. Whether it be advising a government agency on how best to make savings, whilst better delivering local community needs, or aiding a start up company resolve their technical difficulties and find new markets, there are always parallels with best practice in other sectors. As an advocate and experienced practitioner of such lateral thinking, he has unique perspective on the gain available from spreading best practice and providing the catalyst for change. A keen sailor, coastal walker and expert in the marine industries and the fundamental science behind coastal erosion, in recent years he has aided government and a number of local coastal communities develop integrated Environmental and Economic strategies. The need to initiate action to address the many emerging threats our marine and coastal environment, whilst maximising our marine resources has never been more urgent. Far from seeing this as an unaffordable challenge, he is a frequent speaker on the opportunities to achieve both Economic and Environmental regeneration, harnessing ongoing human activity and natural processes to foster both biodiversity and declining fish stocks for example. Known for prompting more positive thinking and more visionary and constructive perspective as to the way forward he well-used to brokering mutually beneficial collaboration within local communities and with government. With the new government seeking to drive through radical change, he has been assisting in developing strategies for the Marine and Coastal Environment and Economies, the Agencies and Authorities responsible for their management and the rationalisation of the regulatory regime within which they operate. His case studies of best practice around the world have already identified the opportunities to deliver far more at far less cost and some of the best examples of the "Big Society" in action and the largest potential savings within Government Agencies. In particular he has highlighted the enthusiasm of all active within the marine environment to undertake voluntary action in the course of their activities to deliver Net Positive Environmental Impact for the benefit of fishermen, shell fisheries and biodiversity and the expertise they have to self-certify that any negative impacts have been adequately managed. Studies show that this would achieve far more positive impact than the currently planned regulatory regime and would save the cost to all parties of administering conservation areas, marine planning and marine licensing which threaten to be largely counter-productive.
