Bryan Brannon serves as the Chief Financial Officer for the NC Department of Administration overseeing the agency's budget, purchasing, and all controller functions. Brannon serves as the liaison to the Office of State Budget and Management, the Office of the State Controller, and the Office of the State Auditor.
He has nearly 30 years of service dating back to 1993 when he began his career within North Carolina state government. Prior to joining DOA as the Chief Financial Officer in 2015, Brannon was the Controller at the NC Administrative Office of the Courts from 2014-2015. He also served as the Controller at the NC Wildlife Resources Commission from 2005-2014.
Brannon holds a Bachelor of Science in Accounting from East Carolina University, and is a US Navy Veteran. He and his wife Teresa live in Holly Springs and have two sons, Matthew and Nathan.

Donya Strong was appointed general counsel for the Department of Administration in December 2021. Prior to joining DOA, Strong served as an enforcement attorney for the NC Secretary of State where she advised the executive management team on policies and statewide legislation concerning constitutional amendments, the securities industry and trademark enforcement. She also managed the agency's Trademark Enforcement Unit.
Strong began her state government career in 2008 at the NC Administrative Office of the Courts as an assistant district attorney for the 8th Prosecutorial District and was later promoted to senior assistant district attorney for the 14th Prosecutorial District in 2013. Previously, Strong worked in the private sector for three years initially as a legal assistant and later as an attorney for Harris & Associates in Durham.
Before entering the legal field, Strong worked as a reporter and news editor for the News & Observer and Detroit Free Press.
Strong holds a Juris Doctor from the NC Central University School of Law in Durham and a bachelor's degree in journalism and Spanish from Howard University in Washington, D.C.

Dr. Donnell Adams serves as the Director for the NC Department of Administration's Human Resources Division. In his role, Dr. Adams manages all agency employment opportunities, employee-related policies and procedures and oversees DOA's organizational development and employee relations.
Dr. Adams joined DOA in 2017 and has over 20 years of human resource management experience. In addition to his role at DOA, Dr. Adams serves as a faculty member for the School of Management and Innovation at Colorado State University-Global Campus instructing human resource courses.
A career built on serving others, Dr. Adams is also a retired US Air Force senior officer with experience in multiple career disciplines including transportation, civil engineering, human resources, chief of staff, security, and many others.
He is a graduate of North Carolina Central University, where he received a degree in public administration. He also attended Central Michigan University and the United States Air Force Air University, Air War College, receiving master's degrees in administrative science and strategic studies. He holds a doctorate in organization and management in addition to a doctorate in theology among other academic and professional credentials.

Evin L. Grant serves as the NC Department of Administration (NCDOA) Policy Director to develop and assist in implementing policies and procedures for departments, initiatives, and task forces, across the State of North Carolina, under the direction of the Secretary of Administration. He also collaborates on statewide Diversity, Equity, and Inclusion program development, initiatives, and training and advises on employment, non-public education, technology, and more.
Before joining the NCDOA, Grant served as the Assistant Dean of Student Life and Pro Bono Opportunities at Campbell University Norman Adrian Wiggins School of Law. For more than a decade, he's had the opportunity to develop various skills and talents working in the private and public (nonprofit, federal, and state) sectors. From being a Magistrate Judge to working in engineering and patent law. From serving as the Executive Director of a nonprofit organization to being an Assistant Dean of Students at a law school. His collection of experiences highlights his passion for advocacy, mediation, and problem-solving.
Active in professional and civic communities, he is a member of the NC Bar Association Minorities in the Profession Committee, the NC Chapter of the National Conference of Black Lawyers, and is also the 2020-2021 Capital City Lawyers Association President. Grant sits on the Board of Directors for the Wake County Bar Association (WCBA) and currently serves on several WCBA committees, including the Diversity, Equity, and Inclusion Committee, Professionalism Committee, Strategic Development Committee, and the Communications/Technology Committee. He recently served as the Coordinating Editor for the NC Advocates for Justice Trial Briefs Summer 2021 Edition.
Grant holds a B.S. in Applied Criminology from NC State University and a JD from the Campbell University Norman Adrian Wiggins School of Law. He maintains an active law license in North Carolina. In October 2020, Grant received a COVID-19 Contact Tracing Certificate from Johns Hopkins Bloomberg School of Public Health.

Julia Hegele serves as the Communications Director for the NC Department of Administration (DOA). In this role, she oversees the department's internal and external communications including digital media, media relations and public records. She also serves as an advisor to DOA's division directors and executive leadership team providing agency public relation guidance and support.
Hegele brings over 30 years of communication and state government experience to DOA. Prior to joining the DOA team, she served as the public relations manager for the NC Department of Public Safety (DPS). In this role, she supervised a team of graphic designers, photographer and digital media specialist, and managed content for DPS website and social media platforms. She led the development and launch of the department's first podcast, as well as an intranet site that centralized essential information and resources for employees.
Before joining the DPS communications management team, she served as NC Emergency Management's public information officer where she led the state's crisis communication efforts in preparation of, response to and recovery from dozens of state- and federally-declared disasters. Her journey in the state's public safety agencies began as public affairs director for the former NC Department of Crime Control and Public Safety (CCPS).
Prior to joining CCPS, Hegele led communication and marketing efforts for 16 years in various divisions of the NC Department of Transportation, including the Turnpike Authority, Rail Division and Public Information Office.

Governor Roy Cooper named Pamela Brewington Cashwell Secretary of the North Carolina Department of Administration in April 2021.
As DOA Secretary, Cashwell oversees the state agency whose mission is to serve as a business manager for the state of North Carolina and a voice for underserved communities through its advocacy programs and boards and commissions.
DOA is a statewide administrator, managing government operations spanning from building construction, purchasing and contracting and state vehicles to mail services, surplus and state properties. The agency also provides facility maintenance services as well as programs for North Carolina's diverse populations. Cashwell is the first American Indian woman to head a state cabinet department in the state's history.
Prior to her appointment as DOA Secretary, Cashwell served as Senior Policy Advisor and Chief Deputy Secretary for Professional Standards, Policy and Planning at the NC Department of Public Safety. Before joining DPS, Cashwell was the Assistant Director at the State Ethics Commission. She has 10 years of federal government service as a trial attorney in the Civil Rights Division and the Office of Justice Programs at the U.S. Dept. of Justice, as well as at the U.S. Attorneys Office in the Eastern District of Virginia.
Cashwell holds a B.A. in Economics from UNC-Chapel Hill and a JD from the UNC School of Law. In her role as Secretary she chairs the NC Commission on Inclusion, the Andrea Harris Equity Task Force and serves on the NC Commission of Indian Affairs, Governor's Advisory Council on Hispanic/ Latino Affairs, and NC Interagency Council for Coordinating Homeless Programs.
She lives in Wake County with her husband, David, and two sons, Samuel and Benjamin.
