Larry Fleming

Larry Fleming, is an architect licensed in the District of Columbia. In 1978, Larry joined USDA's Farmers Home Administration as an Assistant State Architect in their Illinois State Office. His two years there were spent predominantly in the housing arena - both SFH and MFH. His USDA career continued with four years in the Alabama State Office as State Architect, involved in housing, community facilities, and rural business projects. A transfer and promotion to the National Office led to Larry becoming a Senior Architect. His work at the USDA's Rural Development National Office involved problem solving design and construction issues, review, and approval of AIA American Institute of Architects) and other construction contracts, construction management & design/build projects, training Agency State Architects and field staff, and acting as a liaison between the Agency / Department and national organizations involved in the building industry, including the AIA, ANSI (American National Standards Institute), ICC International Code Council), the U.S. Access Board, NAHB (National Association of Home Builders), BOMA (Building Owners and Managers Association), DBIA (Design-Build Institute of America), and others. During his tenure, Larry also served on a number of national task forces including Critical Access Hospital Design and Management in Rural Areas (HHS), Accessibility for Single Family Homes (ANSI), Multi-Family Housing Design and Management Issues (HUD & USDA), Green Capital Needs Assessments (HUD & USDA), Comprehensive Property Assessments (USDA), Farm Labor Housing Design Issues (USDA), and Use of Computers for Agency Architects (USDA). Accessibility for the disabled became his predominant area of expertise, and Larry served as one of only three Federal government representatives to the ANSI A-117 Committee, which writes the accessibility portion of the building codes used in the U.S. Larry served over 15 years on the American National Standard Institute's (ANSI) A-117 Committee, writing the accessibility code for ICC's International Building Code. Larry retired from USDA Rural Development in September 2009, with over 32 years of Federal service. In January of 2011, Larry joined E&A Team as an Accessibility Specialist, Blueprint Review Specialist, and Instructor for Section 504, ADA and Fair Housing Accessibility. Larry is also a co- author of the Fair Housing Act Design Manual eBook.

Mark English

Mark English has vast experience with multifamily housing programs, with particular experience concerning LIHTC and federal housing programs. E&A Team, Inc. performs accessibility site inspections, capital needs assessments, blueprint plan reviews and accessibility construction inspections on multifamily housing complexes to assess compliance with the Americans with Disabilities Act, Federal Section 504 Requirements, and Fair Housing Accessibility issues. Since 1992, E&A Team, Inc. has performed over 500,000 multifamily unit's inspections in all 50 states, the U.S. Virgin Islands, Guam, and Puerto Rico. Mark has taught more than 600 Accessibility Educational Seminars regarding Section 504, Fair Housing, and ADA. He has participated with organizations such as the National Council of State Housing Agencies, the National Association of Home Builders, the National Council for Affordable & Rural Housing, the Southeastern Affordable Housing Management Association, USDA Rural Development (RD), and HUD. He has provided training to architects, developers, and other construction-related organizations on all Federal Civil Rights Accessibility Regulations. The National Apartment Association Education Institute (NAAEI) has endorsed E&A Team's four Fair Housing Courses that were produced and developed by Mark English. Mark continues to work towards expanding the public awareness and compliance in the areas of Accessibility and Fair Housing through training and a growing line of services and products. Mark is also the author of SourceAbilityTM Flash Drive, the Uniform Accessibility Standards (UFAS) Pocket Edition Manual, and he is a co-author of the Fair Housing Act Design Manual Multimedia eBook.

Sara A. McCue

Sara A. McCue is an attorney whose practice focuses on employment, the Americans with Disabilities Act, and fair housing law. She represents and counsels housing providers, property management companies, educational institutions, and the affordable housing industry. Sara has provided training on such fair housing topics as criminal background checks, requests for reasonable accommodations and modifications, assistance animals, and harassment issues in both housing and the workplace. Sara received her Juris Doctor, with distinction, from the University of Nebraska College of Law in 2014, where she was the Editor in Chief of the Nebraska Law Review and President of the Multicultural Legal Society and Black Law Students Association. She graduated from the University of Nebraska-Lincoln with a Bachelor of Journalism in News-Editorial and Broadcasting, with highest distinction, in 2010.

Scott P. Moore

Scott P. Moore has over twenty years of experience and is widely recognized as a national expert in ADA and fair housing law. He represents property owners and management companies, nonprofit associations, health care facilities, colleges and universities, developers, architects, and individuals in all ADA and fair housing matters. Mr. Moore is a former senior trial attorney with the Civil Rights Division of the U. S. Department of Justice in Washington, D.C. While at the Justice Department, he served as lead counsel on some of the largest pattern or practice cases brought by the United States under the Fair Housing Act and ADA across the country. His unique background allows him to provide clients an understanding of the complex array of ADA and fair housing requirements. Scott also specializes in defending administrative complaints and lawsuits brought by the U.S. Department of Justice and fair housing and disability rights groups across the country. Scott also recognized as a dynamic and informed ADA, fair housing, and Section 504 trainer across the country. Scott is frequently asked to speak to national nonprofit groups, federal and state governmental agencies, the housing and retail industries, and clients on various ADA, fair housing, and Section 504 topics. Mr. Moore currently serves as a legal specialist for the U.S. Department of Housing and Urban Development's Fair Housing Accessibility First program. Scott is named in The Best Lawyers in America and Super Lawyers. He was recognized in the Lawyer Spotlight by the American Bar Association Commission on Mental and Physical Disability Law. He also serves on the LeadingAge national legal committee.

Thomas White

Thomas White, E&A Chief Accessibility Consultant, has over 20 years of experience with ADA, Section 504, and the Fair Housing Accessibility Guidelines, including 13 years as the Senior Accessibility Inspector for E&A Team, Inc. He has inspected over 3,000 multifamily sites for E&A. Mr. White also assisted in starting E&A's Blue Print and Specification (BPS) Review division. Since the inception, he has inspected over 350 different BPS projects in 39 states, identifying all 3 federal accessibility codes along with applicable state accessibility codes. Mr. White often works in conjunction with Mark English, President of E&A Team, Inc. and Scott Moore, Partner at Baird Holm Law Firm who was the former Senior Trial Litigator in the Housing and Civil Enforcement Section of the Civil Rights Division at the U.S. Department of Justice in Washington, D.C. Mr. White frequently serves as an invaluable resource to Mr. Moore in the area of accessibility guidelines and consulting. He has also served as a consultant on behalf of E&A Team, Inc., on 19 expert witness cases. Mr. White also partnered with Mark English to compile the UFAS Pocket Edition along with designing the only electronic survey software program for ADA, Section 504, and Fair Housing Accessibility Guidelines. Currently, Mr. White is the Lead Inspector for all Accessibility Compliance Inspections. He is also the lead contact for the Denver Housing Authority for Blue Print and Spec Reviews in regard to their multi-million dollar expansion for the last 5 years.
